About this file

This is a Public Water Supply Permit No. 2924505 issued by the Pennsylvania Department of Environmental Protection's Bureau of Safe Drinking Water to the Pennsylvania Department of Transportation for the I-70 Warfordsburg Westbound Welcome Center in Bethel Township, Fulton County. The permit, issued on January 28, 2025, authorizes construction of well pump replacement and water treatment upgrades for the facility's public water system (PWS ID No. 4290805). The approved construction includes well pump replacement, pressure tanks, ion exchange softening, TDS removal through cartridge filters and reverse osmosis, acid neutralization, disinfection systems, and finished water storage facilities.

The permit establishes specific operational parameters including a maximum pumping rate of 27 gallons per minute for Well B, flow rate restrictions for various treatment components (22.8 gpm for ion exchange, 11.1 gpm for cartridge filters and acid neutralizer), and minimum contact times for disinfection. The permittee must maintain weekly monitoring for total dissolved solids and free chlorine levels, quarterly testing for iron and manganese, and comprehensive record-keeping including equipment maintenance logs, chemical usage logs, and water quality complaint logs. All treatment chemicals and components must meet NSF certification standards, and the facility must employ a properly certified water operator at all times. The permit is subject to eight special conditions that detail construction certification requirements, disinfection protocols, operational limits, monitoring schedules, and maintenance obligations.
