About this file

This is a specifications document for a pre-engineered metal building (PEMB) canopy structure project for Volusia County, Florida's Tomoka Farms Landfill. The project involves the construction of a new open-air covered workspace measuring 4,720 square feet adjacent to an existing vehicle maintenance facility in Port Orange to support fleet vehicle maintenance and repair operations. A non-mandatory pre-bid meeting is scheduled for October 30, 2025, at 3:30 pm, with sealed bids due on November 20, 2025, at 3:01 pm. The project timeline requires 120 days for substantial completion within an overall 150-day contract term, with liquidated damages assessed at $225 per day for delays beyond the completion deadline. The scope of work encompasses site preparation, civil work, structural construction, plumbing and electrical systems, and includes specific requirements for a rigid frame structure with a 21'-6" eave height, pre-finished metal roof panels, concrete slab, oil/water separator, compressed air system extension, and LED lighting.

The estimated construction cost is $250,000.00, and the project will be awarded on a lump sum basis to a single responsive and responsible bidder. Bidders must hold a Florida Certified General or Building Contractor license and comply with E-verify requirements. Performance and payment bonds are required due to the project value exceeding $200,000. Contractors must provide comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Auto Liability, and Builder's Risk insurance. Local businesses with at least six months of operation may receive preference, though no specific set-asides for disadvantaged business enterprises are designated. Funding will be drawn from county account numbers 513-860-0300-6300 and 450-760-5000-6300. The County's Business Services/Facility Management department will oversee the project, with all subcontractors requiring pre-approval and any changes subject to prior approval from the County Project Manager.

A. Request For Interpretation (RFI) Definition: A request seeking one of the following:

1. An interpretation, amplification, or clarification of some requirement of Contract Documents arising from inability to determine from them the exact material, process, or system to be installed; or when the elements of construction are required to occupy the same space (interference); or when an item of work is described differently at more than one place in the Contract Documents.

2. A resolution to an issue which has arisen due to field conditions and affects design intent.

B. Whenever possible, request clarifications at the next appropriate project progress meeting, with response entered into meeting minutes, rendering unnecessary the issuance of a formal RFI.

1. Response period may be shortened or lengthened for specific items, subject to mutual agreement, and recorded in a timely manner in progress meeting minutes.

G. Responses: Content of answered RFIs will not constitute in any manner a directive or authorization to perform extra work or delay the project. If in Contractor's belief it is likely to lead to a change to Contract Sum or Contract Time, promptly issue a notice to this effect, and follow up with an appropriate Change Order request to Owner.

01 30 00 - 4

1. Response may include a request for additional information, in which case the original RFI will be deemed as having been answered, and an amended one is to be issued forthwith. Identify the amended RFI with an R suffix to the original number.

2. Do not extend applicability of a response to specific item to encompass other similar conditions, unless specifically so noted in the response.

3. Upon receipt of a response, promptly review and distribute it to all affected parties, and update the RFI Log.
