About this file
This document is a Request for Quotes (RFQ) issued by Marion County, Oregon for Microfilm Imaging Services (Solicitation CO1626-25) for Permanent and Long-Term Public Records. The RFQ was released on May 5, 2025, with questions due by May 12, 2025, at 5:00 PM Pacific Time, and the offer due date extended to May 29, 2025, at 2:00 PM Pacific Time. Potential vendors must submit all interactions and responses through the Marion County Procurement Collaboration Portal, which requires creating an account 15-30 minutes before file submission. The procurement process involves logging into the portal, navigating to the specific solicitation, viewing documents, registering as a respondent, and submitting comprehensive response documents.
The RFQ does not specify precise budget ranges or current incumbent vendors. Vendors must demonstrate expertise in digital imaging, records management, and technical capabilities to convert microfilm documents into digital formats suitable for long-term preservation and access. The digital procurement process suggests a preference for technologically sophisticated vendors with robust digital document management capabilities. Attachment B, the Quote Form, was revised to remove the last bid item, and all revised documents, questions, and answers will be available through the procurement portal. The solicitation appears to be an open competitive process accessible to qualified vendors, with no explicit set-aside designations or disadvantaged enterprise requirements mentioned in the available documentation.
