About this file

This Addendum 1 modifies IFB #2225 issued by the New York State Division of Correctional Industries for a Zinc-Free Floor Finish Concentrate. The procurement concerns a high-solids (36-40%), zinc-free floor finish concentrate formulated without PFAS that, when properly combined with water and other chemicals, produces an environmentally responsible floor finish meeting Green Seal GS-40 standards. The finished product will be manufactured at Washington Correctional Facility in Comstock, New York, and must be producible using existing equipment in the Soap Shop. The addendum revises several key dates: the written bidders' questions deadline is now January 12, 2026 by 3:00 PM EST (previously January 6); DOCCS will issue responses to questions by January 14, 2026 (previously January 8); and bids are due no later than January 20, 2026 by 2:00 PM EST (previously January 15). The contract period is revised to commence on or about February 6, 2026 (pending OSC approval) through January 31, 2029, with two one-year renewal options available.

Bidders must certify that their product is Green Seal GS-40 approved and will produce a compliant finished product that is fast-drying, high-gloss, slip-resistant, and environmentally responsible. The incumbent contractor identified for this procurement is Barentz North America LLC. No set-asides exist for service-disabled veteran-owned businesses, minority-owned businesses, women-owned businesses, or disadvantaged businesses, with all contracting goals established at 0.00%. Bidders are required to sign and return Addendum 1 with their bid to acknowledge receipt and acceptance of the modifications. Additional updates and information may be posted on the NYS Contract Reporter website and the DOCCS procurement opportunities webpage.
