STX OVERVIEW:
1. Each STX task/scenario will mirror TE&Os (Training Evaluation and
Outline) arrayed in a format similar to a Mission Training
Plan/ARTEP Manual. This will include Task, Conditions, and
Standards; Task Steps and Performance Measures; and supporting
Individual/Leader/and Critical Leader Tasks.
2. Tasks will be developed into the following categories:
Level 1: Guard (Soldier)
Level 2/3: Senior Guard (Tm and Squad Leader)
3. The two-day STX will be conducted in four phases; Initial
Orientation/Demonstration, “Walk the Dog” Individually and
Collectively, STX Evaluation, and AAR/Retraining.

4. In order to facilitate the most realistic and effective training, and produce accurate measures of success, the conditions for the STX scenarios need to be modified from one group to another. Each community may have a different set of circumstances. Though the tasks and standards remain the same, it will benefit the CSGs by changing conditions, once they have established a certain level of proficiency.
a. Utilize Reverse Cycle Training whenever possible.
b. Use of special equipment (if available).
c. Use blank ammunition and other realistic training aids.
d. Utilize different alarm activations.
e. Establish chain of authority/responsibility. Generate scenarios which removes the Senior Guard & facilitates the next level to take charge.
f. Eventually implement training with Garrison forces.

STX CONCEPT OF EXECUTION
• One collective tasks trained (initially) during quarterly refresher training (4 hrs).
• GDs rotate thru Stations in a round robin concept.
• GOV provided equipment:
- Training classroom and actual facilities that are alarmed/require response.
- GOV ID documents for training purposes (IDs, installation passes, etc).
• Contractor provided equipment: individual guard equipment issue.

ALARM ACTIVATION FOR THE BASEMENT AREAS
TASK: Prevent, detect, and identify person(s) attempting to enter Basement areas and prevent loss of sensitive information.
CONDITIONS: Assume duties as a member of the Bldg 4400 HQ, AMC interior guard force.
The Bldg 4400 Guard Force Team will have all required equipment and forms to include guard orders.
STANDARDS:
• Accurately identify alarm activation.
• Make required notifications.
• Ensure closing and/or manning of other posts as required.
• Respond within required time frame.
• Secure exterior area until vault access is achieved.
• Identify source of alarm activation and conduct search of area for offenders.

Leader Tasks (SR GD)
• Direct team response to alarm activation
• Direct isolation and cordon operations
• Direct team reaction to duress signal

• Monitor/Assist DA Civilian Police with person(s) requiring apprehensions
• Verify all required personnel received notification of incident
• Coordinate for additional resources based on situation (Fire Dept, Ambulance, etc.)

• Recognize and react to duress or alarm activation procedures
• Detain individuals IAW guidelines on Authority and Use of Force guidelines

• React to forgotten identification, visitor control, and contractors without proper Identification
• React to personnel seeking medical attention

1. Upon activation of an alarm from Basement facilities.
a. Guard(s)
(1) Immediately notify Senior Guard and other on-duty GD personnel.
(2) Closes guard post/secures access point if required.
(3) Secures entry/exit points to Restricted Access areas.
(4) Conducts search for intruders of restricted access areas.
(5) Detain/search suspect(s) until arrival of Garrison DA Civilian police.
(6) Assist DA Civilian Police in apprehension/search of intruders
b. Senior Guard
(1) Supervises closing/manning of guard posts as required.
(2) Ensures required notifications are made before/while responding to alarm.
(3) Ensures guard response is made within required timeframes.
(4) Ensures all entry/exit points to Restricted Areas are secured .
(5) Coordinates with designated POC within Restricted Area.
(6) Supervises search of area for intruders.

2. Garrison DA Civilian Police arrive on scene.
a. Guard(s)
(1) Follow directives as stipulated by Military Police.
b. Senior Guard
(1) Upon arrival coordinate and take direction from Garrison DA Civilian Police and relay instructions to guard force.
(2) Once scene is cleared ensure access/exit points to Restricted Area are secured/controlled until alarm is reset.
(3) Ensure alarm test is conducted.
(4) Conduct an AAR; prepare report on and brief Company/Government reps

CSG TRAINING: COLLECTIVE TASK #2
RESPONSE TO AN ACTIVE SHOOTER EVENT
TASK: Rapidly respond to interdict violence already in progress at Bldg. 4400/4402 and prevent escalation or further harm to occupants.
CONDITIONS: Assume duties as a member of the Bldg 4400/4402, HQ, AM & HQ, USASAC interior guard force. The Bldg 4400 Guard Force Team will have all required equipment and forms to include guard orders and are fully trained in the provisions of Army
Regulation (AR) 190-14. Interior guard force will be notified of an Active Shooter Event in
Bldg. 4400/4402.
STANDARDS:
• Gather a minimum number of officers and form a Contact Team w/one GD remaining at the Main Desk.
• Proceed directly to the shooters location or search if moved.
• Bypass injured personnel in order to locate and neutralize the threat.
• Neutralize the threat using the appropriate amount of force IAW AR 190-14.
• Secure crime scene until DA Police arrive.
• If threat is not neutralized before arrival of Garrison security forces successfully link up with those forces and follow their directions.
• Begin evacuation of injured personnel.

RESPONSE TO AN ACTIVE SHOOTER EVENT
Leader Tasks (SR GD)
• Form contact team; leave one GD at Main Desk to perform actions required at that location
• Directs all radios utilized by the Guard Force to be switched to the RSA DES “TAC 2” frequency
• Determine team formation to be used and assign responsibilities
• Direct team movement and clearing techniques
• Control speed and direction of contact team
• Notice specific concerns
• Bypass casualties until the threat is neutralized or contained
• Bypass locked rooms
• Perform subject contact actions
• Perform rescue team actions
• Direct evacuation of personnel until relieved by DA Police or CID
• Direct removal of casualties until relieved by DA Police, EMS or CID
• Secure crime scene until relieved by DA Police or CID

• Employ movement and clearing techniques
• Notice specific concerns
• Bypass casualties until the threat is neutralized or contained
• Bypass locked rooms
• Perform subject contact actions
• Perform rescue team actions
• Assist in evacuation of personnel until relieved by DA Police or CID
• Assist in removal of casualties until relieved by DA Police, EMS or CID
• Secure crime scene until relieved by DA Police or CID

Individual (GD Level) Tasks (Main Desk)
• On order, switch radio to the RSA DES “TAC 2” frequency
• Activate Emergency Notification Enunciator System to advise Facility occupants of AS situation
• Contact 911 Center; notifies them of incident and that the GD Force radios are on “TAC 2”
• Open all vehicle barriers in/around the facility; ensure barriers remain open
• “ACTIVATES” all access control card readers in the HQs Complex
• “DEACTIVATES” locking mechanisms for all Ground Floor entrances around the exterior perimeter of the complex.
• Provide Garrison RF with “Guard Cards” as they respond/enter the facility.
• Continue manning Guard Desk: monitor camera system, operate the access control systems as required, and secure the area.
