About this file
This is a Master Specifications document for the Department of Veterans Affairs (VA) VHA outlining technical requirements for a warehouse roof replacement project at Iowa City VA Medical Center. The specifications are organized by CSI Division format and establish construction standards for demolition, roofing systems, flashing, insulation, plumbing, and related work.
The project requires complete removal of existing EPDM roofing systems and installation of either EPDM or TPO single-ply membrane roofing with complete thermal insulation packages, roof specialties including copings and gravel stops, and all associated flashing and accessories. Key technical requirements include: EPDM sheet roofing at 1.5mm (60 mil) thickness with fabric backing or TPO internally reinforced at 1.5mm thickness; roof and deck insulation with minimum R-33 thermal performance; all flashing and sheet metal work in copper, stainless steel, or aluminum per ASTM standards; roof drains complying with ASME A112.6.4; and comprehensive firestopping at all penetrations. The work must comply with NFPA standards for fire ratings, maintain building operations during phased construction on the occupied medical center facility, include full coordination with existing utilities, and follow VA-specific security protocols including employee background checks and badge requirements. Documentation requirements include as-built drawings, operation and maintenance manuals, warranty management plans with 10-year manufacturer warranties, and monthly progress schedules using critical path method scheduling. All work must adhere to sustainable construction requirements including recycled content materials, low-VOC sealants and adhesives, and construction waste diversion to at least 50 percent.
