About this file

This file is a Questions and Answers (Q&A) document for RFI 502-23-392, a Department of Veterans Affairs solicitation (36C25626R0020) for replacing the roof on Emergency Generator Building 39 located in Pineville, Louisiana. The contract opportunity is being managed by the Veterans Health Administration Veterans Integrated Service Network 16.

The Q&A addresses 19 inquiries from prospective contractors regarding project staffing, documentation, specifications, and submission requirements. Key clarifications include: superintendent personnel may serve dual roles covering Safety and Site Health Officer (SSHO) and Quality Assurance/Quality Control (QA/QC) requirements simultaneously; specifications govern over other contract documents; the correct period of performance is 150 days (not 240 days as indicated in drawings); and the submission deadline is March 18, 2026 at 4:00 PM CST. Additional clarifications specify that temporary plastic wall panels are not acceptable (fencing required instead), the contractor is responsible for terminal cleanup, no commissioning agent is necessary, interior work means and methods are contractor-determined, and unscaled PDF drawings will not be updated. Regarding submission materials, resumes for key personnel will not count toward Factor 1 and Factor 2 page limits, while the Performance Relevancy Survey (Exhibit A) is the only required past performance submittal and will be included within page limitations; CPARS submissions, if provided, are subject to the same page restrictions. The applicable wage determination is LA20250051, effective January 15, 2026.
