About this file
This is a Certified Disadvantaged Business Outreach Plan attachment to a Request for Proposal issued by the Oregon Department of Administrative Services (DAS) Procurement Services on behalf of the Oregon Employment Department (OED) for the procurement of an Enterprise Service Management System. The RFP, identified as S-DASOBO-00017784, anticipates the award of one contract. The attachment requires proposers to document their outreach efforts and commitments to engage Certified Firms—small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID) as minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses—in subcontracting opportunities resulting from this procurement.
Proposers must complete the outreach plan by disclosing their own certification status, listing prior contractual relationships with Certified Firms and other diverse businesses from the past two years, identifying anticipated subcontracting opportunities with approximate dollar values, and describing the specific steps they will take to solicit Certified Firms for participation. Proposers must also indicate willingness to report subcontractor identities and subcontract values to COBID upon contract award. The information submitted in response to this outreach requirement is not scored as part of the proposal evaluation, but submission is mandatory for any proposer anticipating subcontracting opportunities. This requirement ensures that Certified Firms receive equal opportunity to compete for and participate in contract performance financed with state funds.
