Solicitation P17PS00436 Amendment Two
In order to modify the project drawings and specifications and answer questions received, the above numbered solicitation is hereby amended as follows:
1. The following change is made to the project drawings on Sheet 16, C1.08:
• Add coded note “22” on east side of building, between coded note “12” and building.
• Add coded note “22” to legend on this sheet, with the following description:
“Remove three (3) barrels with geotechnical investigation derived waste, they contain soil with low level diesel range petroleum hydrocarbons, with concentrations ranging from 8.4 to 37 milligrams per kilogram (mg/kb). These concentrations are below the applicable Washington State Model Toxics Control Act (MTCA) Method A Soil Cleanup Level of 2,000 mg/kg, but the soil still requires special handling and shall be disposed of at a facility that accepts petroleum contaminated waste.”
2. The following change is made to the project specifications in SECTION 01 11 00-1.7
SUMMARY OF WORK/ CONTRACTOR USE OF SITE:
A. Housing: Park will provide three residences for Contractor’s rental if desired. Each house has a capacity of up to six occupants.
1. Ohanapecosh: One each three bedroom house, $1,030/mo. including utilities, available from May 2018 to October 2018.
2. Tahoma Woods: Two each, three bedroom house, $800/mo. including utilities, available from July 2017 to May 2019.
B. Longmire: Two RV/trailer sites at the Longmire Campground, can be dedicated for contractor use, with advance notice and a commitment to use them $375/month available from May 2018 to October 2018.
3. The following questions regarding the solicitation have been received and answers provided.
Q4. (Paraphrased) A question has been received regarding the milling of stone and whether milling could be performed on-site.
A4: For site stone milling, it is acceptable to complete the work in the following locations only if it can be demonstrated that, with sound barriers or equipment designed to muffle, noise will not exceed 75 decibels at a 30 feet distance and impacts of dust can be contained. Any containment must have proper ventilation.
The work may only be conducted M-Th, between the hours of 8 am and 7 pm.
Allowable Paradise Historic District Locations:
• Annex-staging area.
• Loop A of the Paradise Picnic Area -staging area
• Basement of Annex
A submittal will be required for review and acceptance by the Contracting Officer prior to proceeding with the work. The submittal shall include; detailed method of noise and dust mitigation, duration of work and whether the work will be intermittent or continuous.
Q5. Regarding the 460 tons of stone to be stored at Kautz Creek, will that (approximately 460 tons) stone be managed and handled by the Park Service and GC and who would own the scope of removing it?
A5: Excess stone not reinstalled on the new foundation, roughly estimated at 460 tons, goes to Kautz Creek for NPS Park use.
Q6. Previous phases of work at Paradise Inn allowed camping within the Park at Longmire campground. Is this arrangement going to be possible for this phase?
A6. See revised specification it Item 2 above.
Q7. (Paraphrased) A question has been received that states the RFP requires that we must include a Past Project Questionnaire form for each project within the proposal.
A7. The RFP does not require a past performance questionnaire to be provided for each project presented in response to Factor 1. However, offerors demonstrating a higher level of successful past performance in the evaluated areas will be more favorably rated. Please use your best business judgment regarding submission of past performance, taking into consideration that the Government will have access to and collect information from projects reported in the Contractor Performance Assessment Reporting System and the Past Performance Information Retrieval System.
Q8. What is the current wood species of the existing windows and do you want us to match that species for the replacements?
A8. For bidding purposes the contractors may assume "old growth pine", however, during the work, the contractor will be required to confirm the species in the field to match existing.
Q9. (Regarding windows and doors) Also what type of grille division is required, TDL or SDL?, what is the grille width?
A9. See A7.30, General Note 2 for grill information.
Q10. I have question regarding the new Type C windows. It is noted to include shutters, however there are no specifics on the shutters for these windows. What is the method of attachment? These are Double hung windows. The type H windows which are casements do have shutter details.
A10. Removable shutter is designed for installation in fall to protect windows from winter snow and removable at operating season. Shutter to hang from hooks and temporarily fastened at sill. Shutters to be stored during regular operating season when the inn is open. Hooks at head to be installed as indicated in detail 5/A6.03. Fastenings at sill to be installed as indicated in 6/A6.03 and 9/A6.03. Shutter material is ¾” marine-grade plywood, mortised at corners as indicated in details 5/A6.03 and 6/A6.03 and includes blocking at base of panel as indicated in detail 6/A6.03.
Q11. Section M – Evaluation Factor for Award. Paragraph C.1 Factor 1, Element 1 and Element 2. Can the employment of a subcontractor with experience of 5 projects within the past 10 years demonstrate sufficient experience to qualify the prime? If acceptable, can the subcontractor be an engineering firm?\
A11. Factor 1 is evaluated on the extent of the TEAM’s successful completion of projects similar to that proposed for this project. Please use your best business judgement regarding how this applies to your team and for your response.
Q12. Section M – Evaluation Factor for Award. Paragraph C.1 Factor 1. Do each of the 5 projects require all 5 elements in order for the previous experience to be favorable?
A12. It is not required nor expected that each project submitted in response to Factor 1 would include all five elements. Please use your best business judgement regarding what projects to present to demonstrate your experience.
Q13. Section M – Evaluation Factor for Award. Paragraph C.1 Factor 1. What is the level of completion required in order for the project to be acceptable?
A13. There is no required level of project completion stated. Please use your best business judgement regarding what projects to present to demonstrate your experience.
Q14. Please clarify if the contractor is to reimburse NPS for Water usage per 01 31 00
1.9 C or if it (up to 200 gal/day) is provided free of charge per 01 15 00 1.3.
A14. Contractor may use up to 200 gal/day at the construction site – free of charge, for use as indicated in 01 50 00, 1.3,B. Additional water needs are available free of charge from Tahoma Woods, or Nisqually under the following conditions:
a. Water is available during the first construction season, up to November 30, 2017 at Tahoma Woods only. After November 30, 2017, water is available at Tahoma Woods or Nisqually through the remainder of the contract.
b. Contractor to coordinate with NPS park utility supervisor in the use of the meter and the backflow preventer at the meter site and to coordinate a fill schedule.
Q15. Please provide the permit amounts for the NPS permits required and listed in 01 31 00 1.9 C, specifically items: 4, 6, 7, 8, and 10.
A15. There are no permit fees associated with NPS permits.
Q16. Please provide fees and materials required to be paid by contractor per 01 31 00 1.9 E, 2 and 3.
A16. There are no permit fees associated with NPS permits, and we believe the MS4 permit applies to municipal stormwater systems – which is not applicable.
There may be a fee associated with the telephone utility and suggest the contractor contact them directly as their pricing structures vary.
Q17. Specification 06 10 00 2.2 A 1 prohibits arsenic and chromium wood treatment. 07 46 24 2.1 A requires chromium and arsenic. Please confirm we are to follow both specification requirements independently and respectively, for these products.
A17. Follow specification requirements independently for these applications.
Q18. Page C1.01 Excavation and Backfill, note 2: Contracting Officer shall be notified 48 hours prior to any fill, backfill, or compaction operations. If this is delayed for any unforeseen circumstance (i.e. weather conditions) will another 48-hour period be required? Will a notification over a certain duration of time be adequate (i.e. Backfill operation will be performed during the next X number of days)?
A18. The intent is to notify the Contracting Officer sufficiently in advance of earthmoving operations, a weather delay would warrant additional communication to update the Contracting Officer of the changing situation.
Q19. Page C1.01 Erosion Control, note 2; Page C1.03 TESC note 10: If a construction area is unworked for more than 7 days during the dry season or 2 days during the wet season, it shall be covered with certified weed-free mulch. All finished construction areas shall be stabilized within 7 days after final grading. What dates are considered the Dry and Wet seasons? What is the depth required for the certified weed-free mulch during these time periods & does the thickness required change with the season?
A19. Refer to specification section 01 11 00, 1.3 for project location and conditions.
Q20. It was mentioned during the Site Visit on 5/10/17 that perhaps electronic copies will be accepted …May 30th, and physical copies may be accepted within a reasonable timeframe to follow the electronic delivery. Is this confirmed? If so, what is the timeframe, and what type of electronic delivery is required? Please clarify the format and delivery method for the “electronic copy” of our submitted proposal. For example, PDF, Word Doc, etc..
A20. See Amendment One for changes in the proposal submission instructions.
Format is not specified but all documents should be readable through standard Microsoft Office and Adobe Acrobat programs.
Q21. Are there any stated page limits for the entire proposal or for individual evaluation factor sections?
A21. There are no stated page limits.
Q22. I've attached a substitution request for … A22. Substitution requests are not pre-approved but instead prime offeror's may include "or equal" requests with their proposal. Please refer to clause 52.211-6 – Brand Name or Equal shown in section “L” of the solicitation and the Proposed Equals form included in the RFP Proposal Submission Package. Any other substitution requests would be handled during the submittal approval process after award.
Q23. The finish schedule calls out 4 rooms in the basement to be painted. Please verify that you do want these painted.
A23. Yes, gypsum board surfaces on walls and ceiling to be painted.

A24. There are no interior windows. Shutters are on exterior of windows where indicated on drawings. Shutters are painted as called out on drawings.
Q25. Do the shingles on the roof get stained or painted?
A25. No.
Q26. On the exterior building elevations, they do not show what style each window is.
Please clarify.
A26. Window types are located on the floor plans.
Q27. Do all exterior windows get shutters? And are they to be painted?
A27. No, extent is in the drawings by window type. Shutters are painted as called out in drawings.
Q28. Interior walls and ceilings show battens; do the battens get a different sheen than the walls and ceilings?
A28. No.
Q29. Did not see a window schedule. Is one provided in the specifications?
A29. There is no "Window Schedule" as such. Refer to enlarged floor plans which indicate window type at each window. Refer to sheet A7.30 for details of window types - there are basically eleven window types, of which three are new windows, and eight are salvaged and repaired types. Refer to specifications 08 03 52 for additional guidance.
Q30. Will the aluminum windows on the first floor be replaced and if so what are the specifications?
A30. Window types for first floor shown on sheets A5.03 and A5.04. Window configurations shown on A7.30 and refer to General Notes on A7.30.
