About this file
This is an Entertainment Tech Pack document for the Ocean Center, a county-owned multi-venue facility in Volusia County, Florida, supporting the County's Invitation to Bid 26-B-36JJ for comprehensive production services. The Ocean Center comprises four primary event spaces: a 42,000-square-foot arena with 7,820 total seats and flexible configurations, a 93,000-square-foot exhibit hall with 9,000 standing capacity, a 12,000-square-foot ballroom accommodating 1,000 seated or 1,600 standing, and a 700-seat amphitheater (Lyonia Amphitheater). The facility provides technical infrastructure including 10 chain motors rated for rigging, 31 square truss sections and 24 triangular truss sections, rigging points rated at 4,000 pounds (32 points) and 8,000 pounds (3 points), dual arena loading docks with 12-foot width by 10-foot height drive-in doors and six exhibit hall loading bays with 16-foot width by 20-foot height drive-in doors. The County seeks qualified vendors to provide delivery, setup, operation, and strike of professional-grade audio, lighting, video, and special effects equipment meeting or exceeding existing inventory specifications, along with trained and certified personnel to support approximately 15 annual ticketed events. Question submission deadline is January 28, 2026, at 11:59 p.m., with proposal submissions due February 11, 2026, at 3:00 p.m. EST via the County's eProcurement Portal; the contract term is three years with two optional one-year renewals subject to mutual written agreement and County Council approval.
Evaluation will prioritize the Production Inventory Rental Pricing Table to identify the lowest bidder, with additional consideration of technical service and staffing costs. The County offers local preference discounts of up to 5 percent for established local businesses, 3 percent for local businesses, or 2 percent for prime contractors with 51 percent or more subcontractor work performed locally, provided the price differential does not exceed $25,000. Respondents must demonstrate operational capacity within 250 miles of the Ocean Center, provide references for three similar projects completed within the last three years, and maintain 24/7 on-call availability with capability to handle quick-turn events requiring less than 48 hours notice. The base rental per day includes facility rental, front-of-house staff, perimeter security, guest services, box office staffing, crowd management, ushers, administrative overhead, traffic control, emergency medical services, one lighting and sound technician, dressing room access, housekeeping, six spotlights, stage electrical, and staging up to 80 feet wide by 40 feet deep by 4 feet high. Additional costs cover requirements such as additional staging, riggers, electrical installations, spotlight operators, post-show cleaning, catering, stagehands, magnetometers, and event security or police. Payment terms are net 20 business days from invoice receipt, with interest accruing at 1 percent monthly on undisputed invoices unpaid after 30 days; annual price redeterminations are permitted after the first year based on documented increases in wages, fuel, or materials using the Employment Cost Index or Producer Price Index.
