About this file

This is a General Terms and Conditions document for Oconee County Board of Commissioners, establishing the contractual framework for public works construction and service contracts. The document provides standardized provisions applicable to the Bridge Repairs project, which requires qualified contractors to repair two bridges and replace expansion joint seams on five additional bridges throughout Oconee County. Contractors must be GDOT pre-certified. Sealed bids were due by 10:00 a.m. on April 16, 2026, with submissions accepted at the Oconee County Finance Department, 7635 Macon Highway, Box 700, Watkinsville, Georgia 30677. The bid opening was scheduled for the same date and time at the Oconee County Administrative Building North High Shoals conference room. Addendum 1 contained pre-bid meeting minutes, updated scope of work, and revised bid response forms, while Addendum 2 provided responses to contractor questions. The contract may be renewed for up to four successive one-year periods contingent upon annual budget appropriation by the Board of Commissioners.

The General Terms and Conditions establish comprehensive requirements for contractor performance, including mandatory bid bonds at five percent of total bid amount and performance/payment bonds at one hundred percent of contract value upon award. Work must commence on a date specified in the Notice to Proceed and proceed regularly and diligently to completion within specified timeframes; liquidated damages apply for failure to meet contract deadlines. The County retains the right to issue change orders for modifications within the general scope of work, with compensation determined by mutual agreement. Progress payments of 95% of completed work are made prior to substantial completion, with final payment terms of 20 days for electronic ACH transfers or 30 days for paper checks. Contractors must provide all labor, materials, equipment, and temporary construction necessary to execute and complete the work. The contract is governed by Georgia law and may be terminated by the County with 30 days' notice for convenience or immediately for cause; contractors may terminate with 60 days' notice. All work and documentation become the property of Oconee County upon completion.
