About this file

This cost estimate document pertains to the Oriole Beach Boat Ramp Improvements project in Santa Rosa County, Florida, with preliminary design prepared in May 2023. The project encompasses two construction scenarios: the OPC Boat Ramp with cast-in-place concrete construction and a more comprehensive Boat Ramp & Upland Site Improvements option. The first scenario includes mobilization, traffic control, demolition, erosion prevention, dewatering, vinyl sheet-pile seawall construction (189 linear feet), concrete bulkhead (188 linear feet), reinforced concrete ramp (321 square yards), curbing (118 linear feet), and site restoration. The second scenario incorporates all elements from the first option plus underground stormwater system installation, concrete pavement (3,145 square yards), pavement markings, signage, Type "D" curbing (42 linear feet), landscape and irrigation improvements, and additional site restoration. Santa Rosa County Board of County Commissioners issued solicitations for properly licensed and insured contractors with question deadlines of February 23, 2026, and March 13, 2026, with proposal submission deadlines of March 9, 2026, and March 23, 2026, respectively, via the county procurement portal with public opening via Teams.

The OPC Boat Ramp scenario carries a subtotal of $1,076,010 with a 20 percent contingency allocation of $215,202, resulting in a total project cost of $1,291,212. The comprehensive Boat Ramp & Upland Site Improvements scenario has a subtotal of $1,538,400 with a 20 percent contingency of $307,680, totaling $1,846,080. Unit pricing varies by construction component, ranging from $45 per linear foot for standard curbing to $1,500 per linear foot for seawall and bulkhead work, and $1,200 per square yard for reinforced concrete ramp construction. Santa Rosa County encourages participation from all business segments including small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, with the county reserving the right to waive irregularities, reject bids, and award based on determination of best county interest.
