Justification for Single Source Awards IAW FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-4839
1. Contracting Activity: Department of Veterans Affairs, VISN1, VHA West Roxbury Healthcare System, West
Roxbury, MA; NCO1 Contracting and Engineering
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Select proprietary products to be used on 523A4-12-207; Replace Damaged Doors and Upgrade Card Access System. The sole source proprietary products are:
a) Door Hardware – Corbin Russwin.
b) Door Lock Cylinders with Removable Cores - Kaba Peaks 6-pin LFIC. VA West Roxbury Engineering
Building Standard for Keyed Security System.
c) Fire Alarm System including components: General Electric/EST-3 Fire Alarm System as assembled and bench tested by the manufacturer of record, Signet Electronic Systems, Inc. This system is VA West Roxbury’s Engineering’s Building Standard for the Fire Alarm System.
d) Electronic Safety & Security- Hirsh Electronics, Signet Electronic Systems, Electronic security installation requirements for Hirsch Electronics Card Access System is the sole manufacturer and Signet Electronic Systems is the local representative.
Estimated Value: $80,000
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
a) Corbin Russwin Door Hardware – Corbin Russwin is the existing VA West Roxbury Engineering building standard for door locks that is installed and operating campus wide at the West Roxbury VAMC. Corbin Russwin products are compatible with the Kaba Peaks keying system used on the West Roxbury VAMC campus; other manufacturer’s door locks may not be compatible with the Kaba Peaks keying system and may not operate properly or operate at all with the Kaba Peaks keying system. The West Roxbury campus has an existing locksmith with inventory of Corbin Russwin door locks and spare parts; it would be uneconomical for VA locksmith to create additional inventories of other manufacturer’s door locks.
Therefore, only this manufacturer’s products are acceptable; no substitutions.
b) Kaba Peaks Lock Cylinders with Removable Cores – Kaba Peaks Lock Cylinders with Removable Cores is the existing VA West Roxbury Engineering building standard for door lock cylinders that is installed and operating for the keyed security system campus wide at the West Roxbury VAMC. Other manufacturer’s cannot make the Kaba Peaks lock cylinder and would not be compatible with the existing keyed security system. The West Roxbury campus has an existing locksmith with inventory of 6-pin LFIC; in order for the new door lock cylinders with removable cores on this project be coordinated with the existing locksmith and inventory, the door lock cylinders with removable cores must be Kaba Peaks 6-pin LFIC door lock cylinders with removable cores. Therefore, only this manufacturer’s products are acceptable; no substitutions.
c) General Electric/EST-3 Fire Alarm System as assemble and bench tested by the manufacturer of record, Signet Electronic Systems, Inc.: General Electric/EST-3 Fire Alarm System as assembled and bench tested by the manufacturer of record (Signet Electronic Systems, Inc.) is the existing fire alarm system installed https://www.acquisition.gov/?q=/browse/far/13

National Fire Protection Association (NFPA), Building Code, Life Safety Code and VA Standard require Fire Alarm systems to be the product of one manufacturer to maintain UL listing, NFPA compliance testing and hospital certification. This project will include fire alarm system installation that is an extension of the existing campus wide code compliant and certified fire alarm system. Any products to be used on the existing fire alarm system must be the existing system’s products In order to ensure system compatibility and to maintain manufacturer’s warranty;
other manufacturer’s components may not operate properly or operate at all on the existing system.
Therefore, only this manufacturer’s products are acceptable; no substitutions.
d) Electronic Safety & Security – The entire Medical Center Complex (all three divisions) is on a Hirsch Electronic card access system. The system provides security to the complex and is connects directly to monitors in the Police headquarters at all three divisions. The nodes of the system are in controlled spaces throughout the facility, access to the spaces is strictly controlled to assure the security of this system and other critical information systems in these spaces. The system as a whole, over $3,500,000 of installed equipment, is an essential part of assuring Safety & Security of patients and staff at the Medical Center with monitoring capabilities. Accordingly as we look toward adding small new pieces to the system it is essential that we safeguard our investment and the systems overall integrity. The recommended source has demonstrated both the ability to install the system properly and to troubleshoot problems when they occur. The workmen have shown that they are reliable and can be trusted. This is essential because of the spaces they will be working in. No other contractor has the information, nor does the VA have an adequate inventory and description in order to allow other to provide proposals. Moreover, if another contractor performed work on the system and the VA had problems after the fact with the system, the government could certainly end up in a dispute not easily resolvable as each vendor could blame the other for the problems with the system and the VA, even with the devotion of a lot of time, would be hard pressed to determine who was at fault. Engineering Service believes that a critical system like this one needs to be taken care of and modified by a single company so that when there are problems a single course can be contacted for immediate correction.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was not conducted in association with this request. The reason is that the products and services to be sole sourced were previously obtained through full and open competition procedures and are now integral parts of existing facility systems.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
