The purpose of Amendment 000003 is to:
1) extend the closing date from May 11, 2015, at 5:00pm eastern standard time (EST) to May 12, 2015, 1:00pm EST; and

M.3 EVALUATION FACTORS
Factor 1, Personnel Capabilities; Factor 2, Technical Approach on Task Order 1; Factor 3, Technical Approach on the Base Indefinite Delivery Indefinite Quantity (IDIQ) contract;
Factor 4, Corporate Experience; and Factor 5 Past Performance; are listed in descending order of importance.
The following non-cost/price factors will be used to evaluate offers:
Evaluation Factor #1 Personnel Capabilities The Government will evaluate the qualifications of proposed personnel to perform their intended role(s).
Evaluation Factor #2 Technical Approach on Task Order 1 The Government will evaluate the extent to which the offeror’s proposal demonstrates a thorough understanding of the work described in the Statement of Work (SOW) for Task Order 1. The Government will evaluate the ability of the offeror to adequately staff the project to accomplish contract requirements.
Evaluation Factor #3 Technical Approach on the Base Indefinite Delivery Indefinite Quantity (IDIQ) contract The Government will evaluate the extent to which the offeror’s proposal demonstrates a thorough understanding of the work described in the Statement of Work for the base IDIQ.
The Government will evaluate the ability of the offeror to adequately staff the project to accomplish contract requirements. The Government will also evaluate the ability of the offeror to accommodate variable level of effort.
Evaluation Factor #4 Corporate Experience The Government will evaluate the offeror’s demonstrated Corporate Experience with requirements that are similar in scope to the current requirement.

Cost/Price Factor
The Government will evaluate the Offeror’s total cost/price for the Base IDIQ which will be derived by totaling the estimated ceiling cost/price for the Base Period and the Option Periods. The Government will also evaluate the total cost/price for Task Order 1. The government will also evaluate the proposed fixed loaded hourly rates for the Base Period and the Option Periods. The Government reserves the right to perform a cost realism analysis.
