About this file
This is an Amendment to Solicitation (SF 30) extending the bid due date and clarifying project requirements for a warehouse roof replacement project at a Department of Veterans Affairs facility in Omaha, Nebraska. The amendment extends the offer deadline to June 3, 2026, at 2:00 PM CDT and incorporates responses to 51 pre-bid questions, revised specifications, required federal contract clauses, and site visit documentation. The project scope includes replacing approximately 9,500 square feet of flat roof, roof drains, flashing, and metal coping on a VA hospital building; specifications mandate EPDM membrane roofing (fabric-backed, 100-mil thickness) as the acceptable material, with TPO available as an alternate. Key requirements include direct employment of a Superintendent, Site Safety Health Officer (SSHO), and Construction Quality Control (CQC) Manager on-site at all times during work; infection control and risk assessment (ICRA/PCRA) measures; compliance with the International Plumbing Code for overflow drains; and scheduling of crane lifts and high-disruption activities for Saturdays or after-hours to minimize impact on hospital operations.
The amendment adds clause 52.222-90 addressing DEI discrimination compliance, prohibiting racially discriminatory diversity, equity, and inclusion activities in recruitment, employment, contracting, and program participation. Bidders must submit signed Standard Form 1442, amendment acknowledgments, price schedule, bid guarantee, 100 percent performance and payment bonds, System for Award Management certifications, a limitation-on-subcontracting certificate under NAICS 238160 (Roofing Contractors/Special Trade), Office of Inspector General exclusion certifications, and proof of site visit attendance if applicable (though non-attendance does not render a bid non-responsive). The updated wage determination is dated May 18, 2026. Notice to Proceed is expected within 30-60 days after award. The Contracting Officer is Gregg R. Sutcliffe, with Point of Contact Jennifer Smith (Jennifer.Smith59@va.gov; 843-789-6168).
