About this file
This is an addendum to a procurement document issued by the Board of County Commissioners, Palm Beach County, Florida, Department of Airports for the Palm Beach International Airport Public Address System Replacement project (Project No. PB 20-1). The addendum, issued February 20, 2020, modifies the original proposal documents and extends the bid opening date to 2:00 PM Local Time on March 10, 2020, with bids to be publicly opened and read immediately thereafter in the conference room. The deadline for submitting bidder questions is March 3, 2020, seven calendar days prior to bid receipt. The project requires replacement of the public address system with specifications including Dante audio transport protocol compatibility, five microphone paging stations with software in the Communications Center, automatic failover capability between primary and secondary Audio Control System (ACS) servers, and freestanding Type B microphone paging stations to be coordinated with airlines for placement at gate podiums and ticket counters.
The addendum clarifies technical requirements and addresses bidder inquiries regarding system specifications, including confirmation that Dante protocol is acceptable provided all PA equipment and the network are compatible at Layer 3. The Certification regarding Foreign Participation form must be submitted with all bids. The addendum references updated resolutions (R2013-1470 and R2015-0572) in place of the previously cited R2003-1274 and updates notary language to comply with current Florida state statutes. The response regarding removal of Cuba from Section 15.2 was noted as under review pending a future addendum. All addenda must be signed in the Acknowledgement of Receipt section and attached to the proposal to become part of the contract documents.

2. Clarifications and Bidder Questions
2.1. Question: Would the Department of Airports consider
removing this form from the required forms (Certification regarding Foreign Participation)?
Response: No, the certification referenced on Bid Form Attachment No 15 must be submitted with the Bid.
2.2. Question: Considering that the 11th Circuit Court has
upheld an injunction that barred the Florida Department of Transportation enforcement of a Florida law known as the “Cuba Amendment,” 2012 Fla. Laws 196, § 2 (amending Fla. Stat. § 287.135), will the Department of Airports remove Cuba from Section 15.2?
See:https://caselaw.findlaw.com/us-11th-circuit/1630522.html.
Response: This question is under review. Response will be responded in a future addendum.
2.3. Question: Are other audio transport protocols, such as
Dante, acceptable?
Response: Yes, a Dante protocol is acceptable, provided all PA equipment (ACS, amplifiers, etc.) are Dante and the PA network that is being provided is also compatible meaning Layer 3.
2.4. Question: Please confirm if these stations are to be
microphone stations only or also PCs with microphones.
Response: The five (5) stations within the Comm Center shall be microphone paging stations and software. PCs are existing.
2.5. Question: Is unattended failover of the system servers
required?
Response: In the event that the primary ACS fails, the system shall automatically switch over to the secondary (backup) ACS. It will not be acceptable for this failover to be a manual switch over or require an action by an individual acknowledgement of an alarm. If a proposed PA system requires multiple ACSs, each ACS must have a backup which is switched to automatically.
2.6. Question: What is the process to determine an “approved
equal” for the PA replacement system software and/or hardware?
Response: Any manufacture other than those listed in the specification will be reviewed for approved equal based on their ability to meet the full requirements of specification section 27 51 16.
2.7. Question: Due to the amount of document to review would
it be possible to have a bid extension?
Response: The bid opening date has been extended as part of this Addendum No. 3.
2.8. Question: Will a 2 to 3 week extension be granted?
Response: The bid opening date has been extended as part of this Addendum No. 3.
2.9. Question: Will the vertical counter microphone station
be a freestanding unit or recessed within millwork?
Response: Microphone paging stations (Type B) shall be freestanding. Contractor to coordinate with Airlines for exact location on counter top (gate podium, ticket counter).
