About this file

This is a Statement of Work (SOW) for Project 502-23-392, detailing the replacement of approximately 566 square feet of roof on Building 39 at the Alexandria VA Health Care System in Pineville, Louisiana. The primary scope involves removing the deteriorated bituminous felt roof down to deck level and installing a new 80 mil Thermoplastic Polyolefin (TPO) membrane. Work includes treating rusted deck areas (up to 200 square feet), extending non-compliant curbs with steel framing, installing new trim and gutters, and using a crane to remove and reinstall the vent hood. Additional work encompasses removing and replacing two layers of drywall ceiling, lighting, and ceiling-mounted electrical devices, with interior drying over a 60-day period using contractor-provided fans. The contractor must apply a fire-rated coating system (3M fire dam coat basis of design) to achieve a two-hour fire rating, install energy-efficient LED lights, and address mold remediation and lead-based paint identified on exterior surfaces. The work must comply with ICRA Standard I for exterior projects and applicable interior abatement practices.

The total period of performance is 150 calendar days, divided into a 30-day pre-construction phase and a 120-day construction phase, both requiring separate Notices to Proceed. Critical requirements include conducting a mandatory site survey before mobilization to verify utilities and identify conflicts, with findings submitted as Submittal #1 for approval. All work must occur between 8:00 a.m. and 4:30 p.m. CST, Monday through Friday, excluding federal holidays, and the contractor must maintain the building as water-tight and keep the standby-mode generator protected and operational throughout construction. The contractor is responsible for all labor, tools, materials, equipment, supervision, site preparation, demolition, debris removal (with contractor-provided dumpsters), and obtaining access badges for all personnel. Key deliverables include a submittal log, site survey report, and all required submittals approved by the Architect/Engineer and VA Contracting Officer's Representative. All personnel must have proper certifications, with the superintendent requiring OSHA 30 certification, and the contractor must provide monthly payment applications with work approved by the Project Engineer or COR before payment authorization.

Scope of Work

Project No. 502-23-392 Pineville Bldg 39 Generator Roof Replacment Alexandria VA Health Care System, Pineville, LA

Scope:

The primary scope of the project is to replace approximately 566 square feet of the existing roof of building 39 with a new 80 mil Thermoplastic Polyolefin (TPO) Membrane type. The current roof component of bituminous felt that has deteriorated will be completely removed to the deck level. The current curbs and all roofing components will be removed. The current curb is not code compliant. The contractor will extend the curb with additional steel framing to received the hood as indicated in the drawings. All new roofing systems will be installed with the use of construction drawings and specifications. The rusted (up to 200 sf) part of the deck will be treated and prepared according to the recommendation of AE to receive new roofing component and TPO.

During the material sample collection, it was discovered that some of the roof deck insulation is saturated with moisture-100%. Though no pinholes were noted in the test area, the rust was extensive. The design has accounted for rust treatment; however, if pinholes are discovered, partial deck replacement may be required.

The roof work will also include careful installation of trim and gutters. A crane will be needed to perform work to remove the vent hood prior to roof replacement and reinstall.

The two layers of drywall ceiling, lighting and ceiling mounted electrical devices will be removed and replaced with new. The interior wall shall be thoroughly cleaned and allowed to dry over a 60 day period using fans provided by the contractor. The contractor shall test to ensure the surfaces are dried out based on recommendation of the paint manufacturer. The deck, the joists, and roofing members shall be coated to achive a two hour fire rating. Paint shall be applied to achive uniformity. A Basis of Design 3M fire dam coat will be applied over any void areas, taping off each section for a clean looking hard edge finish.

The new lights to be installed shall be energy-efficient LED lights.. Other existing devices shall be installed in accordance with code compliance.

Both construction drawing and specifications should be used together. The contractor will provide an insulation shop drawing before commencement of the roofing work. If the construction drawings conflict with the specifications, please bring to the attention of the COR and CO. The specifications superceed the Construction drawings.

The project is exterior in nature and shall meet ICRA Standard I. Any interior abatement will adhere to those abatement practices.

The contractor will ensure proper protection of the generating system housed in building 39 from construction debris and ensure that the building is water tight throughout the construction period. The generator should never be flooded during the construction period.

The generator will be in a standby mode for operation throughout the construction period. The contractor will give unrestricted access to the VA staff and also allow the VA to operate the generator as required. This includes regulary scheduled maintenance during the construction period.

If the generator will not be in an operable status, this shall be communicated no less than two weeks in advance and this shall be coordinated with COR for minimum disruptions to the facility operations. Schedule this for outside normal hours of operation (Monday-Friday, 8AM-4:30PM, excluding Federal Holidays).

Objective:

1. To ensure all requirements of contract drawings and specifications are met and completed by the completion date provided in contract documents.

2. To ensure that all construction activities are performed in such a manner as to ensure safe and correct operation and in compliance with applicable local, state and federal regulations and contract drawings and specifications.

3. Mold remediation will be necessary in several areas as water infiltration has been occurring for some time.

4. Lead has been identified on the exterior paint of the buildings at our facility.

This survey and investigation shall include verifying all utilities and equipment impacted by the roof replacement project, which includes but is not limited to existing generator. Verify all components, materials, utilities, the depth, size and material and any structures that may conflict with the proposed construction. The contractor shall be responsible for choosing the process He/She deems necessary to employ that will provide the most accurate data of the existing conditions at these sites. Once this information is obtained, the contractor shall prepare a report listing all discrepancies, conflicts and remedies to all conflicts. This report shall be submitted as Submittal #1. The Resident Engineer/COR will review for technical feasibility. Once approved, the Contracting Officer will request a formal proposal for the corrective work. Approval of this cost proposal will be required prior to the commencement of any corrective construction.

All conditions requiring further repair, that are discovered during demolition, shall be reported to the COR within 24 hours in a documented report with photos. e.g. Any unforeseen circumstances on stripping of the roof should be brought to the COR attention within 24 hours of discovery. Also, any other conditions falling under the description of unforeseen conditions.

Any of damage to the building orchestrated by construction activity or any damage to the generator even when it is a small magnitude shall be reported to the COR, with a documented report including photos, an explanation of what happened and why, within 24 hours of occurrence. This shall be for the purpose of updating plans, schedules, and material orders activating contingency plan as may deem necessary.
