EAST BARRACKS PHYSICAL INVENTORY
INVENTORY REPORT
BUILDING NUMBER: Building 728
HISTORIC NAME: Finance Office
CURRENT USE: Administrative offices Classrooms
PREVIOUS BUILDING NUMBER(S): E-459
QUARTERMASTER PLAN NUMBER: CQM 6997-124
GENERAL DESCRIPTION: One story, wood-frame building with rectangular footprint;
gable roof form with low pitch and tight eaves and rake; small shed-roof entry porch roof at west elevation; concrete perimeter/pier foundation system; horizontal dropped wood cladding with corner boards; hollow clay tile walls at SE corner; wooden 8 o/8 double-hung windows; multiple metal roof ventilators; brick chimney; composition shingle roofing.
BUILDING CHRONOLOGY:
1941 Building E-459 appears to have been designed and constructed to serve as office space for finance purposes. Completed on August 15, 1941. Total cost of construction of Building E-459 was $20,097.70. Measured 37’0” x 156” with no basement level. Total square footage 5,772 sq.ft. Building E-459 had a concrete perimeter/pier foundation, wood flooring and asphalt roofing. The “E” prefix is an indication that it may have been built for “emergency” purposes. The original interior appears to have been divided by a long double loaded corridor flanked by offices, conference and storage rooms. The building included a concrete block vault and furnace room at the SE corner that was lined on the exterior with hollow clay tile.
The vault was lined on the interior with glazed tile.
QM Series 117 record [created 1941] includes a photograph of the west and north elevations. Current existing building form, entry porch and fenestration with original 8 o/8 window units were documented. A sign on the front of the entry porch roof states “Finance Office U.S. Army.” The photograph shows that the original entry porch was recessed at the center of the west elevation. The record also provides information regarding the construction of the vault.
1942 Map of Vancouver Barracks shows subject building independently in place on current site but incorrectly annotated as Building E-450.

1944-45 Maps of Vancouver Barracks show subject building in place on current site (annotated as Building 728) and inner-connected via a narrow corridor to Building 731, which was immediately adjacent to the east. [QM Series 117 record was also annotated “728 & 731 annex.” to indicate the change in building number.]
1953 Floor plan [dated 12 April] documented Bldg. No. 728; the plan shows the extant corridor, room configuration and relight windows and the extant vault and boiler room construction. The plan shows that the original recessed porch at the west elevation had been enclosed to create a small entry vestibule. The plan also shows the enclosed corridor to Bldg. No 731 located at the east elevation. A concrete loading dock is shown adjacent to the SE corner of the building.
Date Floor plan [undated] documented specific uses for each room in Finance Unknown Building - Bldg. No. 728. The plan also shows the extant corridor, room configuration and relight windows and the extant vault and boiler room construction. The plan also shows the enclosed west entry vestibule and the enclosed corridor to Bldg. No 731 located at the east elevation.
Date Bldg No. 731 and connecting corridor removed. Gable roof porch and Unknown stairs added to east elevation. Concrete loading dock retained.
Date West entrance porch slightly altered. Modern accessibility ramp installed Unknown and subsequently removed.
Date Exterior paint color scheme.
Unknown
2003 New composition roofing installed.

OVERALL INTEGRITY: Building 728 exhibits good physical integrity on the exterior; however the exterior is in a deteriorated condition. Alterations have been made to the west entry porch, which was originally a recessed entryway.
