About this file
This document is a Request for Quote (RFQ) Questions and Answers for a Reach-In Environmental Test Chamber Procurement (PANRSA-26-P-0000 037084). The Q&A addresses eight key inquiries from potential offerors regarding chamber specifications and delivery logistics.
The procurement requires a reach-in environmental test chamber capable of supporting passive/inert test loads of various compositions, including solids, liquids, or combinations thereof. Materials may include woods, metals, ceramics, plastics, or combinations, with liquid loadings typically consisting of water or a 50/50 water-glycol mixture. The chamber must achieve a 2.5°F ramp rate across the temperature range of -94°F to +356°F, with offerors requested to identify any caveats at temperature extremes and provide achievable sub-range ramp rates accordingly. The chamber floor must be heavy-duty and capable of supporting substantial loads without deflection or permanent deformation; offerors shall specify floor load ratings in total pounds and pounds per square foot. At least one heavy-duty, removable, adjustable shelf capable of supporting heavy loads is required, with shelf load ratings specified in total pounds and pounds per square foot. No flammable, volatile, or hazardous substances are intended for testing; all liquids will be tested in sealed containers. The chamber will operate for up to 30 days with passive loads and must accommodate undefined shapes, sizes, weights, and densities. Delivery is to Tobyhanna, Pennsylvania, which provides dock and ramp access with personnel and material handling equipment available for offloading.

RFQ Questions/Answers
1. What weight limit will be required? I understand you will have multiple test applications, but I need your worst case scenario to make sure your chamber can hold the weight.
Answer: Our test applications vary significantly. Unfortunately, I don’t have a solid answer. The PWS states the following:
2. What are all the flammable or volatile substances will be tested in the chamber? I see a 50/50 glycol mixture. Do you have a SDS sheet for this? Will it be tested in a sealed application?
Answer: No flammable, volatile, or otherwise hazardous substances are intended for test. All liquids are tested in sealed containers. Glycol SDS is attached. PWS states:
3. I see you need a 2.5 F ramp rate. What temperature setpoints does this apply to?
Answer: 2.5F ramp across the range -94F to +356F is desired. If there is a caveat on the top or bottom end of the total temperature range, please indicate achievable cooling/heating ramp for those sub-ranges.
4. What weight of samples will be in the chamber during test?
Answer: See answer above.
5. What is the composition of samples?
Answer: PWS states the following:
6. Is there a live load present during testing?
Answer: Assume all loads are passive/inert.
7. What weight will your shelf need to hold?
Answer: See answer above.
8. Does the shipping destination in Tobyhanna, PA have a dock and a forklift for delivery of the chamber?
Answer: Yes, destination includes both dock and ramp access. Personnel/MHE are available for offloading.
