About this file
This is an addendum to a competitive invitation to bid issued by the Palm Beach County Board of County Commissioners, Department of Airports, for the Palm Beach International Airport Public Address System Replacement project (PB 20-1). Addendum No. 4, issued February 27, 2020, modifies the original proposal documents through additions, deletions, and clarifications that become part of the contract documents. The project involves the complete replacement of the public address system at Palm Beach International Airport, including demolition of existing PA equipment, installation of new head-end communication room equipment, microphone paging stations (74 units), ambient noise sensors (81 units), and multiple speaker types totaling 1,892 speakers across various ceiling mount and surface mount configurations. The addendum establishes specific contractor qualification requirements, including a minimum of five years in business selling, installing, and maintaining similar systems at large international airports, current manufacturer certification as a certified installer, and a minimum of three reference sites actively using the same or similar solutions for at least twelve months. The bid opening date was extended through Addendum No. 3, and all bidders were required to acknowledge receipt of Addendum No. 4 and attach it to their proposal submission.
The bid price form requires bidders to provide lump sum pricing for mobilization, general conditions, project record documents, PA demolition, head-end equipment installation, system programming and testing, and unit pricing for paging stations, ambient noise sensors, and speakers by type. A 15 percent Disadvantaged Business Enterprise (DBE) goal applies to this federally-funded project under the Airport and Airway Safety and Capacity Act of 1987. The project is subject to multiple federal requirements including Davis-Bacon prevailing wage standards, the Copeland Act, Contract Work Hours and Safety Standards Act, Title VI Civil Rights protections, and Uniform Guidance (2 CFR 200). The contract format is a hard bid (lump sum) with unit price pay items based on actual quantities installed and accepted by the Department of Airports. All bidders must be licensed in accordance with Florida law at the time of bid submission. The addendum addresses 22 clarification questions from prospective bidders regarding contractor qualifications, equipment specifications, work scheduling, ceiling tile replacement responsibilities, conduit sizing, spare amplifier capacity calculations, equipment storage, and contract format, providing detailed responses to ensure bidder understanding of technical requirements and project expectations.

3. Clarifications and Bidder Questions
3.1. Question: Considering that the 11th Circuit Court has
upheld an injunction that barred the Florida Department of Transportation enforcement of a Florida law known as the “Cuba Amendment,” 2012 Fla. Laws 196, § 2 (amending Fla. Stat. § 287.135), will the Department of Airports remove Cuba from Section 15.2? See:
https://caselaw.findlaw.com/us-11th-circuit/1630522.html.
Response: In view of the 11th circuit ruling, we can remove all references to Cuba in section 15.2.
3.2. Question: We are in receipt of Addendum 2 which included responses to questions that had already been submitted.
Question 4.6. requested any extension of the bid date.
The answer supplied did not provide a direct response but suggested that an extension would not be provided.
While this bid is not a ‘design/build’ project, the spec provided is a performance based spec and does not identify specific products meeting the criteria.
Consequently it is left up to the Contractor to select the products that meet the performance level specified.
This is not a simple or quick process. Engineering must be completed to ensure that all aspects of the specification are met. This is a large and complex project with over 600 pages of documents already issued.
As our thorough processing of these documents continues at this time, we are not certain that we have asked all of the questions that need to be asked. For this reason we find it needful to request an extension of the deadline for questions and a substantial (30 day) extension of the bid date. We respectfully request your consideration. Thank you.
Response: The bid opening date has been extended as part of Addendum No. 3.
3.3. Question: Will the bidding for the above mentioned
project be extended from the 2/27/20 due date?
Response: The bid opening date has been extended as part of Addendum No. 3.
3.4. RE: Bid Price Form (BF-4.1 of 4.2) In the event there
are discrepancies between the quantities listed on the bid form and the quantities shown on the drawings, which quantity is the Contractor responsible for?
Response: The bid form governs; however, if any discrepancies are found the bidder shall immediately submit a formal question.
3.5. Question: Special Provisions 21.1 (SP – 18 of 28) Is a
temporary office required?
Response: No. A temporary office is not required. If the Bidder chooses to provide a temporary office then all costs for this office shall be included in the Bid Item for General Conditions.
3.6. Question: Will the selected PA System Integrator be
allowed to store equipment on site in equipment rooms?
Response: The Department of Airports should be able to accommodate the storage of equipment intended for installation as part of the project within the terminal.
Space would be limited to 10’x10’. Note that payment for storage of materials must comply with Special Provisions SP 15.7 and General Provisions GP 90-07.
3.7. Question: Does all equipment need to be UL rated per
Palm Beach County code?
Response: UL rated equipment for a PA system is not required.
3.8. Question: Special Provisions 23.0 (SP – 18 & 19 of 28)
Is the County exempt from sales tax and use tax?
Response: The section provides the procedures if the county chooses to purchase equipment directly. As noted in Section 23.1.1 The Contractor shall include Florida State Sales and other applicable taxes in his bid for material, supplies and equipment. The Owner, being exempt from sales tax, reserves the right to make direct purchases of various construction materials included in the Contractors bid and/or contract.
3.9. Question: Drawing TI-001 (Drawing Index) Project
Schedule – Item 4. Are the Night Hours listed for M-F or all seven (7) days?
Response: The standard work days are Monday – Friday.
Due to the costs to the Department of Airports in providing construction inspection services beyond the standard work week, working weekends is subject to prior approval by the Department of Airports and will be dependent on the justification and the work area. If weekend is allowed the hours will be the same as the week day hours.
3.10. Question: If coordination and approved by Owner, might
work on Saturday be arranged?
Response: See response to item 3.9
3.11. Question: Drawing TI-002 (Public Address System Legend
and Notes). Note 3 – Please confirm who will be responsible to provide lay-in ceiling tiles.
Response: The selected Contractor is responsible to replace any necessary ceiling tiles where PA devices have been removed.
3.12. Question: Drawing TI-002 (Public Address System Legend
and Notes). Note 21 – Minimum 1” conduit is called for.
Spec 26 05 33 3.2.A calls for minimum ¾” conduit. Please clarify which is correct.
Response: PAS cable shall be routed in minimum 1” conduit as identified in Note 21 on drawing TI-002 and as shown on drawings TI-401 and TI-600. Specification 26 05 33 is in reference to electrical cabling, not the PAS speaker, microphone, and ambient noise sensor cabling.
3.13. Question: Drawing TI-002 (Public Address System Legend
and Notes). Note 25 - Please confirm that the extensive pre-testing and documentation called for is required for the existing system that will be removed.
Response: Yes, the pretesting of the existing speakers to remain is required. This is not extensive, as it is only applicable on the third level ticketing hall.
3.14. Question: Can the bid form be modify to add line items
if required for any costs requirements which are not called out on the existing form for general conditions or bonds if required? If not the line items will appear larger from bid to another. Please confirm if additional break out sheets are required for clarity.
Response: The Lump Sum Item for General Conditions has been added to the Bid Form and it shall include all costs for items referenced in Special Provisions SP 15.2 as applicable and shall be paid for pursuant to SP 15.3.
The Pay Items shown on Sheet TI-001 will not be modified via this addendum but will be modified in the Conformed Documents. No additional items can be added or modified on the Bid Form.
3.15. Question: Reference specification sections: 27 51 16 –
2.1.R.5.b. & 2.4.H.3. Assembled Messages – The specification requires this piece of proprietary equipment, which we believe is intended to be a sole source requirement for the IED system. The specification does not provide for operational intent and the airport currently does not have this functionality nor does it use it. The methodology for using this is tenuous and databases are not available in this specification to make it user friendly. Please advise if this is actually necessary.
Response: Assembled messages on a PA system is not unique to the manufacture IED. However, it is expected that different manufactures may produce, store, and assemble audio “takes” in a different fashion. As noted in the specification, the PA system shall at a minimum provide assembled messages for flight arrival, bag claim, gate changes, delayed flight, or canceled announcements.
3.16. Question: As this is a large and detailed bid, we
respectfully request your consideration of an extension of the bid date to provide adequate time to complete all of the requirements. An extension of 30 days is requested. Any extension you are able to provide will be greatly appreciated. Please also consider extending the deadline for additional questions that may come up.
Please. Thank you.
Response: The bid opening date has been extended as part of Addendum No. 3.
3.17. Question: Spec Section 27 51 16. System Description, Section U, Describes the amplifier backup switching as 3 primary 4 channel amplifiers backed up by 1 spare of equal wattage. Are 6 channel mainframes acceptable backed up by 1 spare channel within the mainframe?
Response: Yes, a mainframe with amplifier cards and auto switching backup card is an acceptable solution.
3.18. Question: Spec Section 27 51 16, 2.4, Design Criteria.
Does the 20% spare amplifier capacity still apply with the change in design to 5 channel amplifiers? There are roughly 6 IDF rooms where the current design drawings fail to meet this criteria with a spare capacity ranging from 6 to 18%. One has 0%. In these instances, are we to add an additional amplifier to meet or exceed the 20%?
Response: The 20% spare is a total for the project, not a per room number. These shall be spare stock for the Airport, in the event of an amplifier failure.
3.19. Question: There is no equipment rack part number listed for the remote IDF rooms. Does the consultant wish to provide one? If not… are two post racks acceptable similar to what is currently on site in the IDF rooms or are they to be fully enclosed AV racks?
Response: Contractor shall provide equipment rack to meet the requirements listed in specification section 27 11 00 2.2.
3.20. Question: Is it possible to have a reasonable extension of the bid date?
Response: The bid opening date has been extended as part of Addendum No. 3.
3.21. Question: Please confirm the Contract format which DOA
and the successful bidder will enter into for this project? (Hard Bid (Lump Sum) or Guaranteed Maximum
Price Format).
Response: This is not a Construction Management at Risk procurement (Guaranteed Maximum Price Format). The bidder shall submit a total amount using Bid Form Attachment No 1. For unit price pay items, payment will be based on the quantity of the item actually installed and accepted by the DOA. For further information refer to the Instructions to Bidders including sections 1.12, 3.1.6, 5.2.3.
3.22. Question: Referring to the Project Manual statement on
page IB-5, Section 3.6, specifically the following “minimum of three (3) sites that are actively using the same or similar solutions”. Is “sites” referring to sites using same or similar solutions OR is “sites” referring to large international airports.
Response: “Sites” is in reference to installation at any facility of similar size actively using the same or similar solutions. See item 1.2 above.
