About this file

This document is a two-page overview of MapCache, an open-source geospatial data application developed by the National Geospatial-Intelligence Agency (NGA). MapCache is a cross-platform, self-service app that transforms geospatial data into GeoPackages, enabling users to view, manage, and share maps in connected and disconnected environments. The application is designed for disaster response personnel, search and rescue teams, and other professionals who need mobile map interfaces in challenging operational conditions.

Key features include support for multiple file formats (GeoPackage, Shapefile, KML/KMZ), web services integration, and the ability to download and store offline maps. The application is available on GitHub, Google Play, and the App Store under an MIT License, which allows collaborative development. Future releases will include additional desktop capabilities like creating GeoPackages using Plate Carrée projection and supporting more geospatial file formats, as well as mobile enhancements such as MGRS and GARS grid overlays and custom feature styling. The document is associated with NGA's upcoming ODIN III contract for software development, estimated at $50M with an award date of 3/26/2026.

Overview MapCache is an easy-to-use, cross-platform, self-service app which transforms geospatial data into GeoPackages for on-the-go use in areas with limited or no connectivity. Built with NGA’s open source GeoPackage library, an Open Geospatial Consortium (OGC) certified reference implementation, MapCache provides the most up to date integrations with GeoPackages.

What is GeoPackage?

GeoPackage was designed by the OGC as an open, platform-independent, portable, compact data format for transferring geospatial information. The GeoPackage encoding describes a set of conventions for storing vector features, tile matrix sets of imagery and raster maps at various scales, attributes (non-spatial data) and exten-sions.

The NGA develops and maintains OGC compliant GeoPackage libraries for several programming languages, all of which are used by MapCache to bring advanced geospatial functionality to multiple platforms.

Who is MapCache for?

MapCache is ideal for disaster response personnel, search and rescue teams, and others that need to interface with mobile maps to assist with their tasks in any environment both connected and disconnected. Using MapCache, users can:

►Significantly decrease the time and complexity of managing and sharing geospatial data ►Support a range of missions including complex emergencies, security events, remote deployments, and more ►Easily create offline maps

What Can Users do with MapCache?

►View, manage, and share GeoPackages ►Save maps for use in disconnected environments

►Add data fields and attachments to map features ►Download tiles from web services

What Is MapCache?

MapCache Take Your Maps Anywhere

MapCache is an application that allows users to a easily bring geospatial data to denied, disrupted, intermittent and limited environments for a variety of mission use cases.

Benefits of MapCache ►Provides data in the interoperable and OGC-compliant GeoPackage format that can be used in connected and disconnected environments

►Utilizes the NGA’s reference implementation of GeoPackage

►Easy-to-use interfaces that utilizes modern UI/UX practices

►Simplifies the process for sharing GeoPackages on mobile devices

►Stores maps offline so the application remains functional even if the device loses network

Technology Talk For Developers MapCache is a secure, cross-platform application that can be easily downloaded from GitHub, Google Play, and the App Store. The MapCache code is open source. Developing MapCache under an open source license allows for collaborative development among analysts, developers, and geospatial enthusiasts. Now a broader, more diverse community can work together to bring improvements to the program baseline faster, which ultimately benefits the entire geospatial enterprise. MapCache is currently licensed under the MIT License which formally allows the software to be used, modified and shared (in accordance with license notices and disclaimers) for any purpose without infringing on any patents or concern for royalties.
