P15PS01955 – Amendment 000002 Summary of Changes

A. The following are questions/inquiries from interested offerors, and the official Government responses to those questions/inquiries. NOTE: Any questions received in the future, may or may not be answered at the discretion of the Government.

Q1. Does the contractor need to install a barrier on the slope to prevent debris from falling into the Bay? The work requires the contractor’s work to the edge of the steep slope. With the requirement on sheet C2 Note #9 this will require the contractor to install a debris barrier on the vertical slope. A common silt fence or sandbag barrier will not work on the vertical slope.

A1. The contractor is required to prevent debris from falling into the Bay. Means and methods are the contractor's responsibility and will be reviewed during the submittal process of the UPPP. (Our thought during design was to leave the existing retaining wall in place until most of the construction was completed and demo the wall down to just below new slab that goes over the wall and/or rip rap support.).

Q2. How is Item No. 1 Mobilization and Demobilization to be paid?

A2. Mobilization and Demobilization as a lump sum contract line item will need to be broken down in the schedule of values. Generally speaking, mobilization is seen as those efforts to set up the construction site including staging for the beginning of construction operations, demobilization is seen as removal of all construction staging infrastructure and cleanup of the site. The Division 1 elements to include in this contract line item are those items that are necessary to perform prior to the beginning of construction and are common to all elements of the project.

Q3. For section cuts B, and C/S4 no dimensions were given where tie size, and spacing changes. Please provide.

A3. For bidding purposes only: Detail C/S4 will apply for 3/4 (three-quarters) of the pile length and Detail B/S4 will apply for 1/4 (one-quarter) of the pile length. The actual dimensions will be clarified during construction with an RFI if necessary.

Q4. What is the minimum width of walkway that needs to be provided to pedestrians during working hours?

A4. The drawings show the layout of the construction area. All work is to occur in the construction area. It is anticipated there maybe periods during construction that the road will need to be closed to protect the safety of the public and the workers on the site. The requirements for such closures are covered in the specifications.

Q5. Soil Sample analyses will be required for disposal. Is the NPS paying for this or is it the Contractors responsibility?

August 26, 2015

A5. The Contractor is responsible for all soil testing. The testing protocol will be submitted as part of the contractor's Waste Management Plan.

Q6. Is there a location on Fort Mason that we can stockpile the spoils while we wait for sampling results?

A6. Soil will not be stockpiled on the ground. The contractor can store the soil in transport containers that are covered. These containers must be water tight and secured. They may temporarily be staged on McDowell Avenue on the same side as the construction staging. They cannot reduce the road width by less than 50% or 10' whichever is more restrictive.

Additional Clarification:

Earthwork Specification Section 02301, Sub-Section 1.04 Quality Assurance, B. Field Quality Control 1.b and d. The Park will not be providing quality assurance testing. That is the responsibility of the contractor (See 1.04.B. [2 and 3).
