About this file
This document is a Questions and Answers (Q&A) file for the National Geospatial-Intelligence Agency's (NGA) Operations Development and Innovation III (ODIN III) Request for Information (RFI). The document clarifies multiple submission details, primarily focusing on white paper requirements. Key points include a 7-page limit for white papers (not counting cover page or table of contents), allowance of 9-point font for tables and graphics, and instructions to submit responses using the ODIN_III_RFI_Response_Template. The RFI is part of NGA's market research for a future software development and deployment contract estimated at approximately $50M, with a base period plus four option years and an anticipated award date of 3/26/2026.
The document reveals NGA is open to responses from various vendors, including small businesses, and is considering potential industry day or virtual sessions as part of their market research. Contractors must submit questions and white papers separately by April 30, 2025, at 1600 EST. While specific task order details are not yet determined, NGA will evaluate acquisition strategies after completing market research. Notably, NGA facilities will not be available for contractor full-time employee (FTE) space, and the agency will host capabilities across three networks: UC, SC, and TC.

NGA Response In your subject RFI, the RFI indicates: "White papers shall be in Microsoft Word for Office or compatible format and shall not exceed ten (7) pages (not including a cover page)."
Can you clarify if the limit is ten (10) or seven
(7) pages?
The page limit for the white paper (also known as capability statement) is seven (7) pages of content. A title page or table of contents can be added in addition to the 7 pages of content.
The white paper is to be submitted separate from the required response template. The required response template will not be included in the 7 page content limit set on the white paper. The required response template shall only be used to answer what is being asked and not to extend the white paper.

# Reference Description Question NGA Response
1 RFI 7.0 (p 4) States the response shall not exceed ten (7) pages. 7 or 10?
Can the Government please confirm the page limit is 10 pages to accommodate the volume of data being requested?
The limit is seven (7) pages.
2 RFI 7.0 (p 4) General guidelines for response.
Will the Government please allow tables and graphics to contain a smaller font like 9 pt?
Font on tables and graphics can be at 9pt.
Please keep font at Times Roman 11pt for remainder of document.
3 RFI 7.0 (p 4) General guidelines for response. Request is to use the “ODIN_III_RFI_Response_Temp late”.
Will the Government please confirm the response template containing the administrative data should be submitted as a separate file and does not count against the response page limit?
ODIN III Response template should be submitted as a separate document and does not count towards the response page limit.
The RFI states the following: "White papers shall be in Microsoft Word for Office or compatible format and shall not exceed ten (7) pages (not including a cover page)." Can you please clarify whether the maximum page count is 10 or 7?
The limit is seven (7) pages.
Also, I assume a table of contents would be excluded from the page count. Can you confirm?
The limit is seven (7) pages, not including table of contents, and a table of contents or title page can be added.
According to the RFI, "Questions regarding this RFI should be submitted via the “ODIN_III_RFI_Response_Template” document."
Does that mean you wish us to complete the Response Template questions, and submit it with our questions appended to the bottom of the Template?
At time of question submission, the contractor should submit questions on the response template and can leave the existing template questions blank. At time of white paper submission, Contractor shall submit the white paper and the response template separately, where the white paper does not exceed 7 pages of content.
I assume then that we would then also re-submit the completed Template with the actual RFI Response by the 30th as well.
Yes, the RFI deadline is April 30, 2025, 1600EST.
We just wanted a quick clarification regarding the White Paper required for the response should that be 7 or 10 pages? Or did you mean it should be a maximum of 10 pages? Feel free to reach out should you have any questions.
f) While we do not currently own SCIF space, we have access to vetted SECRET level space and will lease/construct SCIFs as required. FTE placement at NGA facilities is available at program start.
NGA facilities will not be available for contractor FTE space.
In the RFI document it currently reads "White papers shall be in Microsoft Word for Office or compatible format and shall not exceed ten (7) pages (not including a cover page).”
Is the page count 7 or 10 pages? The limit is seven (7) pages.
Would the Government be open to accepting subcontractor-focused responses from highly capable small businesses such as Contractor to support ongoing teaming and innovation under ODIN III?
Responses are welcome from any responder that feels they can fulfill what is being asked.
Does NGA anticipate releasing future task orders or spin-off opportunities from ODIN III that may be suitable for 8(a), EDWOSB, or WOSB small business set-asides?
NGA will determine acquisition strategies after conducting market research.
Would the Government consider hosting an industry day or virtual session to brief vendors—particularly potential teaming partners—on ODIN III scope evolution, tech stack expectations, and security requirements?
