CONTRACTOR’S QUESTIONS AND NPS RESPONSES

1. Question: The bid form does not contain a bid item for mobilization or demobilization. Which bid item should these costs be applied to?

NPS Response: Per Specification Section 01 32 16 Part 2.1.B Mobilization may be included as a separate work activity in the Schedule of Values for Lump Sum Items only.

2. Question: Page S0.1, General Structural Notes, under the Foundation section, it states “Piling shall be ASTM A847, Weathering Steel.” The pile suppliers say that there are only two mills that can produce the A847, but they say, and I quote, “Both plants came back with a regret due to 600-ton minimum. If you can take 600 ton, we can do it.” This project requires approximately 100 ton. Would the government consider a .500 wall galvanized ASTM A500 grade B, or an A252 grade 2 or 3?

NPS Response: Hot-dip galvanized piling is being considered. See pending amendment.

3. Question: Section 31 62 16 Steel Piles 2.1.A – ASTM A847 is a special order weathering steel product not readily available. Additionally, the mills have a minimum order quantity exceeding the tonnage of steel needed for this project. Would it be acceptable to utilize hot-dip galvanized steel piling conforming to an ASTM A500 or similar instead?

NPS Response: Hot-dip galvanized piling is being considered. See pending amendment.

4. Question: Section 31 62 16 Steel Pile 2.1.A.6 – A discussion of end plates to have closed end piles is included. Are the pile on this project to be closed end? If so, which locations?

NPS Response: All piles are to be closed end per General Structural Notes on Sheet S0.1

5. Question: Proposal Submission Package- A form is provided for the past performance questionnaire. Instead of requesting for past clients to duplicate a previous effort, would it be permissible to substitute completed past performance questionnaires from previous USACE or NAVFAC proposals?

NPS Response: Yes, that would be acceptable.

6. Question: Proposal Submission Date- All documents to date indicate proposals are due 9/19/16. However, FedBizOps indicates 9/29/16. Please advise as to which submission date is correct for proposal to this project.

NPS Response: Amendment No. 2 extended the due date to 09/29/2016

7. Question: Is the river navigable for a tug and barge which drafts 5’ between Naknek and Lake Camp? The lower end of the river appeared to be pretty shallow in areas. Do you have any river data which you can provide?

NPS Response: The Naknek River has rapids in it between Naknek and Lake Camp which would preclude the passage of a tug and barge. Typically all material and equipment is transported overland between Naknek and Lake Camp.

8. Question: Are there any future addendums or amendments which might delay the bid date?

NPS Response: Amendment No. 2 extended the due date to 09/29/2016. The NPS does not anticipate any further extensions.

9. Question: Can you provide a list of quality control inspections and testing which the contractor is required to provide? This is typically listed in a QCIP plan.

NPS Response: See Specification Section 01 40 00. Quality Control is the responsibility of the Contractor. The inspections and testing requirements shall be identified in the Contractor's Quality Control Plan and as specified in the individual Specification Sections.

10. Question: Is this a Buy America project?

NPS Response: See Buy American Clauses FAR 52.225-9 and 52.225-10 in the Solicitation

11. Question: The weather steel is very hard to come by and takes a minimum domestic mill order of

150 tons to order. Using the lengths provided in the proposal the total tonnage of piling for this project is about 96 tons. Would you accept import steel if the domestic steel has a long lead time or is unreasonably higher that the price of import steel or if it cannot be produced due to not meeting the minimum order requirement?

NPS Response: The material needs to be in compliance with the Buy American Act.

12. Question: Are there any defined apprenticeship goals for this project?

NPS Response: No

13. Question: Is there an Alaska Hire goal for this project?

NPS Response: No

14. Question: Can you explain the small business subcontracting goals for this project? Specifically the goal provided in the plan dated April 2010 has small business percentages which are different than what is described in the instructions for bidders. Both sections appear to be about the same (19.5% or 20%), however the different types of small business percentages vary significantly between the two sections. The defined small business goals desired are: Small Business, HUB Zone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, 8(a) Small Business.

NPS Response: The Small Business Subcontracting Plan (Plan with Revised Goals is Part of this Amendment) Provides Goals as a percentage of Subcontracting dollars. This form is required for all offerors that are not small businesses. Section L, Instruction, provides instructions for the form “Small Business Participation Plan.” This form must be submitted by all offerors and contains a mandatory subcontracting requirement of 20% of the total contract value.

15. Question: Are the small business goals a percentage of the total contract value or is the percentage based upon the subcontractor and supplier amounts? I.e, if the total contract is $1,000,000 and the total subcontracting and supplier amount is $300,000 and the goal is 20% - is the total small business required in this particular example $200,000 or $60,000? ($1,000,000 (total contract) x 20% = $200,000 or $300,000 (total subcontractor and supplier amount) x 20% = $60,000)

NPS Response: See answer to question 14 above.

16. Question: Are there any special monitoring or BMP requirements when installing the pile near or in the river or fording the river?

NPS Response: There are no additional requirements for installing pile near or in the river other than what is in the contract documents. Permits have been obtained by the NPS for fording the river.

17. Question: Bid Solicitation Section 13a. We respectfully request that the bid date be extended beyond a Monday, due to logistics involved in the submittal of the proposal to the requested location of Denver CO.

NPS Response: This has already been addressed in Amendment No. 2

18. Question: Will the NPS allow the contractor to utilize the equipment seen around the Brooks Camp facilities? If so, please provide a detailed list of available equipment, NPS Response: No government furnished equipment will be provided.

19. Question: Spec Section 52.236-7: What permits have, or will be secured by the NPS?

NPS Response: NPS has secured all required permits.

20. Question: Drawing S0.1 and 5-S2.1: The general structural notes state that piles are to be 10" diameter piles and the pile cap should consist of an 8" diameter pile fitting over the pile. Please provide clarification regarding the diameter of the piling and the pile cap.

NPS Response: As shown on 5-S2.1 the pile caps are 12" diameter by 8" in length.

21. Question: Drawing 1-S4.3: Typically, a GLB 3-1/8" x 21" block is shown straddling the the top of the pile cap (W8) under the plastic lumber boardwalk (ex 4-S2.1). Is there a GLB block under the bear control gate, straddling the pile cap as typically shown elsewhere?

NPS Response: Details 1 and 2 on S4.3 are mislabeled as "Bear Gates" instead of "Bear Doors". This will be clarified by Amendment. Per details 1 and 4 on S2.1 GLB blocking is required at all pile locations including at the Bear Doors. GLB blocking is not required at the Bear Gates since they are not located at the piles.

22. Question: Drawing 1-S2.1: The W8 x 40 Beams are shown to be 51'-5-1/4" in length, however the dimensional measurements only add up to 22'-8". Please provide clarification regarding the beam length.

NPS Response: The 51'-5-1/4" note refers to the elevation of the top of the beam, not the length of the beam.

DRAWING AND SPECIFICATION CHANGES

Item 1:

Specification Section 01 11 00 1.4.E paragraph 1: Delete entire paragraph and replace with:

“NPS housing consisting of two duplex units with a total of 8 bedrooms, 4 kitchens, 4 bathrooms and 4 living rooms is available for Contractor’s use at the Contractor’s housing area during the contract period. An additional dormitory unit with 6 bedrooms, a kitchen and living area will be available between October 1 and June 1. Each housing unit will be furnished with one twin mattress in each bedroom, a table and 2 chairs in the living area, and a range and a refrigerator in the kitchens. Contractor shall provide all cookware, dinnerware and kitchen utensils. Power, heat, water and wastewater will be provided at no cost to the Contractor. One washing machine and 2 dryers will be available for Contractor’s use within the Housing Loop area.”

10-FEET BELOW FINISHED GRADE.”

Drawing S0.1, 3RD column, 7h paragraph: Delete entire paragraph and replace with

“IF WEATHERING STEEL PILES ARE USED, BOLTS IN CONTACT WITH WEATHERING STEEL

PILES (PILE CAP TO PILE CONNECTION) SHALL BE WEATHERING STEEL PRELOADED

A325, TYPE 3, GRADE A OR EQUIVALENT WITH COMPATIBLE NUTS & WASHERS. IF

WEATHERING STEEL PILES ARE USED, USE TYPICAL BOLTS, WASHERS & NUTS.”

Specification Section 31 62 16, Section 2.1.A:

After “Weathering Steel: ASTM A847” Add: “or ASTM A252, Grade 2, Seamless (meeting API 2B & 5L) and galvanized over exposed above grade section and ten feet below finished grade or bottom of river.”

Specification Section 31 62 16, Section 2.1.A:

Add new paragraph “7. 0.500” wall ASTM A500 Grade B (Fy = 46 ksi) or A252 grade 3 (Fy = 45 ksi) would be acceptable alternates to the materials indicated above.”
