Replace Damaged Doors and Replace Card Access System 523A4-12-207 RFI’s
1. The drawings for the aforementioned project contain references to alternate pricing. The bid form shows lump sum pricing. Which is correct? Please advise.
Provide a lump sum price for the whole project to include all alternate deducts in the drawings (per the solicitation, for Volume II: Price Proposal Requirements an itemized price breakdown is also to be submitted with the proposal). Per the SOW, there is only one item listed which represents the work for the entire project. All alternate deducts listed in the drawings are part of the project.
2. Need clarification on the line item under the door sizes – line item # 3 – odd/even numbers. What are the odd/even numbers in reference to? The door # or the door size?
“EVEN NUMBERS ARE METAL; ODD NUMBERS ARE WOOD” per detail on drawing A60-01
3. Per the specs the exterior doors/frames are intended to be blast resistant. Are all exterior doors/frames the only blast resistant doors?
Doors with blast/ physical design requirement is listed in attached “Appendix A-VAMC Door List”.
4. Under modifications for the doors, there are a few doors with the modification “U” – what is this modification as there is no details for “U”. Please advise.
Per door size table on drawing A60-01, U is width of 3’6’’.
5. The hollow metal door spec section 081113 references blast resistant door requirements. I cannot find any reference to which door locations require blast resistant frames/doors. Please provide a list of the required blast resistant locations.
Doors with blast/ physical design requirement is listed in attached “Appendix A-VAMC Door List”. (See attachment)
6. On page 11 of the solicitation in Section 3 – Past Performance a Past Performance Information Form is referenced to be used. A Past Performance Questionnaire to be sent out to prior clients was provided in the solicitation documents, are we to use this instead? If not, can you please provide the Past Performance Information Form.
The “S02 Past Performance Questionnaire” attachment that was provided in the solicitation is the one to be used. Per the solicitation, “This information shall be submitted on the Past Performance Information Form that is attached”. Please use the attachment that was included in the solicitation.
7. What does the $80,000.00 shown on the attached document represent? Are we to carry this figure within our estimate as door replacement costs? Please explain.
The $80,000 shown on the “P03 – SSJ” solicitation attachment is simply an estimated cost of proprietary products/materials which are to be used for this project. The offeror decides how to carry those costs in their proposals.
8. The submission is only (1) email of required documents to you and Volume 1 & Volume 2 & 1 original & 1 copy are not required, correct?

Proposals shall be submitted electronically to the Contracting Officer (CO) at Michael.Muller@va.gov not later than closing date and time specified on SF1442, block 13a or as amended on SF30.
SUBMISSION OF PROPOSAL
Important Note: Respond to all requirements of the solicitation. Failure to provide the information required will render the offer unacceptable. The Government intends to award a contract resulting from this solicitation without holding discussion, therefore, offerors shall ensure that their initial proposal provides the best terms from a price and technical standpoint.
Offerors shall submit proposals, in response to this solicitation, in two separate volumes as follows:
VOLUME I – MANAGEMENT APPROACH and PAST PERFORMANCE: Include all information required for evaluation, excluding any reference to price. Offerors shall provide 1 Original of Volume 1. Address all required evaluation criteria in above paragraphs.
VOLUME II – PRICE: Include all information required for evaluation as well as the required completed solicitation sections. Offerors shall provide 1 Original of Volume II. Address all required evaluation criteria, as specified below.
VOLUME I: Requirements for Proposal Content:
The proposal shall concisely describe the offeror's response to the requirements of the solicitation. Elaborate artwork, expensive paper or bindings, and expensive visual or other aids are not necessary. Additionally, the use of general or vague statements such as "standard procedures will be used' or "good business practices will be employed' are not acceptable. Tab each section and number each page in each section. Provide a table of contents.
VOLUME II: Price Proposal Requirements The price proposal shall consist of the following: The offeror shall complete the SF1442 and pricing schedule and submit to the Contracting Office prior to or on the date specified for receipt of proposals. The offeror shall also submit, with the above documentation an itemized price breakdown with their proposal in sufficient detail to permit a complete analysis of labor burden, materials, equipment, transportation, supervision, disposal costs and overhead and profit and shall cover all work involved in the contract.
