About this file
Addendum 1 to ITB# 26-03-011 is issued by the Oconee County Board of Commissioners and modifies the original solicitation documents dated March 19, 2026 for bridge repairs throughout Oconee County, Georgia. The project requires qualified contractors to repair two bridges—Simonton Bridge Road over Middle Oconee River (Serial No. 219-0017-0) and Barnett Shoals Road over Oconee River (Serial No. 219-5027-0)—and to replace expansion joint seams on five additional bridges located at Mars Hill Road, Epps Bridge Road, Barnett Shoals Road, Simonton Bridge Road, and Malcom Bridge Road. Work scope for the two primary bridges includes cleaning and painting steel beams and bearing assemblies, repairing scour damage at multiple bent footings, repairing spalling with exposed rebar, and removing drift. The mandatory pre-bid meeting was held on March 31, 2026 at 10:00 a.m., with attendance required for bid submission eligibility. Three prospective bidders attended: Griffin Williams (Williams Contracting Company), Ben Colson (Georgia Bridge & Concrete), and Varun Sangojv (MPW Ingra/WCM). Sealed bids must be submitted by 10:00 a.m. on April 16, 2026, with public bid opening to follow at the Oconee County Administrative Building. All work must be completed within 120 calendar days of Notice to Proceed, with preference for completion by June 30, 2026 (end of fiscal year). Contractors must be GDOT pre-certified for bridge repairs and maintain qualifications for traffic control.
Contractors are responsible for all labor, materials, equipment, traffic control, and removal and disposal of materials at no additional cost to the County. Lane closures are preferred between 8:30 a.m. and 2:30 p.m. on weekdays to accommodate school traffic, with Saturday work permitted and Sunday work discouraged. All work must comply with Georgia Department of Transportation Standard Specifications for Construction of Roads and Bridges and the current Georgia Manual of Uniform Traffic Control Devices. Contractors must coordinate with Oconee County Public Works Department and provide certified flagmen for traffic control. Written questions submitted after the pre-bid meeting had a deadline of 5:00 p.m. on April 6, 2026, with responses posted by 5:00 p.m. on April 10, 2026. The addendum clarifies that painting requirements include steel beams and bearing assemblies, and notes that scheduling constraints for certified painters may necessitate deferring painting work until winter if completion before June 30 is not feasible. All bidders must provide valid E-Verify numbers with their submissions or risk rejection at bid opening.

TO: All Prospective Bidders
FROM: Procurement Officer
RE: ITB# 26-03-011 Bridge Repairs
The following changes are to be incorporated into the solicitation documents dated March 19, 2026. All those receiving this addendum should modify their documents to show the below described changes.
Pre-Bid Meeting Minutes & Sign-In Roster
Updated Scope of Work
Updated Bid Response Form
All questions shall be directed to Ms. Jessica Ellis, Procurement Officer via email at ocbids@oconee.ga.us
Jessica: Good morning everyone, we will go ahead and get started. I think everyone had a chance to sign in. My name is Jessica Ellis and I am the Procurement Officer for Oconee County. Also representing the County today is Michael Weathers, Road Superintendent and Debbie Smith, Administrative Assistant. We are all here today for the pre-bid meeting for ITB# 26-03-011. This solicitation was issued on the County’s website and the State’s website on March 19th. Oconee County is soliciting bids from contractors interested in repairing two bridges and replacing expansion joint seams on five bridges located throughout Oconee County.
Before we get into the project, just a few reminders on the bid process. This meeting was mandatory, so attendance is required to submit a bit. Any bid submitted without a valid E-Verify number will be rejected at the bid opening. The minutes and sign-in sheet from today will be posted online as well as sent directly to the email addresses listed on the sign in sheet. Any questions we can’t answer today, we will provide an answer in the minutes. Any questions that come up after the meeting will need to be submitted in writing via email to ocbids@oconee.ga.us and the deadline for those is going to be 5:00 pm on April 6th. A response to any questions we receive will be posted online and emailed directly by 5:00 pm on April 10th.
All submissions must be sealed and clearly marked Bridge Repairs. It should have your company’s name and address on the outside. Bid submissions can be mailed in or hand delivered. If you mail in, please give it plenty of time to get here before the deadline. If you hand deliver, please come to the upstairs reception desk and use the phone provided to call Finance and someone will come out to get the bid. We do not consider a bid received until we have it in hand. The deadline to submit a bid is 10:00 am on April 16th. Following that deadline, we will have the bid opening here in the North High Shoals conference room.
Any questions on that process? If not, Michael will discuss the project and then open the meeting to questions. After we finish here, we will go visit the two bridges being repaired and you will have the opportunity to ask additional questions on site.
Michael: Anyone bidding on this project should be GDOT pre-certified for bridge repairs and have the qualifications required for traffic control. We would like to see this project completed prior to June 30th (end of our fiscal year) but it must be completed within 120 calendars days of the Notice to Proceed is issued.
One of the bridges lists the removal of driftwood. That possibly will be taken care of in house. We are looking for the cleaning, painting and repairs. Once we get onsite, I’ll show what we are looking for. Both the bridges being repaired are pretty much parallel to each other. Approx. 8 miles apart at the Clarke county line on both Simonton Bridge Road and Barnett Shoals Road. On the other bridges, some of the expansion joint seams have dried up and gapped open so we would like to have those sealed as preventative maintenance. Everything needs to be completed by GDOT’s specifications.
(Simonton Bridge Road On site)
Michael: This bridge is at the Oconee County/Clarke County line. The best access is on the left side of the bridge on the Oconee side. You should be able to get vehicles down there.
Bidder: Are there time restrictions on lane closures?
Michael: We try to work around school traffic so lane closures ideally will be between 8:30 am and 2:30 pm. We can make something work outside of those hours if needed, but you will need to let me know in advance so we can make any necessary arrangements. When it comes time to have lane closures, we can provide a sign on our side, and I will ask Clarke county to put up a sign on their side given people advance notice of the closure.
Bidder: How often will County staff be on site?
Michael: County staff may stop by a couple times throughout the day as we ride by, but we won’t be here all day. We are available if/when you need us.
Bidder: Can we work on the weekends?
Michael: We prefer contractors not to work on Sundays but Saturdays are fine. The lane closure hours would most likely be extended but that can be discussed in detail with the awarded contractor.
Bidder: The scope of work says to paint just the bearings. Is that correct?
Michael: That needs to be updated to painting the steel beams and bearing assemblies.
Jessica: I will issue an updated scope of work with the minutes.
Bidder: Most of the GDOT certified painters are up north during this time of year because of the warmer weather. That might cause an issue in scheduling the painting within the project completion timeframe. What should we do?
Michael: We will figure it out when the time comes. If it can’t get done before the end of June, we might have to push that part off until the winter. We will work with the awarded contractor.
