1. Purpose. This Standard Operating Procedure (SOP) describes specific procedures for conducting HQAMC Building Complex (Buildings 4400, 4401, and 4402) entry and exit screenings by the Security Force which includes the use of the Astrophysics X-ray Screening

System, CEIA Magnetometer, Garrett SuperWands, and hands-on/manual screenings.

2. Responsibilities.

a. HQ AMC G-34 Protection Division Chief/Provost Marshal.

1. Publish random screening sequence for HQ AMC Security Officers. Develop procedures to ensure the random nature of the procedure is not compromised. Track implementation and maintain records for a period of two years.

2. Be prepared to assist the Security Officers and conduct liaison with Redstone Arsenal

Garrison when prohibited items are found.

3. Provide guidance on any issues not covered in this SOP.

b. G-34 Protection Division Security Support.

1. Ensure all required equipment and supplies are available for the Security Officers.

2. Ensure radiation inspections are conducted as required.

3. Be prepared to assist the Security Officers and conduct liaison with Redstone Arsenal

Garrison when prohibited items are found.

4. Update this SOP as required.

5. Coordinate with the Contracting Officers Representative for the security guards contract to ensure the implementation of this SOP or any changes falls within the contract scope.

c. Security Force/Security Officers.

1. Obtain/sustain the technical proficiency to operate the Astrophysics X-ray systems.

2. Obtain/sustain the technical proficiency to operate the CEIA Magnetometer.

3. Obtain/sustain the technical proficiency to operate the Garrett SuperWands.

4. Obtain/sustain proficiency to conduct hands-on/manual inspection procedures.

5. Notify G-34 Security Support of any issues with equipment, inspection procedures, or any discovery of contraband/prohibited items.

3. Screening Procedures.

a. Screenings will be conducted by a single Security Officer. Other officers will assist if necessary and screening duties will be rotated between the Security Officers on duty for approximately 45 minutes to ensure the screener stays alert and attentive.

b. Upon assuming screening duties, the Security Officer will in accordance with the screening systems operating manual, inspect, test, and conduct a status check of the equipment. The Security Officer shall conduct a daily inventory of all the scanning equipment (X-ray system, monitor, cables, and battery charger and ensure the prohibited item log book is up to date).

c. Other Security Officers posted at the main entrance will perform access control and security system monitoring as per the Guard SOP.

d. X-ray System Screening Procedures. Once the individual who has been identified to have their belongings inspected, follow these procedures:

1. X-ray equipment must be so arranged that the operator who initiates the X-ray exposure must be in a position where he can readily observe all ports and doors during generation of X-rays.

2. Advise the person they have been selected to be screened.

3. Interact with the people whose items you are inspecting, try to greet them and make eye contact. Speak clearly as they may not be familiar with security procedures. Be clear and concise about what you need the person to do. Avoid a debate - politely but firmly explain that procedures are in place to ensure the security of the building. If an issue cannot be resolved contact the G-34 Protection Division POC and advise the individual(s) that your supervisor is on the way.

4. Never engage in conversation or become distracted by anything when operating an X-ray machine. Always bear in mind that an unusual item in a bag may be intended as a diversion - to draw attention away from a smaller true threat concealed in the same bag.

5. The selected person will place all the item(s) to be screened in the “optimum position” as directed by the security guard in order to obtain the best image for the operator to scrutinize. The security guard should take as much time as necessary to examine the monitor image of each item.

e. Magnetometer Screening Procedures

1. All randomly selected personnel will be screened using the magnetometer, when available, before they pass through the Inspection Control Point (ICP). If a person is randomly selected for magnetometer inspection, their packages/bags are also selected for screening. Their packages/bags are to be X-rayed prior to the person going through the magnetometer.

2. Ask the person to please remove any metal objects from their pockets/person, place them in a tray, and step through the magnetometer. If the magnetometer detects an item, it will emit an audible sound and the red lights will light up in the area detected. Ask the visitor to ensure they have removed all objects out of their pockets and have them walk through the magnetometer again. No one should walk through the magnetometer more than twice.

3. If the magnetometer still emits an audible sound and the red lights light up, use the handheld wand to identify the source of the audible alert.

4. If a prohibited/controlled item is found, contact someone from the Headquarters Army

Materiel Command Security Branch immediately and follow established procedures in the Guard Orders.

5. If the magnetometer does not emit a sound and the lights do not come on, kindly remind the visitor to retrieve any items they took out of their pockets and proceed thru the turnstile.

f. Handheld wand Screening Procedures

1. Be aware that interference from metal reinforcing in a floor or other nearby material that could cause constant alarms unless the detectors sensitivity is adjusted.

2. The handheld wand should be passed over the person’s body at a distance of no more than 3 to 4 inches

3. Avoid touching the body or clothing with the wand. For some baggier clothing, such as pants, it may be necessary to hold the detector against or more into the fabric while scanning in order to stay within 3 to 4 inches of all body surfaces. For jackets ask the person to remove the jacket for a separate screening to avoid possible issue of pressing too close to the body surface.

4. The body scan will start at the right side of the head of the person working down towards the feet and again on the left side of the person. The scan will be conducted with the person’s arms up and extended.

5. When the hand wand identifies a suspicious item and there is no visible source for the alarm (clothing is shielding the source object), ask the person to show you the detected area for verification (if possible). Instruct the person to uncover the detected area. Using the handheld wand, scan the area and attempt to duplicate the alarm. If the alarm is not triggered, continue with the scan. If the alarm is duplicated but no item is located or the area cannot be inconspicuously uncovered, contact Headquarters Army Materiel

Command Security Branch for further instructions.

6. Do not stop the scanning process when you come across one alarm-causing item.

Complete the entire scanning process.

7. Do not let the person influence you as to what is actually causing an alarm. Example:

the wand detects an item under a shirt sleeve. You must completely investigate the source of the alarm even if the person assures you that it is just his or her watch.

8. Items that are obviously for medical purposes such as hearing aids, oxygen bottles, crutches, canes, etc. or items that are too delicate can be visually or hand inspected.

9. Security Officer conducts X-ray screening procedures per the system manual. Proper

X-ray interpretation requires that each X-ray image be evaluated and placed in one of three categories:

10. No Prohibited or Dangerous Items: Items falling into the no threat category must have absolutely no shadow area or items that could be part of a weapon, explosive, contraband or prohibited item. Once it is determined the item is cleared, return the item to the individual.

11. Prohibited Items: A complete list of prohibited items can be found on Attachment 1.

Assume custody of prohibited item(s) and notify G-34 Security personnel. Document the incident events (Who, What, Where, When, Why, and How) in the daily log book. Tag the item for identification. A self-adhesive DA Form 4002, Evidence/Property Tag

(Attachment 2), will be attached to each prohibited item or item container. DA Form

4137, Evidence/Property Custody Document (Attachment 3), will be completed. If required, turn these items over to the RSA DES or appropriate investigative agency.

1. Prohibited Electronic Items:

(a) If discovered prior to entering the building, direct the person to remove the item and secure it in the lockers provided in the lobby or in their vehicle.

(b) If discovered while exiting the building, confiscate the device and notify G-34

Security personnel and Information Assurance (IA), who will provide guidance based on the specific item(s). Document the incident events (Who, What, Where, When, Why, and How) in the daily log book.

2. Dangerous Items: In the case where the X-ray image reveals a potentially dangerous item, the Security Officer will immediately call for assistance from another Security

Officer.

(c) Inert Items, i.e. Knives with a blade greater than 3 inches in length, Guns or Other

Weapons: Keep the item away from the individual being screened. Notify the G-34.

Maintain control of the item. G-34 will make the call on what actions will be taken.

(d) Possible Explosives or Toxins: If the item is still in the X-ray tunnel, the X-ray system should be immediately turned off and the item left in the tunnel and kept away from the person carrying the item. If the object is not in the tunnel, it should be left where it is. Control the individual being screened; consider clearing the area of all personnel. Use the crash phone to activate RSA response. Notify G-34. Control the scene and prepare for emergency responders.

3. Possible Threat: If there is a questionable shadow area, clutter (prevents viewing of items), or if any item is not viewable/identifiable, the Security Officer will conduct a hands-on/manual inspection. This is the only way to determine if contraband is inside the item. See Para 3. e. for proper hands-on/manual inspection procedures.

e. Hands-on/manual inspection procedures.

1. Move the item to the hands-on/manual inspection area. The bag search area must be equipped with suitable horizontal surfaces on which items may be systematically searched. Such surfaces should be high enough to permit inspection without requiring the

Security Officer to bend and sufficiently wide to provide some measure of separation of the items from the person being screened. The items owner should be able to witness the examination, but should not be in a position to interfere with the search.

2. If an item is selected for search, the Security Officer will notify the owner and the

Security Officer will move the item to the manual search/inspection area. The Security

Officer will ask the owner if they are aware of any prohibited items in the item to be searched. Observe the persons actions, if the person becomes nervous, uncooperative or hesitates, it could indicate that they may know the bag contains something prohibited or dangerous.

Note: If someone wishes to keep their outer garment on, allow them to proceed thru the magnetometer. If no indicator lights flashes allow them to proceed. If indicator lights emit, start the wanding process. If the wand annunciate, escort them behind the wall and remain in the area, contact an AMC Security FSO, and have them stand by. Upon arrival continue the inspection process (at no time will any security personnel come in contact with the person being inspected). If the screening results are negative, allow them to proceed, if not follow instruction in the Guard Orders.

f. Screeners wear gloves, or have them available

1. Security Officer conducts systematic hands-on/manual search of bags and packages.

Searched items will fall into one of two categories.

(a). No Prohibited or Dangerous Items: Items falling into the no threat category must have absolutely no shadow area or items that could be part of a weapon, explosive, contraband or prohibited item. Once it is determined the item is cleared, return the item to the individual. Bags should be closed and fastened on completion of the search. It is important to thank the bag owner for their cooperation.

(b). Prohibited Items: A complete list of prohibited items can be found on Attachment 1.

Assume custody of prohibited item(s) and notify G-34 Security personnel. Document the incident events (Who, What, Where, When, Why, and How) in the daily log book. Tag the item for identification. A self-adhesive DA Form 4002, Evidence/Property Tag

(Attachment 2), will be attached to each prohibited item or item container. DA Form

4137, Evidence/Property Custody Document (Attachment 3), will be completed. If required, turn these items over to the RSA DES or appropriate investigative agency.

4. Prohibited Items. For a complete list of prohibited items see Attachment 1.

a. For Building 4400 and 4401 Secure Open Storage Areas. Any and all electronic recording or transmitting devices are prohibited in Building 4400 and 4401. Any exception to this policy must be accompanied by an exception memorandum signed by the AMC (CIO/G-6).

b. For Building 4400 and 4402. All Government Furnished Equipment that is authorized to enter and exit building 4400 must have a classification sticker, bar code and property pass documentation signed by the primary or alternate hand receipt holder.

c. For Building 4402. All Electronic Devices are authorized and items prohibited are described in Attachment 1 IAW USAG-R Regulation 190-44.

5. Screening Refusal.

a. Entering the building. Any person who has been identified to have their belongings inspected will be denied entry. Security Officers will document the person’s name, incident details, and notify G-34 Security Support personnel for AMC employees/visitors and

USASAC Security Manager for their employees/visitors immediately.

b. Exiting the building. Any person who has been identified to have their belongings inspected will be detained due to this person having already been in the secure area and may be attempting to depart with a prohibited/unauthorized item. Security Officers will notify G-

34 Security Support personnel and USASAC Security Manager who will coordinate actions with the G-34 Division Chief/Provost Marshal and Command Counsel.

6. Radiation Safety.

a. Radiation Safety Requirements: All operations of radiation emitting equipment will be

IAW ref. d.

1. Only Security Officers who have taken the radiation safety training, reviewed the X-ray system operating manual/user's guide and demonstrated their ability to properly operate the system will operate the X-ray system. IAW Federal and Army regulations refresher radiation safety training is required annually.

2. The system must have an initial inspection and receive annual radiation inspections thereafter from the HQ AMC G1, Radiation Protection Officer.

Attachment 1

Items prohibited IAW USAG-R Regulation 190-44:

Drugs or drug paraphernalia, Contraband (burglary tools, "fruits" of a crime, etc.), and Weapons

(Examples: guns, explosives, ammunition, knives with a blade greater than 3 inches in length, switchblades or spring opened knives, swords, bow and arrows, crossbows, metal knuckles, blackjacks/clubs, throwing stars, num-chucks or other martial arts weapons, chemical dispensing devices that were manufactured, designed, or adapted for the purpose of causing an adverse psychological or physiological effect on a human being, including teargas, mace, pepper spray or any other similar type of incapacitating liquid or gas, except when carried for personal protection and when the capacity does not exceed 50 cubic centimeters, etc.) are not permitted in either

Building 4400 or 4402 (nor, generally-speaking, anywhere on post).

a. Wireless and Portable Electronic devices, which include but are not limited to the following items cell phones, pagers, blackberries, smart watches, Blue-tooth enabled devices, two-way e-mail devices, smart phones, unregistered Personal Wearable Fitness Devices (PWFD personal digital assistants (PDAs), e-readers, laptops, memory sticks, thumb drives, mp3 players, cameras, and two-way radios, are not permitted in Building 4400 past the turnstiles.

b. All Government Furnished Equipment (GFEs) that are authorized to enter and exit AMC

Building Complex must have a classification sticker, bar code and property pass documentation signed by the hand receipt holder.
