QUESTIONS AND ANSWERS

SOLICITATION P16PS02015, AMENDMENT 0006

1. Sheet A107 contains a note on the right side that states all masonry including “concealed portions” of balustrade, chimneys, etc shall be cleaned & repointed. Please clarify and define scope of work that is concealed.

“Concealed” refers to the reverse side of the balustrades and chimneys. Not all faces of these elements have been drawn in elevation, but all faces require work.

2. Section 01 35 91, page 3, paragraph 1.5.D.1 states that “Indicated interiors must be protected at least 90 days prior to window sash removal”. Does this mean that all windows are to be protected and left with such protection in place for 90 days prior to removal sashes in each location? If so, this seems to be excessive and likely to unnecessarily complicate scheduling of window removal and repair. Can this period of protection prior to removal be shortened?

30 days prior would meet the goals of the requirement.

3. Section 01 35 91, page 4, paragraph 1.5.D.3 states that “An NPS Museum Monitor will prepare interior spaces for interior window work and will monitor all contractor access to these areas”. Please define what is meant by “prepare interior spaces for interior window work”. It is expected extensive protection including negative air containment will be necessary at each window opening to prohibit entry of dust in adjacent areas. Extent of preparation and protection, or lack thereof, provided by NPS will significantly impact costs on this project.

NPS personnel will be responsible for removal and storage of artifacts in the work areas. NPS will monitor Contractor access to these areas and will be present during work. The Contractor will be responsible for all environmental protection (negative air pressure systems, etc) during construction.

4. Section 01 35 91, page 5, paragraph 3.2.C.3 states that “Protection or removal of historic interior furnishings will be performed by NPS Museum Monitor or staff prior to and/or during window sash removal and reinstallation.” Does this include window treatments at each window? Or is it the responsibility of the contractor to remove window treatments?

NPS personnel will remove and store all window treatments.

5. Section 04 01 20 Brick Masonry Restoration and Section 04 01 40 Stone Masonry Restoration require temporary enclosure and heat for 7 days following placement of mortar in mean daily temperatures below 40 degrees or lower. This will be excessively expensive to operate the project in typical cold weather experienced in that region from Nov through April.

Does NPS want to consider work stoppage during cold weather months to avoid the high expense of full scaffold enclosure and temporary heat with 24 hour monitoring for months on end?

Cold weather requirements cannot be waived. However, the SF1442 is being amended to allow a negotiable period of performance. Contractors may propose alternate work schedules to provide the best value to the Government.

6. Are windows sashes and doors removed for repairs and restoration permitted to be removed from site for such repairs?

Yes.

7. Section 01 11 00, page 3, paragraph 1.7.B states that “Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 48 hours in advance of the work to the Contracting Officer for approval.” Maintaining of hydration schedule and temporary heat post placement of new mortar in brick and stone masonry will require 7 day a week presence of the contractor onsite to attend to such conditions. Will contractor be granted permission to access site 7 days a week on an ongoing basis for such reasons?

NPS works closely with contractors to allow additional access to the structure as needed. As long as there is no conflict with the Park’s schedule, the Government anticipates that weekend access will be able to be obtained with proper advance notice.

8. Erection scaffold around the structure to attend to SOW will be necessary.

Reference to standards for scaffold erection around and on the historic structure are not referenced in the specifications. Scaffold erection will require tying into the structure with masonry anchors at various intervals to stabilize scaffold per OSHA standards. Will scaffold be permitted to tie into masonry structure per OSHA standard 1926.451(c)(1)(I)? Or will contractor be required to provide all scaffold erection without use of tieins into the structure thru use of buttresses and similar bracing?

Masonry anchors installed into the building will not be permitted. The mortar joints are generally ¼” or less and are therefore unsuitable for this type of anchorage. Anchoring into the stone itself is not permitted. Scaffolding may be braced against the building with the use of approved padding and blocking. Note that the porticos provide for opportunities to tie scaffolding across adjacent sides of the building, reducing the amount of buttressing that may be required.

9. Section 01 50 00 Temporary Facilities & Controls, paragraph 2.2.B states requirements for Contracting Officer’s field office that is to be supplied by the contractor. Item #3 on that list specifies a restroom. Please confirm if NPS will supply/provide connection to available water source and sewer connection in proximity to the trailer for this restroom. If no connections are available please clarify if NPS will require a restroom in the office trailer?

This requirement be waived.

10. Section 01 50 00 Temporary Facilities & Controls, paragraph 2.2.B states requirements for Contracting Officer’s field office that is to be supplied by the contractor. Please confirm connection to available power for the trailer are available in proximity to the trailer.

Temporary power is available from the building. Contractor is responsible for installation, temporary weather protection as needed, and removal of temporary connection.

11. Questions are due Sept 6. With submission deadline of Sept 12 for RFP packages in hard copy to NPS in Denver contractors will be required to send out packages on Friday, Sept 9th. The turnaround time for Q&A is approximately three days. This is not sufficient time to react to Q&A and get pricing pulled together with prospective subcontractors. Will NPS consider extending the submission due date for RFP packages?

Unfortunately, due to the end of the fiscal year, an extension will not be able to be granted.

12. There appears to be inconsistency and incomplete information concerning the Options and Key Notes 2 and 3. As an example, Key Note 3 refers to an Option C however there is no definition of Option C, nor is there an Option C column on the schedule itself. Is Option D on the schedule referring to the storms doors, or the entry doors themselves.

On sheet A605, Door Restoration Key Notes note #3 should read “Option B work supersedes Option A work….” and the superscript on detail 1/A605 should read “Option B only”.

13. Window Shutter Questions; The width given on sheet A607 is the width of the bifold pair of shutters. Correct?

In the small schedule the shutters listed as “bifold” the indicated width is the width of two connected leafs. Shutters listed as “single” are the width of a single leaf.

a. Are any of the base panels required?

No base panels are required. They sit in the same pace as the storm windows, so they cannot be installed. The historic base panels do not need to be restored.

b. The spec says that "Shutters to be fixed open, inoperable". Is that in reference to the louver blades being able to pivot open and closed, or to the actual framed shutters being able to open and close on hinges?

The shutter leaves will be fixed open so they cannot operate. The storm windows occupy the same space that the closed shutters would.

c. If the louver blades are to be operable are a specific kind of connector between the louvers and tilts bars required. Industry standard is to use staples which, over time, will loosen up. Instead we use solid brass screw eyes. The louvers and tilt bars are predrilled and the eyelets are then threaded in to provide a permanent solution.

The brass screw eyes are acceptable.

d. Will the finishing be paint or stain? The photos look like brown paint but we could not be sure.

The shutters will painted dark green to match the window frames and sash.

14. The contract documents list four (4) separate Options along with the base bid. This contractor is requesting additional calendar days for each of the four (4) options. The agency has a right to select any or all options 180 days into the contract. Adding these options will have man power and schedule ramifications.

The option period of 180 days was selected to have minimum schedule impact.

Construction will not begin until bonds are received, Division I’s are submitted and approved and an official Notice to Proceed is issued.

15. What are the requirements for heat and cold weather protection for this project?

Masonry cleaning and repointing should only be carried out when the outside temperature is 40F and rising. The work area may be enclosed and heated to create this condition if winter work is desired.

16. Is it required under this contract to provide winter protection to undertake this work?

Only if the contractor plans to work in the winter.

17. Can the masonry scope of work be suspended during the winter months of December until March due to the temperature sensitive nature of the work?

The SF1442 is being amended to allow a negotiable period of performance.

Contractors may propose alternate work schedules to provide the best value to the Government.

18. The contractors have to hold our bids for 120 days from date of proposal.

Are we to assume work will be underway in the spring of 2017? The Sources Sought noted a Period of Performance of March 2017 – November 2017.

The Government anticipates that award will be made prior to the end of Fiscal Year 2017, however, 120 days is a standard bid date efficacy period used to allow ample time to deal with any unexpected obstacles. The period of performance used in the sources sought was tentative. The SF1442 is being amended to allow the contractor to propose a negotiated schedule. Work may begin after the Notice to Proceed is issued.

19. Can we get a copy of the Hazardous Material Report of the building? It was noted by reference in the contract documents.

There is no Hazardous Material Report. There is no reason to believe that any hazardous materials are present.

20. The contract documents note quantities on the drawings for plaster replacement, plaster crack repairs, wood flooring replacement, T-cap replacement, brick replacement & brick repointing however there are no unit prices requirements for these scopes.

We do not anticipate the scope of work will increase from the given quantities.

21. Drawing A105 notes to paint as required where the 50 SF of plaster is to be repaired. What is the scope of painting in this area? Only 50 SF or all walls and ceilings effected by the repairs? The scope of painting is not clear.

The painting scope is limited to the 50sf plaster repair area.

22. Detail H/C5 designates foundation underdrain detail. Please verify the following:

a. What is foundation wall material?

b. What is surface condition of foundation wall material on the exterior?

Is it foundation wall smooth and uniform surface adequate for proper adherence of self‐adhering membrane? Product specified in Section 07 13 26, paragraph 2.2.A.1.a (GCP Bituthane 3000) requires vertical and horizontal surfaces are smooth and regular for application of the membrane. Please confirm foundation conditions are adequate for this application.

c. What is condition of foundation material? Is it in sound condition or does it require repair prior to application of self‐adhering membrane?

Refer to detail 2/A509. Note that this detail applies to the entire foundation perimeter except at the north portico.

a. The below grade foundation wall is brick. It is partially coated with coal tar that is to be removed.

b. The same detail was used in a previous phase of construction with satisfactory results.

c. Where the brick has been exposed, it is generally in good condition.

Detail 2/A509 calls for 10% repointing of the brick.

23. Detail H/C5 does not designate final depth of foundation. Detail indicates installing foundation underdrain at approximate depth of 4’‐6”. What is final depth of the foundation and footing?

The foundation is existing and is much deeper than 4’-6” in most locations. The drain should be installed at 4’-6” below grade, not at the bottom of foundation.

24. Please confirm it is NPS’s final intent and position that new foundation underdrain should be installed at a depth of approximately 4’‐6” which appears to be above the foundation footer by an undescribed distance?

Correct.

25. Detail H/C5 does not illustrate bottom termination the membrane sheet.

Please provide detail on bottom termination of membrane.

The attachment should be similar to detail G/C5. Lap the self-adhered membrane applied to the wall over the termination bar.

26. Specification section 07 13 26 Foundation Waterproofing appears to be written for application of foundation waterproofing over new foundations and does not provide inspection/examination procedures, procedures and repair requirements, and related Q/C requirements for application over an existing historic foundation. Please provide specification for application of damp proofing system over existing historic foundation that will meet standards of manufacturers 5 year warranty.

Disregard the warranty requirements.

27. Has a GCP product representative been consulted and approved application and warranty of this damp proofing system (GCP Bituthane 3000) for use as specified in solicitation specifications and drawings?

No.

28. In reviewing the North and South Portico details on A507 and S301, it appears that the existing counterflashing and roofing materials will be disturbed and need to be patched. What are the existing materials?

The roofing should be able to remain in place. The copper counterflashing will need to be salvaged and re-installed.

29. On Drawing A303 there is a note mentioning “Option F” for Stone Repair.

Please clarify what this is referring to.

Disregard the “Option F” in the note. The entire note is base bid work.

30. Please clarify the extent of wood flooring repair and the type of wood flooring on the 3 balconies shown on A606?

Allow for replacement of 50% of all balcony floors. Match the existing species and grade. Allow for Honduran Mahogany for pricing.

31. How do we quantify the extent of Cleaning Type II noted on Drawing A301?

Type II cleaning applies to the entire building exterior. The intention is that if one application of cleaning is sufficient in some areas, but multiple applications may be required in others.

32. Detail H/C5 designates 45 MIL EPDM membrane sheet. EPDM is not included in project specifications. Please clarify if this correct material for Detail H/C5 and if so provide specification for EPDM material stated.

45 mil EPDM from any manufacturer is acceptable.
