About this file

This is an agency overview document from the Nevada Department of Wildlife (NDOW) describing the Habitat Conservation Framework Portal and its associated contract opportunity. The NDOW, whose mission is to protect, conserve, manage, and restore wildlife throughout Nevada, developed the Habitat Conservation Framework Portal to support critical functions including funding proposal processing, project data repository management, and project reporting. The portal serves as a central hub for the agency's conservation initiatives, which encompass big game collar monitoring, habitat restoration, habitat improvement, and wildlife research. The initial contract for portal development and maintenance ran for four years with an option to extend for two additional years and expired in October 2025. The new contract solicitation will cover a two-year term with an option to extend for an additional two years and will focus on necessary system maintenance and minor improvements on an as-needed basis.

The document does not provide specific information regarding pricing terms, set-asides, incumbent contractors, funding amounts, or other financial details. However, the contract represents the continuation of an established system critical to NDOW's adherence to Nevada Revised Statutes (NRS) and Nevada Administrative Code (NAC) requirements, as well as the agency's project administration and funding processes.

Overview/Goals/Agency History- Habitat Conservation Framework Portal

The Nevada Department of Wildlife’s mission is “To protect, conserve, manage, and restore wildlife”. With that objective, the agency is actively engaged in project work around that state to coordinate and improve wildlife conservation for all Nevadan’s. These projects include but are not limited to big game collar monitoring, habitat restoration, habitat improvement, and research to better inform the agencies decisions in all these arenas.

Central to that mission is the need for funding and project administration. The NDOW contracted the construction of a database application, now called the Habitat Conservation Framework Portal (HCF Portal) to do just that. The portal supports a process for funding proposals, project data repository, and project reporting functionality. All these functions being critical to the success of the agency but also adherence to state NRS and NAC. The portal now serves as a central hub for a large proportion of NDOW’s efforts towards greater conservation through project work.

To initiate the construction of the portal, an RFP was developed for both the development of the portal but also the maintenance required to keep it in good running order. The initial RFP allowed for a term of four years with the option to extend for two additional years for maintenance. This contract expired in October 2025 requiring a new contract to continue necessary maintenance and minor improvement on an as needed basis. This contract will be offered for a period of two years with an option to extend for another two years.
