About this file
This is an Offer and Acceptance document from the City of Tucson, Arizona for a Qualified Vendor List (QVL) for Green Stormwater Infrastructure (GSI) Landscape Maintenance. The City solicits proposals from qualified firms to provide specialized landscape and maintenance services for GSI assets on public property, including routine maintenance, certified herbicide application, rainwater harvesting cistern maintenance, consultation and outreach services, GSI reconstruction, manual or truck watering, and irrigation system oversight and repair. The initial proposal submission period opens March 13, 2025, with continuous submissions accepted through May 22, 2025, followed by reviews every three months thereafter. The contract period runs from April 10, 2025, through April 10, 2030. Contractors will be evaluated based on their experience providing specific services, ability to maintain GSI assets, capacity to manage trash and debris, control invasive vegetation, ensure structural integrity, and maintain site accessibility. Work orders will be issued through the City's Hexagon Enterprise Asset Management System, and contractors may propose services for one or more service groups.
Contractors must submit pricing on a cost-per-hour basis with transportation fees calculated at the federal standard rate per mile. Vendors will be placed on a Qualified Vendor List from which the City may award contracts based on proposed service groups. The program, administered by Tucson Water, supports approximately 500 GSI assets with new assets added annually. The Storm to Shade Program is funded by a consumption-based fee on Tucson Water customers, with total maintenance program expenditures of $723,146 reported for fiscal years 2023 and 2024 and a fund balance of $9,522,576 as of June 30, 2024. Contractors must supply and maintain necessary maintenance equipment and supplies. The City reserves the right to adjust scope on an as-needed basis and requires contractors to report work using a digital application.
