Solicitation Questions and Answers

1) Question:

There was a very similar NRC solicitation in 2012, number RES-12-048 (https://www.fbo.gov/index?s=opportunity&mode=form&id=2895dfcf9f8ac891416436c73ff3460b&tab=c ore&_cview=1).

Can you tell me anything about the award for that solicitation (nothing appears to have been announced on FedBizOpps)

Answer: Solicitation RES-12-048 resulted in award no. NRC-HQ-13-C-04-0026 to Alden Research Laboratory, Inc.

2) Question:

Under Section I.1, clauses incorporated by reference include NRCAR I030. We were unable to find the contents of this clause. Could you please provide us with a link so that we may review it?

Answer: Refer to Amendment No. 000001. Section I.1 NOTICE LISTING CONTRACT CLAUSES INCORPORATED BY REFERENCE has been revised to eliminate the reference to NRCAR I030.

3) Question: We have interpreted that the RFP (with highlighted sections and other blank questions completed) need not be included with the technical proposal, but the highlighted sections, as well as other sections with questions to be completed may be filled out upon contract completion. Is this correct?

Answer: The offeror shall submit a signed copy of the solicitation offer and amendment(s). All applicable sections must be completed by the offeror at time of proposal submittal. Yes, there are areas identified as TBD, highlighted, and/or blank that will be filled in at time of award.

4) Question: If we do need to include the 63 pages of the RFP with the highlighted sections and open questions completed, it will not count against the 100 page limit of the technical proposal. Please confirm this is acceptable.

Answer: The signed solicitation offer package does not count towards the 100 page limit.

5) Question: The instructions state that the cost proposal should be submitted in Microsoft Excel or similar, but also that it be signed. Is it acceptable to place a digital graphic of a signature into a cell of the spreadsheet?

Answer: Yes, it is acceptable to place a digital graphic of a signature into a cell of the spreadsheet.
