20 SAMPLING DETAILS
Testing Procedures usin the Niton XLp 300A XRF Analyzer
Guidelines used for the inspection were a modified protocol established by the US Department of Housing and Urban Development HUD in the Guidelines for the
Evaluation and Control of LeadBased Paint Hazards in Housing The Guidelines are issued pursuant to section 1017 of the Residential LeadBased Paint Hazard Reduction
Act of 1992 which is otherwise referred to as Title X
HUD has established a threshold of 05 by weight andor 10 mgcm2 at and above which a paint is considered to be leadbased
The Niton XLp 300A Series LeadBased Paint Analyzer is a complete leadbased paint
LBP analysis system which quickly accurately and nondestructively measures the concentration of LBP on tested surfaces The XLp 300A relies on the measurement of the Kshell and Lshell Xrays to determine the amount of lead present in a painted surface The measurement of both Kshell and Lshell Xrays allows for the penetration of many layers of paint thereby providing an increased level of accuracy for the measurement of lead without being significantly affected by the thickness or number of layers of paint on the surface of the sample
The Niton XLp 300A simultaneously detects Kshell and Lshell Xrays analyzes them with an automatic positive negative decision and correction for substrate bias and age of source All negative readings in all paint test modes are verified by negative KShell
Xray readings Patentpending TrueDepthTM Technology identifies and locates deeply buried lead and provides exact depth of leaded paint in inches
The Niton XLp 300A analyzer has two modes of operation the Standard Mode and the
K L Mode In the Standard Mode the instrument will measure only until a 95 confidence reading of Positive or Negative has been attained Measurement time can vary on this mode In the K L Mode the analyzer displays the complete test information continuously from the beginning of each reading including the KShell reading with twosigma confidence intervals the Lshell reading with twosigma confidence intervals and the combined reading with twosigma confidence intervals The depth index value which correlates directly with the depth of measurement in inches is available with both modes of operation There are no inconclusive ranges or results measured with the XLp 300A EPM utilized the Niton XLp 300A serial number 7797 in the K and L mode for the testing performed
Verification of proper XRF reading capabilities is performed before and after each inspection A calibration check consists of three consecutive readings of a NIST 104 mgcm22 Paint Film Standard SRM No 2573 as required by the instruments
Performance Characteristic Sheet PCS The individual readings and an average of three readings were recorded and compared to the standards In all cases the instrument was functioning within the standard deviation as defined by the manufacturer and the
PCS All validation readings were recorded on the field inspection logs If for any reason the XRF does not pass the quality control procedures it is EPMs policy to replace that instrument with an XRF that passes the above criteria for calibration The Results of
Calibration Verification is included in Table I in Appendix A
The parameters used to interpret XRF results are outlined in the HUD Guidelines and the
PCS in Appendix D According to the PCS each XRF result is classified as positive or negative as follows
Positive A positive classification indicates that lead is present on the testing combination at or above the HUDIEPA standard of 10 mgcm`
Negative A negative classification indicates that lead is not present on the testing combination at or above the HUDEPA standard
30 SCOPE OF WORK
Review pertinent available reports building plans and previous studies to understand the current building conditions and investigation of hazardous materials including leadbased paint
Conduct a reconnaissance of visible and accessible areas to identify potential lead based paint material
Perform XRF testing on all painted surfaces according to a modified HUD protocol and conduct verification sampling by testing of paint chip samples
Discuss alternatives for controlling lead based paint
Provide recommendations and available options for controlling or eliminating potential exposures to this material
40 PREVIOUS INSPECTIONS FOR THE PRESENCE OF LEAD
BASED PAINT
No record of a previous inspection for the presence of leadbased paint was available
50 AREAS NOT ACCESSIBLE
EPM inspected and tested painted surfaces and components which were observable and accessible to the survey team It is possible however that additional suspect LBP may exist inside other concealed spaces which were not accessible without the use of destructive means
60 SUMMARY OF INSPECTION RESULTS
61 XRF Testing
A representative sampling method was used to determine the presence of lead based paint on the exterior and interior surfaces of the Theodore Roosevelt Birthplace National
Historic Site This method consisted of assessing building components of similar type color and substrate once per room All other components of similar type color and substrate were then considered to have similar levels of leadbased paint in that particular room
Table 10 lists all tested components and their respective locations substrates color condition XRF result classification and whether or not a detectable level of lead is present regardless of the HUDEPA level of 10 mgcm2
Components that were identified as containing lead in concentrations at or above the
HUDEPA threshold limit of 10 mgcm` are listed in red Components that were identified as containing lead in concentrations below the HUDEPA threshold limit of 10 mgcm2 are listed in black
XRF readings listed as NULL are a result of the Niton XLp 300A proximity sensor loosing contact with the testing substrate Building components were retested in this case
XRF readings listed as Verification Shot are a result of pre and post inspection testing shots of a known NIST standard
XRF readings listed as Shutter Cal are a result of the XRF device performing an internal calibration check
62 Bulk Sampling
No bulk sampling was required during this inspection All surfaces included in the scope of work were tested for the presence of lead based paint by means of XRF analysis
63 Sampling Locations
Sampling locations are identified on drawings of each of the EIGHT levelssubbasementbasement first floor second floor third floor fourth floor roof and bulkhead roof labeled on the floor plans Sheets LBP1 LBP2 LBP3 LBP4 LBP5 LBP6 LBP7 and LBP8 respectively Wall assignments are laid out in a clockwise fashion
Environmental Planning and Maragement Inc National Park Service with the main entrance to 20th Street as Wall A the eastern walls as Wall B the southern walls as Wall C and the western walls as Wall D 64 Conclusions
The results of this inspection indicate that approximately half of the components tested at the Theodore Roosevelt Birthplace National Historic Site contained lead based paint based on the EPAHUD standard of 10 mgcm2 Although many components have been found to contain paint below the EPAHUD standard of 10 mgcm2 the majority of surfaces nevertheless contain a detectable level of lead based paint
65 Recommendations Alterations and Available Options
New construction alteration repair or renovation of structures substrates or portions thereof with any detectable level of lead based paint are governed by the OSHA construction standard for Lead 29 CFR 192662 All building components with a detectable level of lead based paint should therefore be considered a potential source of lead emissions if disturbed
The proposed HVAC repairs will likely impact lead containing surfaces including but not limited to walls radiators baseboards painted pipes etc As manual demolition is an
OSHA Lead in Construction Standard regulated activity work must proceed in accordance with the Standard or a negative exposure assessment will be required for workers performing HVAC related repairs If there is a negative exposure assessment worker protection requirements would minimally include hand washing facilities and lead awareness training

BACKGROUND INFORMATION
EVALUATION DATA SOURCE AND DATE
This sheet is supplemental information to be used in conjunction with Chapter 7 of the HUD Guidelines for the Evaluation and Control of LeadBased Paint Hazards in Housing HUD Guidelines Performance parameters shown on this sheet are calculated from the EPAHUD evaluation using archived building components
Testing was conducted in August 2004 on 133 testing combinations The instruments that were used to perform the testing had new sources one instruments was installed in November 2001 with 40 mCi initial strength and the
SUBSTRATE CORRECTION VALUE COMPUTATION
Substrate correction is not needed for brick concrete drywall metal plaster or wood when using LeadinPaint K+L variable reading time mode the normal operating mode for these instruments If substrate correction is desired refer to
Chapter 7 of the HUD Guidelines for guidance on correcting XRF results for substrate bias
EVALUATING THE QUALITY OF XRF TESTING
Randomly select ten testing combinations for retesting from each house or from two randomly selected units in multifamily housing Use the K+L variable time mode readings
Conduct XRF retesting at the ten testing combinations selected for retesting
Determine if the XRF testing in the units or house passed or failed the test by applying the steps below
Compute the Retest Tolerance Limit by the following steps
Determine XRF results for the original and retest XRF readings Do not correct the original or retest results for substrate bias In singlefamily housing a result is defined as the average of three readings In multifamily housing a result is a single reading
Therefore there will be ten original and ten retest XRF results for each house or for the two selected units
Calculate the average of the original XRF result and retest XRF result for each testing combination
Square the average for each testing combination
Add the ten squared averages together Call this quantity C
Multiply the number C by 00072 Call this quantity D
Add the number 0032 to D Call this quantity E
Take the snnare rnnt of F all this nnantity F
Find the absolute difference of the two averages
If the difference is less than the Retest Tolerance Limit the inspection has passed the retest If the difference of the overall averages equals or exceeds the Retest
Tolerance Limit this procedure should be repeated with ten new testing combinations If the difference of the overall averages is equal to or greater than the Retest Tolerance Limit a second time then the inspection should be considered deficient
Use of this procedure is estimated to produce a spurious result approximately 1 of the time That is results of this procedure will call for further examination when no examination is warranted in approximately I out of 100 dwelling units tested
TESTING TIMES
For the LeadinPaint K+L variable reading time mode the instrument continues to read until it is moved away from the testing surface terminated by the user or the instrument software indicates the reading is complete The following table provides testing time information for this testing mode The times have been adjusted for source decay normalized to the initial source strengths as noted above Source strength and type of substrate will affect actual testing times At the time of testing the instruments had source strengths of 266 and 366 mCi
