QUESTIONS AND ANSWERS FROM SITE VISIT AT JOHN J. PERSHING VAMC
(July 21, 2025)
1. Where will the contractor be allowed to store material and tools?
DISCUSSION: Please indicate the location that the contractor may store materials and tools during the construction performance period. The work area is small and occupied.
Please identify where the contractor may store tools and materials. Shall the contractor be allowed to bring in a 20 ft container for tool and material storage? Proximity to work zone plays a critical factor in contract performance in regards to material handling labor costs.
A: The contractor will be allowed to bring a 20 ft container for tool and material storage. The facility contractor staging area is approximately 500 ft from the construction area; however closer options may be available at the start of construction. The contractor shall coordinate with the project COR to determine the precise location to place the storage container and other materials after project award.
2. How shall contractor mitigate sound during the entrance opening to the hoistways?
DISCUSSION: Opening the walls and cutting CMU for the hoistway entrances will be quite noisy. How is the contractor expected to mitigate sound during this time? Does the VA also insist this work occur on the weekend of after hours? Will arrangements be possible to accomplish this drilling during normal business hours to avoid overtime costs? Will the desks on the second floor be relocated?
A: Activities that emit excessive noise or disrupt normal facility operations will be required to be completed outside of regular business hours, the business hours for urgent care are (8am- 6pm). Arrangements will not be made to complete these activities during business hours to avoid overtime costs. At this time, the desks on the second floor will not be relocated.
3. Shall the contractor be provided pass through tax exemption certificates?
DISCUSSION: The VA typically provides tax exemption documents to be used in the State of Missouri for Federally owned facilities. During the site visit it was stated no exemption would be provided. Please confirm whether a tax exemption will be provided of if the contractor is required to pay all state and local sales and use taxes?
A: FAR 52.229-3: Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement. A price change request upon award relating to the inclusion of state and local sales or use taxes will not be accepted.
4. Which Code year of ASME A17.1 is applicable to this project?
DISCUSSION: The specifications make reference between 2019 and 2022 but are inconsistent in which is the governing document. Please indicate the Code year under which the project is to fall.
A: The specifications reference the 2019 edition multiple times as this is when the video monitoring and two-way communication requirements were added. This project completed design in 2025 and is required to meet 2022 standards.
5. Will ASME A17.1 – 2019 to 2022 requirements for video monitoring, 2 way communication via text, and 3rd Party monitoring be allowable and or required?
DISCUSSION: Design Narrative, Basis of Design, Section N, Automatic Transport, Two Way Communication requires video Cameras, two way text, and 3rd Party monitoring.
These items have not developed to the point of local hosting. These features require routing though an external server which has been determined undesirable by many government facilities for security reasons. Please confirm this functionality is desired and that the VA accepts the security risk posed by external servers. VA will be required to provide an external pathway (data gateway) through the IT system with applicable provisions and permissions.
A: 2019 to 2022 requirements for video monitoring, 2-way communication via text, and 3rd party monitoring will be required for this project. Through discussions with HEFP and the AE it was determined that options are available to meet the VAs needs and requirements via the usage of multiple SIM Cards, without compromising system security.
6. Will the existing hoistway lighting also be required to meet the 2022 standard if the 2022 standard is selected as the code year for this project?
DISCUSSION: Design Narrative, Basis of Design, Section I, Electrical & Lighting and Technology, Lighting, indicates the elevator #2 hoistway lighting is to match the existing elevator #1 lighting. The 2022 code year requires the hoistway lighting to have a relay based interface to the fire alarm system that illuminates the hoistway when the fire alarm is activated. Shall the elevator #2 hoistway lighting be required to meet this code requirement? Will the contractor also be required to bring the existing hoistway lighting for elevator #1 up to standard and achieve this functionality? Additionally, ASME A17.1 -2022 requires lighting at all hoistway landings. Shall contractor be required to make both elevators compliant?
A: The hoist way lighting for both elevators is required to comply with the most recent edition of ASME A17.1. For this project ASME A17.1 – 2022 is the most recent edition.
7. Please specify the badging requirements for the facility?
DISCUSSION: Shall contractor be required to obtain PIV badges for all parties working onsite? Shall individuals working only one or 2 days be allowed to obtain temporary badging? Please specify security requirements as they pertain to this facility.
A: Contractor personnel onsite for more than 14-days in a calendar year will be required to obtain PIV Badges. Contractor personnel onsite for less than 14-days can obtain temporary badging from the JJP VAMC logistics office. The project COR will assist the contractor with contacting the logistics office when necessary.
8. Please confirm Bi-Weekly examination of equipment is required during the warranty maintenance period?
DISCUSSION: Hydraulic elevators have significantly less maintainable parts than Traction elevators. The maintenance interval for most hydraulic elevators is quarterly but often performed monthly. A bi-weekly maintenance is neither practical or cost effective. Please confirm this is the periodicity the VA requires. The cost of this maintenance will double the warranty maintenance costs by adding unnecessary labor when full service call backs are already included should issue arise.
A: The elevator contractor will be required to perform Bi-weekly systematic examination of the equipment as outlined in section 3.8 of the project specifications.
9. Shall Oil Cooler be required and vent into the hoistway in the same manner as the existing elevator #1?
DISCUSSION: It appears the existing elevator #1 has an oil cooler venting into the hoistway. No oil cooler is specified in the project documents but a shut off for hot oil is required. Based on the traffic, is the VA requiring the contractor to install an oil cooler for elevator #2? Specification 14 24 00, sections 2.14 and 2.15 do not specify this as a requirement.
A: The oil cooler will not be required on Elevator 2.
10. Where shall power for the Oil Cooler be fed from?
DISCUSSION: Please identify the source panel location and availability of spare slots for the oil cooler if required. This will need to be 2 adjacent slots in a 110/208 emergency power electrical panel.
A: The oil cooler will not be required on Elevator 2.
11. What is the make and model of the fire alarm panel associated with the elevator devices?
A: Simplex 4100ES
12. Does the panel have the existing relays and devices pre-programmed for the new elevator functionality? If no, does the panel have space for the system expansion?
DISCUSSION: Understanding the existing fire structure and status is critical for contractors bid development. Addition of new features or expansions to panels have costs impacts that can range from $20,000 – $100,000. It is critical the contractor understand the current status.
A: No, the panel does not have the existing relays and devices pre-programmed for the new elevator functionality. Yes, the panel does have space for system expansion.
13. Who is the current fire alarm service provider and what is their contact information?
DISCUSSION: During the site visit the fire panel location was unable to be determined and the contractor unable to identify the system type or read the tag from the servicing contractor who last tested the system. It is critical to know who maintains the fire system for proper integration and testing of relays and devices associated with the project.

14. Please indicate the work hours allowable during the construction performance period.
DISCUSSION: What hours shall the crew be allowed to work? Shall there be an escort requirement and are there any blackout dates that the contractor shall not be allowed to be on site?
A: In general, the contractor will be able to work from 6am-4:30pm Mon-Fri. For work required outside of these hours, a VA COR will need to be present to escort contractor personnel. The contractor shall schedule all work outside of these hours with the project COR a minimum of 1 week in advance to ensure escort coverage is available. The contractor will not be allowed on site on federal holidays without prior approval from the COR.
15. Could you please let me know the floor number or the number of floors for the elevator at both locations?
A: Both the existing elevator and the new elevator are 3-stop elevators. The 3 stops are defined as the Lower Level, Ground Floor, and First Floor.
