The deliverable is a Test, Teardown, and Evaluation (TT&E) Repairability Report and Repair Quote for an RF M880 Amplifier Diagnostic Assessment, referenced against the Performance Work Statement paragraphs 1.2, 2.2 (Task 3), and 2.4, with authority derived from Data Item Description DI-MISC-80508B.
The contractor must deliver a comprehensive technical evaluation within eight weeks after hardware arrival at its San Diego facility, with subsequent revisions due within ten business days of receiving Government comments. The report shall include detailed root-cause failure analysis of a late 2023 "popping" event, explicit repair feasibility determination (repairable versus non-repairable), a complete bill of materials with obsolescence mitigation and calibration requirements, and a firm-fixed-price quote with line-item cost breakdown and delivery schedule. The deliverable must be prepared in contractor format as a searchable PDF and MS Office-compatible file, delivered electronically via secure transmission (DoD SAFE or encrypted PKI/CAC email) to the Procuring Contracting Officer, Government Point of Contact/COR, and Program Manager. The Government will review and provide written approval, conditional approval, or rejection within fifteen business days of receipt. Distribution is restricted to Department of Defense and U.S. DoD contractors only under Distribution Statement D, with export control restrictions per the Arms Export Control Act and Export Administration Act. Total copies required are three (one each to PCO, GPOC/COR, and PM), with estimated total price at $0.00 and price group designation as NSP (Non-Standard Price Group).
