About this file
This document is an Ombudsman provision for a federal contract acquisition. An ombudsman has been appointed to hear and facilitate resolution of concerns from offerors, potential offerors, and other interested parties. The designated ombudsman is Lt. Col Barbara Divine, Director of Staff, AFICC/KT, located at 2035 First Street West, JBSA Randolph TX 78150-4304, reachable at telephone 210-652-7822 or barbara.divine@us.af.mil.
Interested parties must first address concerns directly with the contracting officer before consulting the ombudsman. Contacting the ombudsman does not alter or postpone timelines for other processes such as agency-level bid protests, GAO bid protests, requests for debriefings, or employee-employer actions. If resolution cannot be achieved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, concerns may be escalated to the Department of the Air Force ombudsman, the Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, located at 1060 Air Force Pentagon, Washington DC 20330-1060, reachable at phone (571) 256-2395 or facsimile (571) 256-2431. The ombudsman maintains strict confidentiality of concern sources when requested and has no authority to render binding decisions on the agency. Inquiries regarding solicitation copies, offer due dates, or technical requirements should be directed to the contracting officer, not the ombudsman.

Ombudsman
1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
