About this file

This cost estimate document pertains to the Oriole Beach Boat Ramp Improvements project in Santa Rosa County, Florida, as prepared for the preliminary design phase dated May 26, 2023. The Santa Rosa County Board of County Commissioners is seeking bids from properly licensed and insured contractors for construction of the boat ramp improvements project. The scope includes two alternative design approaches: an OPC Boat Ramp with cast-in-place construction and a Boat Ramp with upland site improvements. Common elements in both designs include mobilization/demobilization, maintenance of traffic, demolition, erosion and water pollution control, dewatering, vinyl sheet-pile seawall (189 linear feet), concrete bulkhead (188 linear feet), and reinforced concrete ramp (321 square yards). The upland site improvements alternative adds underground stormwater systems, concrete pavement (3,145 square yards), pavement markings, signage, curbing, landscape and irrigation, and additional site restoration. Questions regarding specifications must be submitted through the Santa Rosa County Procurement Portal by 12:00 pm on Friday, March 13, 2026, with proposals due by 10:15 am on Monday, March 23, 2026, at which time bids will be publicly opened via Teams.

The preliminary cost estimate for the OPC Boat Ramp alternative totals $1,291,212, including a 20 percent contingency ($215,202), with a subtotal of $1,076,010. The alternative design including upland site improvements is estimated at $1,846,080, including a 20 percent contingency ($307,680), with a subtotal of $1,538,400. Contractors must be properly licensed and insured, and Santa Rosa County encourages participation from small businesses, minority-owned enterprises, women-owned businesses, and disadvantaged business enterprises. The County reserves the right to waive irregularities in bids, reject any or all bids for documented reasons, and award the bid determined to be in the best interest of Santa Rosa County. The procurement is open to all qualified contractors with no specific set-aside designations mentioned in the available documentation.
