About this file

This is a Performance Work Statement (PWS) for test, teardown, and evaluation (TT&E) services on an inoperable Radio Frequency M880 amplifier within the Tinker Pin Tester system, prepared by Jen Evans on August 31, 2026.

The Contractor must perform a comprehensive diagnostic evaluation to determine repairability of the RF M880 amplifier, a critical asset used to test electromagnetic pulse nuclear hardness resistance of Line-Replaceable Units for the B-2 aircraft. The amplifier became inoperable in late 2023 following an audible "popping" event. Key tasks include: (1) on-site preparation with custom crate fabrication and qualified test engineer on-site at Tinker AFB, OK within approximately 6 weeks after receipt of order; (2) commercial transportation and chain-of-custody maintenance to the Contractor's San Diego, CA facility; (3) comprehensive TT&E diagnostic evaluation with delivery of a detailed Repairability Report and firm-fixed-price repair quote within 8 weeks of hardware arrival (CDRL A001, DI-MISC-80508B); and (4) conditional repair and performance verification only upon explicit written PCO authorization. If repairs are authorized, the Contractor must restore the system to 100% compliance with OEM baseline performance specifications and provide a 90-day commercial warranty. If acceptance testing fails, a corrective action plan must be submitted within 72 business hours (CDRL A002, DI-QCIC-80553A). The Contractor maintains custody from Tinker AFB pickup through return delivery and must report any damage within 24 hours (CDRL A003, DI-SAFT-81563). The Contractor must be U.S.-registered with U.S. citizens performing all work, maintain NIST-traceable calibration standards, and coordinate with Government Points of Contact Ryan Mitchell (405-582-9399) and Jiby Varughese (312-852-1811). The delivery DODAAC is F3YCCA.

PERFORMANCE WORK STATEMENT (PWS)

TEST, TEARDOWN, AND EVALUATION (TT&E) AND REPAIR OF PIN

TESTER (PT) SYSTEM / RF M880 AMPLIFIER

Prepared by

Jen Evans 31August2026

1.0 SCOPE

1.1 Scope of Work:

The Contractor shall perform a comprehensive Test, Teardown, and Evaluation (TT&E) on an inoperable Radio Frequency (RF) M880 amplifier within the Tinker Pin Tester (PT) system to determine its repairability. This amplifier is a critical asset directly required to test the electromagnetic pulse (EMP/EMF) nuclear hardness resistance of Line-Replaceable Units (LRUs) for the B-2 aircraft. The unit became inoperable at the end of 2023 following an audible "popping" event, and previous diagnostic attempts have failed to identify the root cause of the failure.

1.2 Conditional Repair Process:

Under this scope, the Contractor shall perform a diagnostic evaluation (TT&E) of the amplifier and deliver a detailed TT&E Repairability Report and firm-fixed-price repair quote in accordance with CDRL A001 (DI-MISC-80508B) to the Procuring Contracting Officer (PCO) and Government Point of Contact (GPOC).

If the amplifier is determined to be repairable, contingent on technical feasibility and explicit written authorization from the PCO, the Contractor shall proceed with approved repairs to restore the Pin Tester system to full operational capability.

If the amplifier is deemed non-repairable, or if repairs are not authorized by the PCO, the Contractor shall halt all work, and the Government will determine the final disposition and return of the Pin Tester system.

2.0 CONTRACTOR REQUIREMENTS & SPECIFIC TASKS

2.1 General Requirements:

The Contractor will furnish all labor, materials, facilities, and specialized packaging necessary to securely pack, transport, evaluate, and (if authorized) repair the complete Pin Tester system. The Contractor will maintain chain of custody from initial pick-up at Tinker AFB, OK, through

AFB.

2.2 Specific Tasks:

Task 1: On-Site Preparation, Custom Packaging, and System Pickup

Custom Crate Fabrication: The Contractor will design, fabricate, and deliver a custom-built shipping crate to Tinker AFB, OK, specifically engineered for the RF M880 amplifier to protect against mechanical shock and electrostatic discharge (ESD). The Pin Wire Tester (PT) main rack and the Adapter Plate cabinets do not require wooden crates and will be prepared for transport using standard commercial protective wrap.

On-Site Technical Assistance: The Contractor will provide a qualified test engineer to travel to Tinker AFB to assist Government personnel in preparing, disassembling (if required), and packaging the complete PT system.

System Consolidation & Pickup: The Contractor will package, secure, and ship the entire Pin Tester system including the RF M880 amplifier, the main PT rack, and all associated Adapter Plates and cabinets from its operational location in Building 3708 at Tinker AFB.

Task 2: Commercial Transportation

Logistics Management: The Contractor will arrange, secure, and manage all commercial freight and transport logistics to safely transfer the complete Pin facility in San Diego, CA.

Chain of Custody: The Contractor will maintain custody and transit tracking of all system assets until they are successfully received and inventoried at the San Diego facility.

Task 3: Diagnostic Evaluation (TT&E)

Repairability Assessment: Upon receipt at the repair facility, the Contractor will perform a comprehensive TT&E on the RF M880 amplifier to diagnose the root cause of failure (specifically evaluating the late 2023 "popping" event) and determine repair feasibility.

Deliverable (TT&E Quote & Repairability Report): The Contractor will deliver a detailed TT&E Repairability Report and firm-fixed-price repair quote in accordance with CDRL A001 (DI-MISC-80508B / Technical Report Study/Services) to both the GPOC and the PCO. The report will detail the failure analysis, state whether the unit is repairable, list required parts/modifications, and provide a firm-fixed-price quote with an estimated delivery schedule for the proposed repairs.

Task 4: Repair and Performance Verification (Conditional upon PCO Authorization)

Execution of Repairs: Only upon receipt of explicit written direction and authorization from the PCO, the Contractor will execute the approved repairs, part replacements, and system calibration.

Performance Verification: The Contractor will conduct functional testing to verify that the repaired M880 amplifier and consolidated Pin Tester system meet Original Equipment Manufacturer (OEM) baseline performance specifications prior to scheduling return shipment.

Corrective Action: The Contractor will provide a plan for corrective action in accordance with CDRL A002 (DI-QCIC-80553A / Corrective Action Plan) if the system fails to pass acceptance testing within 72 business hours of repair completion.

2.3 Quality Assurance, Calibration, and Workmanship Warranty:

Calibration Traceability: All test and diagnostic equipment utilized during evaluation, repair, and acceptance testing will be calibrated in accordance with ANSI/NCSL Z540-1 or ISO 17025 with NIST-traceable standards.

Workmanship Warranty: The Contractor will provide a commercial warranty on all parts, labor, and materials associated with authorized repairs for a minimum period of ninety (90) calendar days from the date of final Government acceptance at Tinker AFB.

2.4 Period of Performance / Delivery Timeframes:

Task 1 (On-Site Packaging & Pickup): Completed approximately 6 weeks After Receipt of Order (ARO).

Task 2 (Transit to San Diego): Approximately 1 week transit time.

Task 3 (TT&E Report & Quote Delivery): Delivered within 8 weeks after hardware arrival at the Contractor's San Diego facility (Ref CDRL A001).

Task 4 (Repairs & Acceptance): To Be Determined (TBD) upon formal PCO authorization of repairs.

Delivery DODAAC: F3YCCA
