Section L – Instructions, Conditions, and Notices to Offerors, page one, “Offerors must submit all documentation and proposal contents exclusively via email. Proposals must be submitted to both of the following Government Representatives: Areca Cooper, Contracting Officer (KO); Email:

Evaluation of past performance discussed at Section M is not consistent with the past performance instruction at Section L.

Would the Gov't. please update Section M.2.b Past Performance Factor to align with Section L? The necessary corrections include changing the number "(5)" to "(3)" and adding the word 'ongoing'.

Section L&M Yes, the numerical value was changed to reflect "five". We will add "ongoing" to Section L, Volume III to Section M(b) and consider ongoing and completed contracts within the last 5 years.

Without adding the word "ongoing" to the past performance factor at Section M, the Government will be eliminating competitors who have less than 5-years in business; posing a barrier to entry for many small disadvantaged businesses. Would the Gov't. please update Section M.2.b Past Performance Factor to align with Section L?

(Section M) The Past Performance factor will be evaluated based on the assessed strengths, weaknesses, risks, and deficiencies of each offeror's proposal. The Government will evaluate the offeror's narrative outlining its corporate experience and the offeror's completed Attachment 1 form(s) detailing up to three (3) but not less than two (2) completed projects as the prime that demonstrates specific corporate experience that is relevant to performance under this contract. For past performance to be considered relevant, project must have been completed within the last three (5) years prior to the closing of this solicitation that demonstrate specific corporate experience that is relevant to performance under this contract.

We will add "ongoing" to Section L, Volume III and consider ongoing and completed contracts within the last 5 years.

15 Will the Government confirm Letters of Intent are excluded from the Volume II Technical Approach page count?

L&M (Section L.2.1 c)) Letters of intent are excluded from the Vol II Tech Approach pg count.

16 What is the period of performance? L&M (Section L.2..1 (IV) Price Summary Period of performance will be a base year plus 4 option periods. Period of Performance begins 15 June 2024 - 14 June 2029 with an option to extend for 6 months IAW FAR 52.217-8 to 14 December 2029

21 Will incumbents' IRP status (training and certificaitons) be grandfathered until their next certification date?

PWS - C.1.3.4 - CONDUCT OF PERSONNEL Incumbent guards with a valid IRP will continue as certified under IRP.

It is our assumption the government will also provide a training classroom for initial/annual training as it does for quarterly training.

Is this a correct assumption?

PWS - C.1.10.3.4 - Because STX training shall occur within building 4400/4401/4402/4403 or other authorized location the Government shall make available a training classroom within building 4400/4402 for use (if required) by the Contractor in the conduct of quarterly training.

There are sufficient training areas and rooms available to accommodate all classroom on-site training. Weapons and physical fitness training facilities are not available on-site.

The requirement referenced below C.1.10.2.3. Guards shall also successfully complete a. Any training required by the State of Alabama for security guards to legally work and perform as armed security guards and carry the required documents (e.g. “Guard Card”) on them while performing CSG duties incurs unnecessary costs for the taxpayer given the performance shall be performed entirely within Exclusive Federal Jurisdiction as stated at C.1.5.2.

We recommend that C.1.10.2.3 be deleted.

PWS - C.1.5.2. As contract performance shall be performed entirely within Exclusive Federal Jurisdiction the Use of Force (to include Lethal Force) by Contractor personnel shall be governed by the provisions of Department of Defense (DoD) Directive 5210.56 and the most current version AR 190-14. In the case of any conflicts the DoD Directive shall govern.

The Government views the training requirements of the State of Alabama as a valid check on training for all guards and an additional safeguard to a guard's defense, should they be involved in an incident.

The U.S. Government will not provide legal defense. Additionally, all contracts must carry liability insurance. This requirement will remain a part of the contract.

Is the incumbent workforce certified by the certifying official as fully trained and compliant with pertinent Army regulations and all required training (such as Active Shooter Response Course), certifications, and IRP pursuant to the RFP PWS and all relevant attachments and references including AR 190-56?

If not, which of these areas require training and certification during phase-in?

PWS - C.1.10. TRAINING Yes. Incumbent guards have all required training IAW IRP.

25 Is there a government furnished firing range for weapons qualification? PWS - C.1.10.3.3. Semi-Annual Training No, Contractor must coordinate for their own range. There are no Government furnished facilities for use.

26 What weapon system is the workforce currently using? PWS - C.1.11.1. WEAPONS Glock M17

In this section, Mandatory publications reference AR 190-56 (15 Mar 2013);

however Gov't. provided an updated version dated 16 Dec 2023.

Would the Gov't. please confirm which version offerors should use?

PWS - C.6.3. The following publications are indicated as mandatory (M) or advisory (A)

The appendices provide the current documents versions for use in this solicitation as well as clearly defining using the "current version of AR 190-56" throughout the entire PWS. Therefore, you should use the version dated 16 December 2023. The PWS will be updated to correct the table in C.6.3.

Could you provide an employee seniority list (hire dates only) to accurately calculate employee benefits, particularly vacation benefits, which are based on employee seniority?

General Question

All employees receive 80 hours vacation after their one year anniversary.

The current company will pay all residual vacation and special pay, so any new company can negotiate with current employees. Reference section C.1.1.9.1 - C.1.1.9.1.4 of the PWS for labor categories.

Instructions state proposals are due no later than 12 p.m. Central time on June 7. However, the solicitation’s notice on SAM.gov says proposals are due by 11 a.m. Central time on June 7. Please clarify.

Section L.2 states the proposals are due on 7 June 2024. The SAM.GOV site still states the Phase in Period is from 31 May 2024 – 14 June 2024. Will this be updated?

The SAM.GOV website states there is a two-week phase-in period (31 May 2024 - 14 June 2024). Is there a current, qualified CSG “incumbent” workforce eligible for recruitment and retention for this contract?

If there is no qualified “incumbent” CSG workforce eligible for recruitment and retention on this requirement, we don’t believe a two-week phase in period is feasible to recruit, equip, and train (IAW PWS C.1.10 and Appendix H, Chapter 5, Table 5-1) the required guard force to meet the Base Year start date. If this is a new requirement, is the Government willing to revisit and revise the phase-in period length?

PWS; Appendix H (C.1.10; Chapter 5, Table 5-1)

Phase-in will occur at the expiration of the exisiting award from 15 June 2024 - 14 July 2024. There are sufficient incumbent guards for recruitment, depending on the offeror's ability to meet their pay requirements. Offerors should ensure their proposals are sufficient to retain as many incument guards to negate the issue.

The government provides a table as a labor planning estimate. Will the government clarify whether this is based on actual performance at HQAMC facilities defined in the PWS and whether an incumbent is currently performing the work?

RFP, Section L (L.2.1)

Table is based on actual required manpower hours to staff the required positions. Only the Estimated labor hours are considered direct costs and part of the CLIN structure. The additional training hours are to assist offerors in building their extended contract cost.

34 The numbering sequence in the PWS does not include paragraphs for C.1.4, C.1.12, C.1.14. Please clarify whether these are “reserved.”

PWS

For the purpose of this solicitation, consider those "reserved" and not in use. PWS will be updated to reflect the reserved sections.

At subparagraph d. of this section, there is a requirement for annual familiarization with firing assigned weapon while wearing protective masks.

Subparagraph f. indicates contract security guard (CSG) qualification and familiarization is conducted per the PWS, but the PWS is not clear on this matter. Does this requirement apply to CSGs?

Appendix A – AR 190-56 – Army Civilian Police and Security Guard Program 16 Nov 23 (4-6 Weapons Training)

AR 190-56. 4-6d applies to Department of the Army Civilian Police and Security Guards. AR 190-56f states "CSG qualification and familiarization will be conducted per the PWS". Since the PWS does not mention the requirement for CSGs to wear protective mask nor the company is required to provide protective mask, offerors may dudeuce there is no such requirement.

It is indicated here that supervisor training for Department of the Army Security Guards (DASGs) is available via an online course and should be completed within 90 days. Does this requirement also apply to CSG supervisors?

We read that personal body armor must be issued by the Government. Does this also apply to this CSG effort?

Appendix A – AR 190-56 – Army Civilian Police and Security (6-8 Wearing of Personal Protective or Reflective Clothing)

C.1.11.3 states "Contractor shall equip all guards with the following equipment listed below"… item "I" states Level IIIA balisitc vests. The U.S. Government does not provide to CSGs.

There are descriptions here of what appears to be a ‘dress’ uniform, a uniform that incorporates polo shirts, and a utility uniform. Does the customer have a preference for CSGs?

Appendix A – AR 190-56 – Army Civilian Police and Security Guard Program 16 Nov 23 (6-12 Duty Uniform)

CSGs will wear the short sleeve shirts described in AR 190-56, 6-12 a(1)(a) and pants in a(2)(a). Supervisors will wear the same, except for the rank insignia described in C.1.9.1 - C.1.9.4.

Regarding sweaters, car jackets, scarves, organizational clothing and equipment, awards, and skill qualification badges items listed as part of the uniform: are these items required for CSGs?

Appendix B – Facility Guard Orders 06 NOV 2023 (7 Central Utility Plant (CUP) Access)

Revised to Post 3 and Post 4.

In sub-section 5-1, we see that local commanders are authorized to require 40-80 hours for CSG training. In sub-section 5-4, Table 5-1 Security Annual Training lists subject areas and training frequencies.

•Are all the subjects of Table 5-1 applicable to CSGs?

•Can we get more refined defini on of how many hours are expected for training for CSGs?

Appendix H – ST-19 Law Enforcement Security Manual (LESM) (Chapter 5 Civilian Security Guard Certification and Annual Training)

Training should match the duties outlined in the PWS and Faciity Guard Orders. Therefore, if Table 5-1 list Tasks which do not coorespond with the PWS, the CSGs will not be required to be trained in those areas, e.g.

"Engage Targets with an M4" or "Operate a 12-Gauge Shotgun". None of those weapons are required in the PWS. Similar with "Inspect a Vehicle at an Installation Access Control Point". The Facility Guard Orders do not list an IACP as a duty position.

This chapter lists the various elements of the required gear and equipment and provides the brand and model of these elements. Does the customer intend for CSGs to be outfitted as listed in this manual?

Appendix H – ST-19 Law Enforcement Security Manual (LESM) (Chapter 8 Law Enforcement Gear (Use and Wear)

The CSG's duty equipment requirements are listed in the PWS. Specific brands listed in the ST-19 LESM are outlined for DACP and DASG and explain the interaction of each. Similar care should be given in selecting CSG equipment.

Is there collective bargaining agreement in place for this location for CSGs? If not, what SCLS/SCA WD is applicable to this effort?

General Question A collective barganing agreement/SCLS/SCA WD is not in place for this requirement. This is an enhanced performance requirement contract.

In Appendix B we are provided the posts and number of hours for each. In Section L we are provided with how the customer wishes the pricing to be summarized by suggesting a CLIN structure. · Is there/will there be a separate CLIN issued for the transition period (31 May 2024-14 June 2024)? · Based on the CLIN descriptions and the post information, it is not clear to us how the posts and their related costs are to be incorporated into the CLINs.

Would the Government consider providing more guidance regarding this?

Appendix B – Facility Guard Orders 06 NOV 2023 and Section L-M_HQ AMC Armed Security Guard Services

The Labor Planning Table is based on actual required manpower hours to staff the required positions. Only the Estimated labor hours are considered direct costs and part of the CLIN structure. The additional training hours are to assist offerors in building their extended contract cost. Offeror should extrapulate the data accordingly.

Within Format Requirement, the government cites offerors’ use of Attachment 01, Corporate Experience in Relevant Project Form. Assuming this is part of the Past Performance volume, will the government provide the form along with instructions for its use within the volume?

Within Format Requirement, the government states that cross reference tables do not count against page limits. Please confirm that cover/title pages and tables of contents for Volumes II and III also do not count against page limits.

47 Are incumbent guards performing on the contract currently trained IAW PWS requirements?

PWS - C.1.10 Yes. Incumbent guards have all required training IAW PWS.

48 Is a firing range available on the installation for contractor use? PWS - C.1.10.3.3 No, Contractor must coordinate for their own range. There are no Government furnished facilities for use.

49 Are the 15-minute briefing times before and after shifts paid? PWS - C.1.8.3 Generally, CSGs are paid from the time they start shift, which includes arming procedures, shift change briefing, and any guard mount training.

The paragraphs state that the day shift Senior Guard is SGT, while swing and night shift Senior Guards are CPLs. Our recommendation would be that all have the same rank. Please advise.

PWS - C.1.9.2 and C.1.9.3 Supervisor ranks are for easy detection of the senior CSG. Day shift has several employees and swing and night shift only have two at Post 1.

Understanding that CSGs must complete mandatory training program (eight hours classroom, 14 hours firearms, 16 hours OJT, pass exam), the state of Alabama issues a temporary license to guards during the vetting process and allows persons to perform as security guards while awaiting a permanent card. Is this acceptable to the government?

PWS - C.1.3.2

Training must meet required training outlined in ST-19 LESM, Chapter 5 and cover the training tasks corresponding to the positions and duties in the PWS. In addition, the CSGs must also receive the required training to receive a State of Alabama license (Guard Card). Where the training requirements overlap, only the one iteration of training is required.

52 Will all personnel be issued CACs for entry and training? Will employees receive a civ.mil email address in order to log in to complete training?

PWS - C.1.10

Contractors are issued CACs with this contract and receive a .CTR@army.mil email address for logical access.

53 Does the Assistant Project Manager dress in uniform or civilian clothing? PWS - C.1.9 If the Assistant Project Manager is not the Guard Chief, then appropriate civilian attire is acceptable.

54 If contractors provide/use cell phones, what are the requirements? PWS - C.4 Cell phones use is not allowed by CSGs while on duty.

Please provide more specifics on government preferences. Are battle dress uniforms (BDUs), polo shirts acceptable? Preference of colors?

PWS - C.1.11.2

CSGs will wear the short sleeve shirts described in AR 190-56, 6-12 a(1)(a) and pants in a(2)(a). Supervisors will wear the same, except for the rank insignia described in C.1.9.1 - C.1.9.4.

56 Is there a secure spaces to provide a safe for weapons, ammunition and to gear-up, gear-down before and after shifts?

PWS - C.1.8 yes

57 Is there separate training (i.e., computer operation for the visitor center, software knowledge, etc.) that the government will provide?

PWS - C.1.10 Yes

58 Noting the Loading Dock Guard post, can the government clarify whether this requires vehicle searches or only packages?

PWS - C.1.1

Post is located within the loading dock inside the building. Only package searches may be required.

59 Can the government clarify whether the ballistic vest carrier is concealed or an outer carrier?

PWS - C.1.11.3

Outer carrier ballistic vest is required. Since CSGs are required to wear rank insignia on the body armor.

60 What is the contract transition period since proposals are not due until after the identified first week of transition?

61 Will the government consider extending the proposal due date to 21 June 2024?

General Question No, the current award expires 14 June 2024. Due to the nature of services, the USG cannot have a break in service.

In section M, #2 Evaluation of Proposals a, 2 Key Point 2, Why is the government going to automatically rate a proposal lower if a company decides to submit a proposal that has a subcontractor on its team?

Section M

Revised. When subcontracting USG has to directly administer the IRP and have access to CSGs, when subcontract labor is used, it disrupts workflow and causes extra burden on USG personnel administering the contract, due to restrictions regarding interactions with subcontract labor. If the prime contractor is not providing a majority of the work, a weakness may be incurred.

How much advance notice (days) will be provided to the Contractor when the government requires surge support

PWS C.1.1.2.

Government reserves the right to give last minute notice for surge hours, based on OPTEMP, however, usually gives about 2-weeks notice on planned events.

If an individual is a current CSG will the contract company have to submit an IRP for that person?

General Question IRP packets must be updated with the new contract, however, imcumbent CSGs training and documents may transfer to the new packet.

(IRP Packet submittal) will the government remove the “Correction / Penalty” due to the transition period beginning before proposals are required to be submitted? Reference PWS Technical Exhibit 1 – Requirement 2.

The correction penalty will apply, since successful IRP must have all required documents for the Certifying Official to validate suitability and screening of CSGs before assuming a post.

Will the government consider a 30-day transition period to provide the contractor with the required time to meet all stated contract requirements?

If not, request a reasonable and agreed upon transition period between the contract awardee and the government.

Appendix G This document is still pending update approval. The current 2018 document is still in use. - Use the 2018 version provided

Appendix B, Facility Guard Orders, DTD 6 NOV 2023. Is the Guard Chief identified in the PWS the same position as the Guard Supervisor identified in the Facility Guard Order? The PWS C.1.9.1 states that a “Guard Chief” “may be required to meet the qualification of IRP to arm themselves. Whereas the “Guard Supervisor” (Page 4) states that the position provides administrative oversight and is an unarmed position and will not respond to any incidents, be scheduled for an armed shift, nor assume any post on a permanent basis.

Appendix B, Facility Guard Orders, DTD 6 NOV 2023 There is an updated version of the Facility Guard Orders which was not included as part of the solicitation. An updated version will be added to the solicitation.

In 24 Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS the instruction state “Offerors must submit all documentation and proposal contents exclusively via email. Proposals must be submitted to both of the following Government representative(s): Name: Areca Cooper, Contracting Officer (KO), Email: areca.e.cooper.civ@army.mil and Name: Kashira Caston, Contract Specialist, Email: kashira.caston.civ@army.mil. In section 1.2.

PROPOSAL DUE DATE AND SUBMISSION INSTRUCTIONS it states all proposals must be posted to sam.gov no later than 12:00PM, Central Time on 07 June 2024. What is the correct process for submitting a proposal?

Twice in this paragraph we are instructed that only "completed" projects will be evaluated. Clarification: Post #1 (Appendix B pg. 5) is noted as the relief, but 1st shift relief could reflect 4+ hours (30 minute meal x8 posts) and possibility 8 hours (meals and breaks).

i. Is this correct that this post may be on relief or meal for half of their shift?

Schedule for breaks and meals are determined by contractor, however, all primary positions must be covered, e.g. Magnetometer can be conducted by Lead or Main Access Guard, while Magnetometer CSG is on break.

110 Appendix B reflects post #3 as an eleven (11) hour shift, but LM reflects as twelve (12) shifts. Can this be clarified.

Post #3 Hours Appendix B has an update that was not included with original appnedices. Post 3 and Post 4 are 12 hour shifts.

Clarification statement: Per PWS, staff will enter post, report to Building 4400 fifteen

(15) minutes before shift and perform guard mount. Staff not assigned to building 4400 will then travel to their respective post via their Personal Vehicle

i. Confirming buildings 4400 to 4001/02/03 are in close proximity/walkable.

ii. Confirming fifteen (15) minutes is sufficient for guard mount and travel to post.

Travel Between Buildings All post are within building 4400 complex and no driving is required.

As the PWS/attachments do not specifically detail training/certifications on screener training, specifically, x-ray, confirming the contractor may provide/present a training plan on screeners as part of their technical submission.
