Pre-Bid Site Visit Notes

9/1/2106

Interested parties met in King Salmon and were transported by the park via van and boat to the project sites at Brooks Camp. Some parties independently traveled to Brooks Camp by air. All parties received a mandatory bear orientation at the Brooks Camp Visitor Center. At noon Brad Richie, NPS Project Manager, introduced the NPS personnel and provided a brief overview of the project and the agenda for the day. Peter Stahley, NPS Engineer/Construction Manager indicated that Katmai Air provides several flights per day to Brooks Camp from King Salmon and contractors have used them on past projects to transport personnel, mail and small packages. In response to a question, it was clarified that NPS personnel are typically at Brooks Camp until about October 1st and sometimes later if there is project work going on. A question was asked about fall freezing and whether the ground in the vicinity of the boardwalk froze last year. NPS personnel did not know since no personnel were at Brooks Camp last winter. It was noted that the current lake level is approximately 2.5 feet higher than is typical for this time of year.

The group visited the following locations:

1) Brooks Camp Generator Shed: Reviewed electrical work

2) Beginning of the boardwalk near Brooks lodge (Station 0+00): Reviewed at grade boardwalk and alignment of north boardwalk.

3) Fish Freezing Building: Reviewed electrical work at Sectionalizer Panel 9 and septic pump out work.

4) South Bear Viewing Platform near Station 9+72: Noted high water at spit road. Saw sow and 3 cubs.

5) Barge Landing Road and Pad: Noted that portion of road is currently administratively closed, but is expected to be open next summer.

6) Sectionalizer Panel 8: Connection to existing UG power

7) Housing Loop Maintenance and Utility Building and Staging Areas: Reviewed water, mechanical and electrical work.

8) Housing Loop Construction Camp: Viewed interior of one of the government provided duplex units.

Also visited the dormitory and shower house that are currently under construction. NPS is considering amending the solicitation and making these facilities available as contractor’s housing. Peter Stahley indicated that Hughes Communication has in the past been able to provide communication (internet and satellite) to this area. When leaving the housing area, the group had to backtrack to allow a sow and 3 cubs to pass.

The formal site visit concluded at the Housing Loop about 2:30 and some participants visited the existing boardwalks and viewing platforms near the Brooks Falls. Around 3:30 most parties departed for Lake Camp and King Salmon via NPS boats.
