CONTRACTOR’S QUESTIONS AND NPS RESPONSES – Amendment No. 5
1. Question: Section 31 62 16-6; 2.1 A -speaks to the Steel Pile Product requirement being ‘Weathering Steel’ ASTM A 847. UICC’s conversations with multiple piling fabricators/providers indicate this product type is not readily available and consequently the procurement of material for the milling-run is cost prohibitive. It can be milled and provided but UICC offers for consideration the expense may outweigh the value. We suggest the steel pile requirement be amended to a ‘galvanized’ product.
NPS Response: See Amendment No. 4
2. Question: During the on-site inspection/walk about there are solar panels mounted at the existing South Viewing station which may, according to award, need to be removed during the platforms deck/railing demolition. They are not shown on D1.1. NPS personnel indicated the panels are a power feed for the ‘viewing camera’s’. Is the Contractor required to remove the panels? Is the Contractor required to reinstall the panels?
NPS Response: The Park will remove the solar panels prior to construction and reinstall after construction.
3. Question: Drawing Sheet S1.2; Detail #2 the GLBs at Gridline 21 to Gridline 22 are not defined. Are the GLBs 5 1/8 x 21 (as elsewhere)?
NPS Response: Yes, all bridge and boardwalk stringers are 5 1/8 x 21 per typical details on S2.1 unless otherwise noted.
4. Question: Structural notes call out industrial grade GLB and specs. call out appearance grade with no incising refer to section 06 18 00 2.1 E 2.2 A 1.
We would like to recommend that the GLB are incised to get proper treatment and that they are Industrial grade which will save time and money.
NPS Response: The GLB’s shall be incised and architectural grade. See Amendment No. 4
5. Does the stated pile design load, Pmax, of 54 kips represent the required (ultimate) pile driving resistance, or otherwise needs to be appropriately factored? If Pmax represents design load, please also clarify the required factor of safety (or resistance factor) is to be used; and clarify whether IBC or AASHTO bridge code governs. For instance, IBC requires a minimum factor of safety of 2.0 to determine ultimate driving resistance (54 kips x 2.0 = 108 kips), whereas AASHTO suggests using a resistance factor of 0.65 when dynamic pile testing is performed, and thus would equate to 83 kips (54 kips / 0.65 = 83 kips) required driving resistance.
NPS Response: The Pmax listed is the NOMINAL AXIAL GEOTECHNICAL RESISTANCE (CAPACITY) based on Figure 5 from R&M geotechnical report. AASHTO criteria to be used. Based on the pile driving specification 31 62 16, section 1.5, Contractor shall provide a Pile Driving Analysis to achieve required capacity and minimum embedment; and per section 1.8, Contractor shall provide either dynamic or static preconstruction testing of piling. Per ASTM D 4945, resistance factor shall be 0.50; unless 2% of piling are validated with high-strain dynamic load testing, which allows the resistance factor to be increased to the stated 0.65.
6. What is the Top Of Pilling elevations for the 3 “camera Mount” piles?
NPS Response: The top of camera piles should equal to the finish platform height (53.75 at the north platform and 57.25 at the south and existing platforms).
7. In Addendum 4, Question 19, NPS states they have secured all the permits required for this project.
Can NPS please provide copies of all the permits it has obtained for this project?
NPS Response: Permits will be provided once a contract is awarded.
8. Section L references Section H, Special Clause 2 for designated key personnel, which indicates two key personnel (PM and Superintendent) are required; however, Section M indicates key personnel include the PM, Superintendent, QC Manager, and Safety Manager/SSHO. Please clarify what key personnel are required.
NPS Response: The identification of key personnel in Section H is for contract administration purposes. The identification of key personnel in Section M is for evaluation of offers. Both apply.
9. Can the Park Service please supply copies of all acquired permits and their stipulations? Can the Park Service also provide the Environmental Assessment document?
NPS Response: There are no stipulations. The Environmental Impact Statement can be found at https://parkplanning.nps.gov/projectHome.cfm?projectID=24254
10. For the acceptable pile alternates, does the .500” wall, A252 gr. 3 or ASTM A500 pipe, need to be galvanized?
NPS Response: Yes

Paragraph 1:
Delete: “Do not incise structural glued-laminated timber or wood used to produce structural glued-laminated timber.”
Add: “Do not incise laminations used to produce structural glued-laminated timber prior to gluing. Incise glued-laminated beams after lamination.”
Item 2:
Drawing Sheet S1.0, Pile Elevation Table Notes
Add: “2. Top of Camera Pile Elevations to be equal to finish platform heights (53.75 at north viewing platform and 57.25 at south and existing platforms).”
