QUESTIONS AND ANSWERS
SOLICITATION P16PS02015, AMENDMENT 0007
1. General Note #13 on sheet A601 indicates to salvage and reinstall historic metal weather stripping on sashes to be restored. Please confirm this work is associated with Option A.
Correct.
2. Sheet A509 contains a note that designates removal of coal tar pitch from foundation masonry to 95% condition. Specification section 334600 paragraph 3.2.G states to remove coal tar pitch by pressure washing. Has removal of coal tar pitch from the foundation been tested to verify effectiveness of this removal process on the foundation?
Yes, this work was done successfully at the north portico foundation walls in a previous phase of construction.
3. If coal tar pitch cannot be successfully removed by pressure washing to adequately prepare brick substrate to receive new foundation damp proofing membrane according to manufacturer’s written instructions and warranty requirements what method of removal will be permitted?
Existing coating that is well adhered may remain in place.
4. Shutters are noted to have operable louvers on sheet A607. Are all restored shutters required to have louvers in operable condition once restored?
Yes. The existing louvers are generally in excellent condition and very little repair work is required.
5. The bird deterrent netting vendor has stated that the net material specified is black, and is available in different colors to blend in with the building background. Please confirm if a colored net should be basis of design for the bird deterrent net material.
Final color selection will be made at the submittal/sample phase of construction.
The manufacturer has indicated there is no cost differential for the available colors.
6. In Section 012700 3.2 Schedule of Options the Base bid is not referenced, this conflicts with Window/Storm Restoration schedule A601,A602. The Base bid on A601,A602 does not reference sash restoration, only in Option ‘A’. Please clarify what work is to be performed? And shall we reference A601, A602 or 012700. 3.2?
Section 012700 3.1 List of Contract Line Items is the Base Bid. The sash restoration is not included in the base bid. The sash restoration is only in Option A.
7. In General Notes A601, A602, note #6 do all interior finishes remain< paint and stain? And in note #12 Provide UV window film to interior of all window sash, does this include storms as well both existing and new?
All historic interior paint finishes are to remain on all window sash and stops.
They have the original decorative faux wood finish still intact. The UV film is to be installed on the interior face of the historic sash, not the storms. The existing failing film should be removed.
8. In Key Note #6 Shutters – Please define prepare?
Prepare the surface for paint. Follow all surface preparation recommendations from the paint manufacturer. Remove loose paint. Sand smooth rough areas. Fill low spots. Feather sharp edges of existing paint to remain, etc.
9. Is all Historic Wrought Iron (including Balcony and Window Grilles) to be stripped of all existing paint finishes, original or not?
Yes. There are no original finishes on these items.

Yes.
11. Is the depth of the abrasive blasting to be tested by the Contractor, and certified to leave a variation of 1.5 mils deep in the surface of the wrought iron?
12. Is the paint system to be applied the 3-step Tnemec paint system, or oil alkyd?
The question does not indicate what substrate is being referred to. The Tnemec system is for the historic exterior metal railings, grilles, and balconies. The alkyd system is for all other metals.
13. Are all new decorative SS railings to be painted?
14. What paint should be used to paint the SS railings?
The alkyd system specified in 09-9113-3.6 B.
15. On Detail 2/A509 a coaltar coating is shown on lowest exposed course of stone Does the coaltar coating extend below grade to the footing? Will National Park Service write a specified removal procedure for the coaltar coating? Removal of a coaltar coating is usually performed with scraping, chipping, grinding and scarifying resulting in an Habraded surface which might not be desirable on historic masonry.
The coal tar coating only existing on the below grade brick, not on the exposed stone above grade. This removal work was done successfully using power washing and light hand scraping at the north portico foundation walls in a previous phase of construction. Existing coating that is well adhered may remain in place.
