PROJECT: Repair Failed Retaining Wall on McDowell Road
Fort Mason
San Francisco, California
Langan Project: 730487301
SUBJECT: Summary of Soil Sampling and Analytical Testing
This memorandum presents a summary of the soil sampling and analytical testing performed at a failed retaining wall section on McDonald Road in Fort Mason in San Francisco, California
(Figure 1).
The site is located east of the Fort Mason Center and is adjacent to a roadway and bicycle route that slopes to the east. It is in an area in which a retaining wall has failed and the section of retaining wall is missing. The remaining retaining wall is adjacent to the roadway and separates the roadway from a steep elevated drop-off that overlooks the San Francisco Bay. We understand the proposed project is to repair/reconstruct the wall and roadway.
The objective of the soil sampling and analytical testing was to assess the presence of hazardous materials and petroleum hydrocarbons (if any) in the soil beneath the site to assist in determining where the excavated soil can be disposed of when excavation and construction of the repair to the retaining wall begins.
Field Investigation
The soil sampling activities were conducted on 5 March 2014. Two exploratory environmental borings, E-1 and E-2, were hand augured to a maximum depth of approximately three feet below the ground surface (bgs) at which point refusal was encountered due to the presence of weathered bedrock. All boring and sampling activities were conducted by a Langan Treadwell
Rollo field representative at the locations shown on Figure 2.
Soil samples from both environmental borings were retained from an approximate depth of one foot bgs for laboratory analysis. The samples were collected by hand from the hand augur and placed in 2-inch by 3-inch stainless steel tubes, capped with Teflon™ sheeting and plastic caps, labeled, and placed in an ice-chilled cooler. All samples were delivered under chain-of-custody

Summary of Environmental Investigation
Fort Mason Wall Repair
San Francisco, California control to McCampbell Analytical, Inc. (McCampbell), a State of California certified analytical laboratory in Pittsburg, California.
Sample Selection and Analytical Testing
The soil samples were submitted to McCampbell for some or all of the analyses as listed below:
Total Petroleum Hydrocarbons (TPH) as gasoline (TPHg), diesel (TPHd), and motor oil
(TPHmo) by Modified EPA Method 8015B;
Polynuclear Aromatic Hydrocarbons (PAHs) by EPA method 8270C, Organochlorine Pesticides (OCPs) by EPA Method 8081A;
Volatile Organic Compounds (VOCs) by EPA Method 8260B; and
California Assessment Manual (CAM) 17 metals by EPA Method 6020
Soil Results
The soil analytical results are summarized in Tables 1 and 2 and the certified laboratory report and chain-of-custody record are presented in Appendix A.
TPHd was detected above the method reporting limits in both of the samples analyzed (E-1-1.0 and E-2-1.0) at concentrations of 1.8 milligrams per kilogram (mg/kg) and 2.4 mg/kg, respectively. TPHmo was detected above the method reporting limits in both of the samples analyzed (E-1-1.0 and E-2-1.0) at concentrations of 12 mg/kg and 30 mg/kg, respectively. With the exception of a trace amount of 4-Isopropyl toluene (0.025 mg/kg) that was detected in sample E-2-1.0, no other VOCs were detected at or above the method reporting limits. TPHg and OCPs were not detected at or above the method reporting limits in the samples analyzed.
PAHs were detected above the method reporting limits in both of the samples analyzed.
Sample E-1-1.0 detected the following PAH’s: benzo(a)anthracene at a concentration of
0.030 mg/kg, benzo(b)fluoranthene at a concentration of 0.044 mg/kg, beno(k)fluoranthene at a concentration of 0.031 mg/kg, beno(g,h,i)perylene at a concentration of 0.038 mg/kg, benzo(a)pyrene at a concentration of 0.029 mg/kg, chrysene at a concentration of 0.039 mg/kg, dibenzo(a,h)anthracene at a concentration of 0.016 mg/kg, fluoranthene at a concentration of
0.062 mg/kg, indeno(1,2,3-cd)pyrene at a concentration of 0.023 mg/kg, phenanthrene at a concentration of 0.074 mg/kg, and pyrene at a concentration of 0.091 mg/kg. Sample E-2-1.0 detected the following PAH’s: benzo(a)anthracene at a concentration of 0.026 mg/kg, Benzo(b)fluoranthene at a concentration of 0.061 mg/kg, beno(k)fluoranthene at a concentration of 0.047 mg/kg, beno(g,h,i)perylene at a concentration of 0.060 mg/kg, dibenzo(a,h)anthracene at a concentration of 0.029 mg/kg, indeno(1,2,3-cd)pyrene at a concentration of 0.027 mg/kg, phenanthrene at a concentration of 0.028 mg/kg and pyrene at a concentration of 0.030 mg/kg.
MEMO
Summary of Environmental Investigation
Fort Mason Wall Repair
San Francisco, California
The metal concentrations were within normal1 background ranges found in the western
United States and San Francisco Bay Area.
Discussion
The soil sample analytical results from the subsurface investigation performed at the site were compared to California TTLC and STLC hazardous waste criteria. Based on the analytical results from the site subsurface investigation, neither of the samples analyzed exceed the
State of California Class I hazardous waste criteria. With low levels of TPHd, TPHmo, and
PAH’s detected in the soil samples, the soil excavated during repair activities would most likely need to be disposed as a Class II non-hazardous waste.
We appreciate the opportunity to be of service to you on this project. If you have any questions or require additional information, please contact Mr. Peter J. Cusack at (415)-955-5244.
