PRE-SOLICITATION: COMPUTATIONAL FLUID DYNAMICS (CFD) MODELING AND SIMULATION SUPPORT FOR CONTAINMENT AND MIXING STUDIES
GENERAL INFO:
| Document Type: | Pre-solicitation Notice | |
| Solicitation Number: | NRC-HQ-60-15-R-0005 | |
| Classification Code: | A – Research & Development | |
| NAICS Code: | 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) |
CONTRACTING OFFICE ADDRESS:
U.S. Nuclear Regulatory Commission Acquisition Management Division U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Mail Stop: TWFN 05E02
DESCRIPTION:
During some severe accident scenarios in light water reactors, a significant amount of hydrogen and some carbon monoxide (from concrete) is released into the reactor containment building. The U.S. Nuclear Regulatory Commission (NRC) is interested in improving its ability to predict the distribution, stratification, and combustion of the gasses within the containment building. In addition, the NRC is interested in the effectiveness of accident management systems such as containment sprays, coolers, and passive auto-catalytic re-combiners (PARs). The goal of this research is the development of analytical tools including computational fluid dynamics (CFD) for an improved assessment of the aforementioned systems, a set of best practice guidelines for the application of CFD, and methods for the assessment of uncertainty.
The NRC will participate in the European Union sponsored project entitled HYCOSAM (Improvement of hydrogen and carbon monoxide explosion risk assessment models and safety management procedures) within the framework of the NUGENIA Association. The purpose of this project is to establish a data base for test scenarios that is representative of a severe accident in a light water reactor. The focus is on stratification, turbulent mixing, evaporation, condensation, and combustion phenomena, as well as the operation of mitigation systems such as sprays, coolers, and PARs.
The project will include re-evaporation, which NRC plans on adding to its existing calculation capability. In addition, NRC seeks to gain experience in the general area of turbulence modeling for stratified layers, combustion, and chemical reaction modeling. Experiments are being planned in a variety of small scale facilities with significant instrumentation in order to provide a data set for comparison with CFD and other types of reactor containment codes. The NRC’s participation in the program involves completing predictions using the FLUENT CFD code for a few of the tests in several facilities.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform CFD Modeling and Simulation Support for Containment and Mixing Studies, except for those items specified as Government-furnished property and services. The contractor shall perform to the standards in this contract.
This will be a small business set-aside competition for the award of an IDIQ Hybrid Labor Hour/Firm Fixed-Price type contract. The designated NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 500 employees. The government anticipates a four year contract period of performance with no option periods.
The Solicitation/Request for Proposal (RFP) will be issued utilizing FAR Part 15, source selection: best value/tradeoff process. The government anticipates release of the solicitation on or about March 19, 2015, with a projected closing date of April 16, 2015. These are projected dates and are subject to change. The solicitation will be available through the FedBizzOpps website at https://www.fbo.gov, and through FedConnect at https://www.fedconnect.net. All interested offerors shall be registered in FedConnect in order to be able to submit a proposal. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through FedConnect website and FedBizzOpps website. The solicitation document and its related documents, as appropriate, will be posted at these websites. Therefore, interested parties shall not send letters, e-mails, or faxes requesting copies of the RFP. Accordingly, telephone, maile, e-mail, or faxrequests will not be honored. Interested parties shall be responsible for monitoring the FedConnect website and the FedBizzOpps website to assure that they have the most up-to-date information regarding this acquisition.
The contracting officer has enabled the "Register as Interested Vendor" feature for the referenced solicitation number. Vendors can obtain more information on the Interested Vendors List (IVL) by clicking on the following link to the Vendor's Guide: https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf
The Government shall not reimburse interested parties for any costs associated with responding to this solicitation.
The government reserves the right to award without discussions therefore; the offerors initial proposal shall contain its best terms.
Interested parties doing business with the Nuclear Regulatory Commission must have a Data Universal Numbering System (DUNS) number and must be registered in the System for Award Management (SAM).
