ARMING/DISARMING PROCEDURES FOR CONTRACT SECURITY GUARDS
Weapons Procedures
1-1. Purpose. All weapons will be secured and accounted for IAW AR 190-11 and all applicable
Headquarters Army Materiel Command policies and procedures. It is the intent of this organization to maintain 100% accountability of all weapons and ammunition.
1-2. Weapons Accountability
a. A weapons will be properly accounted for by on-coming and off-going Lead Security Guards. A weapons sign-out log will be used for accountability where weapons and ammunition are issued.
Weapons will be issued to each security guard by annotating the individual's name on the sign-out log, and the number of ammunition rounds and magazines. The off-going Security Guard Lead will issue the weapons/ammunition to the on-coming Security Guard personnel. The on-coming Security Guard
Lead will receive the weapons/ammunition back from the off-going shift.
b. No individual will depart the weapons draw/turn-in point until the off-going shift’s weapons and ammunition are 100% accounted for by the on-coming Security Guard Lead.
c. No off-duty personnel will be permitted to depart the headquarters building while in possession of a weapon or ammunition.
d. No weapon will be transferred between personnel without being signed back into the draw/turn-in point and signed out again.
1-3. Ammunition
a. The Security Guard Lead will conduct ammunition accountability of Security Officers assign to their shift during guard mount.
b. The Guard Chief will conduct a monthly 100% ammunition/weapons accountability. All weapons will be physically accounted for by serial number. All ammunition will be physically counted, to include downloading all issued magazines, and counting all ammunition in the storage container. A secondary inventory will be completed immediately upon the knowledge of the loss, theft, or damage in the presence of the Contracting Officer Representative (COR). All weapons / ammunition inventory shortcomings (loss, theft, or damage) will immediately be reported to the COR and the Contractor
Project Manager. The COR is responsible for reporting all weapons / ammunition shortcomings to the
HQ AMC chain of command.
1-4. Issue/Turn-In Procedures
a. The off-going Security Guard Lead will be responsible for weapon and ammunition issue to the on-coming shift.
b. Shift change - Prior to the issuance or turn in of any weapon(s) or ammunition the on-coming
Security Guard Lead’s first responsibility will be to inventory all weapons and ammunition in the safe
(off-going Security Guard Lead are authorized to lay-out weapons for easier accountability but must maintain constant physical accountability while weapons are not secure).
c. The on-coming Security Guard Lead will record the number of weapons present in the safe/container on his/her shift log.
d. The on-coming Security Guard Lead will inventory the amount of ammunition in the safe/container and record this in his/her shift log. The final result of the on-coming Security Guard
Lead’s inventory will reflect the following:
(1) Total number of weapons and ammunition authorized for the specific safe.
(2) Total number of weapons and ammunition in safe.
(3) Total number of weapons and ammunition accounted for with weapon log entries.
(4) Name(s) of Security Guards who have a weapon and ammunition currently issued or in their possession.
1-5. Weapons Issue / Loading Procedures for Security Guard Personnel.
a. The Security Guard Lead will assign one (1) 9mm pistol and three (3) 15-round magazines to every Security Officer.
b. Loading Procedures: The Security Guard Lead will issue weapon with the slide locked to the rear and the weapon on safe.
(1) The Security Guard will immediately place the weapon with slide locked to the rear into their holster.
(2) The Security Guard will “visually” verify round count and load three magazines with 15 rounds in each magazine.
(3) The Security Guard will place two (2) of the three (3) magazines into their ammo pouch.
The Security Guard will hold the third loaded magazine in their hand. The Security Guards will proceed to the clearing barrel and unholster the weapon.
(4) The Security Guard Lead will be positioned in a very close proximity to the clearing tube / barrel and Security Guard, where he / she can directly observe the magazine well and chamber and the actions of the Security Guard. The Security Guard will place the muzzle of the weapon completely in the opening of the clearing barrel until the trigger guard comes in contact with the rubber grommet on the clearing device.
(5) The Security Guard Lead will observe the Security Guard insert the remaining magazine into the magazine well of the weapon. The Security Guard will then release the slide on the weapon allowing the slide to go forward and a round to be chambered.
(6) The Security Guard Lead will observe the Security Guard place the weapon in the holster ensuring the weapon is on safe.
1-6. Weapon and Ammunition Turn-In Procedures for Security Guard Personnel
a. All Security Guards will report to the clearing barrel with assigned weapon and ammunition. The
Security Guard Lead will be positioned in a very close proximity to the clearing tube / barrel and
Security Guard where he/she can directly observe the magazine well and chamber and the actions of the Security Guard during all weapon(s) clearing procedures.
b. Unloading Procedures for all Security Guard Personnel: While at the clearing barrel each
Security Guard will remove the 15-round magazine from their weapon while the weapon is holstered.
The Security Guard will secure the magazine.
(1) The weapon will be removed from the holster. The Security Guard will place the muzzle of the weapon completely in the opening of the clearing barrel until the trigger guard comes in contact with the rubber grommet on the clearing device.
(2) The Security Guard will ensure the weapon is on safe, then lock the slide to the rear and retrieve any rounds from the chamber/mormagazine well of the weapon.
(3) The weapon will be inspected by the Security Guard Lead to ensure there is no magazine in the magazine well and there is no ammunition in the chamber and the weapon is on safe. The weapon will be declared cleared and safe by the Security Guard Lead.
(4) The Security Guard will then holster the weapon with the slide locked to the rear with the weapon on safe.
(5) The Security Guard will then download all ammunition from all issued magazine(s) and present the ammunition, magazines and weapon for turn-in.
c. The Security Guard Lead will “visually” verify the round count and place the weapons and ammunition into the safe. When all weapons and ammunition are accounted for and turned in the
Security Guard Lead will verify the accountability on the weapons log.
1-7. Accountability Procedures by Oncoming Security Guard Lead
a. Inventory safe/container.
b. Make comments/notes in their security guard activity report.
c. Verify issue of weapons.
d. Turn in of weapons and ammunition.
(1) The Security Guard Lead will receive the weapons and ammunition from off-going Security
Guards and record entry in the weapons log. The Security Guard Lead Place will secure the weapons and ammunition in safe.
(2) The Security Guard Lead Secure safe and initial the SF 702 (Security Container Check
Sheet).
1-8. Accountability of Arms and Ammunition. All arms and ammunition WILL be accounted for by the on-coming shift Security Guard Lead prior to releasing the off-going Security Guard personnel.
Once all arms and ammunition are accounted for by the on-coming Security Guard Lead the off-going
Security Guard Lead can release their assigned shift personnel.
a. The off-going Security Guard Lead is responsible for all arms and ammunition until the on-coming accepts all accountability and responsibility for their assigned Access Control Point.
b. Any and all discrepancies with the inventory, will immediately be reported to the Guard Chief.
When a discrepancy is identified all Security Guard personnel will remain at their place of duty until the discrepancy is corrected.
c. All weapons stored in the safe will be properly cleared and stored in the safe.
