Scope of Work

The following was taken from the project contract statement of work (SOW) dated 07.11.24, with Valhalla comments and edits in BLUE:

Valhalla Engineering Group will design installation of a new 3-stop, Front & Rear Door Hydraulic Elevator (P-8) in the existing Hoistway within the Urgent Care installation Entrance Lobby. The three stops will be Lower Lobby (95’-0”), Ground Level (100’-0”) and Level 1 (111’-0”) as shown on the VA URGENT CARE FINAL DRAWINGS.

Noting that the Urgent Care addition at John J. Pershing VAMC was completed in 2020 and included installation of one Passenger Elevator (P-7) with Hoistway space provided for an additional Elevator. Our design will provide for the installation of the second elevator (P-8) in the existing elevator hoistway, including hydraulic jack system, motor and hydraulic fluid reservoir, elevator controls, piping, elevator cab with front & rear doors; front lobby entrance for the Lower Lobby and rear lobby entrances for the Ground Level and Level 1.

The new elevator will be designed as a complete vertical transportation system that complies with VA PG 18-10 Elevator Design Manual, VA Master Specification and ASME A17.1 (2019), along with VA Architectural, HVAC, Electrical, Low Voltage, Controls and Fire Protection Design Manuals. New Elevator Hydraulic equipment and controls for Elevator P-8 will be installed in the existing elevator equipment room on Ground Level. Controls for Elevator P-7 will be modified, reprogrammed or replaced, in conjunction with elevator P-8 controls, for seamless Duplex Operation. Valhalla will inform the VA if Elevator P-7 is not compliant with current VA Design Manual standards and ASME A17.1 (2019) requirements for inclusion in this design if desired by the VA. This project includes design of demolition, architectural, structural calculations, electrical,,, data/voice, and interior finishes.

Basis of Design Elements The following sections provide a narrative and analysis describing the Basis of Design (BOD) and intent for each design discipline per the SOW. Categories are provided as outlined in Program Guide 18-15.

A. Site Development Not Required

B. Architectural The largest portion of this project is related to the elevator installation as outlined in Paragraph “N”.

Architecturally, Valhalla will be providing guidance on construction barriers, locating areas of demolition and construction, providing insight into construction with minimal interruption to the hospital, and identifying areas and materials for new finishes and finish repairs.

C. Fire Protection No additional fire protection or fire alarm devices will be required as part of this project. Exiating heat detectors, smoke alarms, and sprinkler heads installed during the original Urgent Care construction meet current codes and are to remain.

D. Interior Design Interior work will be limited to patching and repairing existing finishes. The intent is to match the existing products and colors, and to patch / paint to nearest natural termination points (e.g. corner to corner).

E. Structural

Structural calculations have been provided in Specification Section 13 05 41 “Seismic Restraint Requirements for Non-Structural Components”. The Hoistway beam and anchor points for the rails were

4 | P a g e provided during the installation of Elevator 1. Due to this elevator being the same model as the original, structural work during construction is not anticipated.

F. Plumbing Piping for the elevator hydraulic oil is a delegated design and will be provided by the elevator installer as shop drawings for review by Valhalla.

G. Sanitary and Other Site Utilities Not Required

H. HVAC

Capacity of the existing HVAC system is adequate for the hoistway and machine room. No new equipment is required.

I. Electrical & Lighting and Technology Electrical Power The previous project for elevator #1 (P-7) installed a disconnect for elevator #2 (P-8); the existing disconnect will be used for this project. Circuits installed for elevator #2 will be used when available. The previous project provided locations for the second elevator equipment. These areas will be utilized.

Lighting The elevator hoistway lighting for elevator #2 is intended to match the previous for elevator #1. The lighting is vertical 4’ single tube LED lights mounted on 10’ centers. The existing lights will remain.

Telecommunications/Network Communication cables will be installed from the TR to the Elevator control room. The Elevator contractor is responsible for connecting those cables to the control panel and the traveler. An intercom will be provided in the cab with connectivity to the campus Security Command Center. The current edition of the Elevator Code ASME 17.1 requires two-way communication, both audio and video. Refer to attached cutsheets and Section “N. Automatic Transport” for additional information.

Security A security camera will be placed in the cab.

N. Automatic Transport Elevator Car and Equipment The design intent is to match the existing elevator one (P-7) in size, appearance, and function. Modifications will be made when required by existing conditions or by changes in code.

The new elevator is a 5000-pound capacity, twin-post, two-stage, hydraulic passenger elevator with LED Call Registration illumination, Digital Position Indicator Display, and Electronic Chimes. The elevator is provided

5 | P a g e with Emergency Power features and Emergency Firefighters’ Service Phase II. The elevator cab will have Stainless-Steel two-speed side opening horizontal doors.

Two-way Communication Requirement The current edition of ASME A17.1 Elevator Code (2019, 2022) requires two-way communication, both audio and video, for emergency contact with hearing impaired individuals and elevator occupants that may be in distress and unable to communicate verbally.

A small screen is required to display text with pushbuttons to allow an elevator occupant to respond to “yes” /“no” questions from the emergency services operator. Valhalla has identified several manufacturers of this equipment with varying degrees of complexity and compatibility.

A Microsoft Teams meeting with the VA COR, Valhalla Engineering, and the Healthcare Environment and Facilities Programs (HEFP) team yielded much information about the intention and requirements of the elevator safety code. Additionally, HEFP provided equipment recommendations and options for the monitoring services. It was determined that the Rath SmartView 2 system would be used as the Basis-of- Design and system monitoring will be provided by a third-party vendor for a monthly fee..

There are several setup options available for the communication system. The various manufacturer’s provide different equipment options, but they all seem to have these five (5) key components:

1. Machine Room Unit: provides system status and connection between all four components and would be located in the Elevator Equipment Room.

2. Elevator In-car Unit: a combination text screen and camara unit that will facilitate communication between the elevator and emergency personnel.

3. Command Center Unit: provides direct connection for emergency responders to communicate with the elevator car via a wall-mounted phone and screen located in the elevator lobby.

4. Monitoring Station: this can be a subscription service provided by the hardware manufacturer or the owner can self-monitor.

5. Phone Line: there are cellular options to connect with emergency services, or a plain old telephone service (POTS) analog system can be used.

The VA preference for system monitoring is to use a third-party vendor. The system is required to be manned 24 hours per day, seven days per week and the VA does not want to distract or otherwise detract the VA Police from their appointed duties and responsibilities.

R. Estimating The current Opinion of Probable Cost is $948,885. Including escalation of one year and mark-up for local market conditions the projected bid cost is $1,333,190 which is well within the project’s budgeted Maximum Cost of Construction (MCC) of $2,500,000.

It will give VA reviewers and the A/E a clear understanding of what is required of the A/E at each stage of design.

This document does not relieve the A/E firms of their professional responsibility to produce a correct, complete, and fully coordinated set of construction documents.

A/E SUBMISSION INSTRUCTIONS FOR

MEDICAL CENTER PROJECTS

I. GENERAL

A. INTRODUCTION

1. This document contains information and minimal submission requirements for contract documents specified in the A/E contract.

2. The Department of Veterans Affairs (VA) may contract with an

Architect/Engineer (A/E) for any portion of a design: Schematics, Design Development, Construction Documents, or a combination of these.

a. For projects where the VA is contracting for Schematics Documents only, Schematics and Design Development Documents only, or Schematics, Design Development, and Construction Documents, the VA will provide the Design Program (if available), Facility Development Plans (if available), and VA design standards to accompany the Scope of Work for the project.

b. For projects where the VA is contracting for Design Development and Construction Documents only, the VA will provide the Schematics Plans and VA design standards to accompany the Scope of Work for the project.

c. For projects where the VA is contracting for Construction Documents only, the VA will provide the Design Development Plans and VA design standards to accompany the Scope of Work for the project.

3. Coordinate all activities with the VA Medical Center (VAMC). Hold informal meetings (upon mutual consent of the VA and the A/E) at the VAMC to discuss the design and related issues. Continue to expand contacts by telephone, rough sketch studies and other means of communication with the purpose of finalizing a general design approach to be followed.

4. Final approved Schematic documents shall be the basis for the development of the Design Development phase. Likewise, final approved Design Development documents shall be the basis for the development of the Construction Documents phase. The VAMC must approve any changes from each set of documents before the A/E proceeds to the next phase.

5. VA will review all submittals for functional and aesthetic relationships.

However, no further functional decisions are anticipated after the Design Development phase.

6. Provide a design narrative/analysis for each technical discipline (e.g., architectural, mechanical, fire protection, etc.) which describes the intent of each discipline with schematic and/or design development submission.

7. Provide computations and sizing calculations for electrical, mechanical (HVAC, plumbing, and steam), sanitary, structural and fire protection designs. For computerized calculations, submit complete and clear documentation of computer programs, interpretation of input/output, and description of program procedures.

8. Provide individually packaged drawings for each submission to each unit specified in the "Distribution of A/E Materials" section.

9. Submit a complete set of final approved drawings incorporating all revisions, within 30 days after completion of the Schematics and Design Development stages.

10. At each review stage, the VA’s technical reviewer, a value-engineering consultant, or a construction manager will perform a value engineering review.

11. Submit final drawings (Bid Documents) in 3 1/2" floppy disks to be used with the AutoCAD version at the VAMC. Submit instructions on the use of the disks along with a complete listing of all layers that are used.

B. A/E RESPONSIBILITIES:

1. Contract documents shall meet or exceed the requirements of this document.

2. The A/E is responsible for producing a complete set of drawings, design narrative/analysis, calculations, sample boards, and specifications in accordance with professional standard practices and VA criteria. Each A/E discipline shall receive a copy of their respective VA design manuals, standard details, construction standards, and VA National CAD Standard Application Guide. The AE is responsible for obtaining the NCS.

3. A/E shall conduct coordination meetings between A/E technical disciplines before submitting material for each VA review and provide minutes of the meetings to VAMC.

4. A/E shall adhere to the approved Memorandum of Agreement (MOA).

5. A/E shall provide a checklist of all submittals, certifications, tests, and inspections required per drawing and specification section.

6. In addition, the A/E shall conduct interim fire protection installation inspections and witness final fire protection equipment testing.

C. SUBMISSION POLICY:

1. There is a Schematic* submission, a Design Development (DD**) submission, and a Construction Document (CD***) submission indicated in this guide. The VAMC may alter the submission requirements depending upon the complexity of the project by adding or deleting certain reviews.

Where additional reviews might be required, the VAMC will issue, at their discretion, a detailed “Statement of Task” or supplemental instructions to the A/E, which would be provided at the time of solicitation for a fee proposal.

2. At each submission, the A/E shall date all material and present the designs on VA standard size drawings that are appropriately labeled, "SCHEMATIC SUBMISSION", “DESIGN DEVELOPMENT SUBMISSION”, OR “CONSTRUCTION DOCUMENT SUBMISSION”, in large block letters above or beside the VA standard drawing title block. In each submission, the A/E shall incorporate the corrections, adjustments, and changes made by VA at the previous review.

D. QUALITY ASSURANCE/QUALITY CONTROL (QA/QC):

In an effort to reduce construction change orders due to design errors and omissions, the Office of Facilities Management has initiated a Quality Assurance/Quality Control program. The A/E shall develop, execute, and demonstrate that the project plans and specifications have gone through a rigorous review and coordination effort. The requirements are as follows:

1. Fee Proposal: Provide an outline of the actions that your firm will take during the design process along with an associated fee.

2. Two Weeks after Receipt of the Notice To Proceed: Submit a detailed

QA/QC Plan describing each step that will be taken during the development of the various phases of design. Each step should have an appropriate space where a senior member of the firm can initial and date when the action has been completed.

3. 100% Submittal: Submit the completed QA/QC Plan along with the latest marked-up documents (plans, specifications, etc.) necessary to ensure that a thorough review and coordination have been completed.

E. ADDITIONAL SERVICES:

If additional services (i.e. surveys, soil borings, asbestos surveys, water flow testing, or lead surveys), are necessary to be performed by consultants, submit criteria for the work to be performed to the VAMC Contracting Officer as soon as possible. Upon approval of the criteria, submit proposals and qualifications of at least three firms being considered for the work in accordance with the contract procedures (CP1) of the contract, together with a proposal from the recommended firm and a brief justification for its selection, for VA approval. A/E should submit survey information for the Schematic Review.

F. CRITICAL PATH METHOD PHASING MEETINGS

1. If required and prior to submission of Schematic material, the A/E shall meet with the VAMC’s Project Manager to discuss and outline phasing requirements for the project. These phasing requirements shall describe the general sequence of the project work, estimated project duration, and what Government constraints will exist that will influence the Contractor's

2. Submit a phasing narrative and phasing plans (on reduced size plans) within two weeks after each phasing meeting to the VAMC Project Manager. VA will review these submission(s) and return comments to the A/E within two weeks of receipt. The A/E will then use this information in preparing their schematic, design development, and construction document submissions.

* Submit, as a minimum, a single line layout for at a scale not less than

1:100 (1/8 inch). A scale of 1:200 (1/16 inch) is acceptable for architectural floor layout if an entire floor cannot be shown on one sheet.

Submit a complete double line layout of areas of critical importance, at a scale of 1:50 (1/4 inch) including equipment.

** Submit minimum 1:100 (1/8 inch) scale floor plans, new and renovated, incorporating all of the revisions required by comments from schematics.

1. Submit for all technical disciplines the original VA Master Specification section drafts marked-up in Word showing the editing for the project.

Clearly identify modifications, deletions and insertions. Assure the specification drafts have been edited and tailored in their application to represent accurate coordination between drawings and specifications.

2. When no VA Master Construction Specification exists for a "unit of work", prepare the specification section consistent with VA Master Construction Specifications format.

a. Use generic or non-proprietary specifications describing the minimal acceptable product criteria level where no "Standard" exists to define quality and workmanship levels.

b. Use applicable "Standards" to define quality and workmanship when these publications exist. List complete designation and title of each publication used in Part 1; follow format in VA Master Construction Specifications for Applicable Publications.

c. Do not use proprietary specifications or systems that restrict competition unless authorization in writing has been received from the VA Project Manager for such proprietary specification. See the Federal Acquisition Regulation (FAR) Part 10, Part 14, and Part 36.

d. Do not use trade names or manufacturers’ brand names, except as previously noted.

3. When a deviation is requested, define and specify the minimum acceptable levels of essential criteria in descriptive, physical, functional, or performance requirements.

The 7100 Machine Room Unit provides the conversion from twisted pair to Ethernet and POTS line and power to the SmartView 2 Elevator Unit. This is essential for connectivity of audio / video to the outside world. To function properly, the system requires one 7100 Machine Room Unit paired to one SmartView 2 Elevator Unit.

The 7200M Modular Elevator Unit is a flexible solution for elevator cars requiring two-way visual communication.

It allows an external USB camera and elevator emergency phone to be utilized with the SmartView 2 platform to make the most of the space in the elevator panel. The 7200M Modular Elevator Unit also has inputs for the yes / no buttons to allow a trapped passenger to answer text messages that are displayed on the screen.

Note: The 7100 Machine Room Unit is required for installation.
