SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 Title of Project
This is a non-personal services contract to provide Computational Fluid Dynamics (CFD) Modeling and Simulation Support for Containment and Mixing Studies.
C.2 Introduction
The contractor shall provide all personnel, equipment, supplies, facilities, materials, computer software, supervision, and other items and non-personal services necessary to perform CFD Modeling and Simulation Support for Containment and Mixing Studies, except for those items specified as Government-furnished property and services.
The contractor shall perform to the standards in this contract.
C.3 Background
During some severe accident scenarios in light water reactors, a significant amount of hydrogen and some carbon monoxide (from concrete) is released into the reactor containment building. The U.S. Nuclear Regulatory Commission (NRC) is interested in improving its ability to predict the distribution, stratification, mixing, and combustion of the gasses within the containment building. In addition, the NRC is interested in the effectiveness of accident management systems including but not limited to containment sprays, coolers, and passive auto-catalytic re-combiners (PARs). The goal of this research is the development of analytical tools including computational fluid dynamics (CFD) models for an improved assessment of the reactor and containment safety systems, a set of best practice guidelines for the application of the CFD models, and methods for the assessment of uncertainty in predictions.
The NRC may participate in the European Union sponsored project entitled HYCOSAM (Improvement of hydrogen and carbon monoxide explosion risk assessment models and safety management procedures). The purpose of this project is to establish a data base for test scenarios that are representative of a severe accident in a light water reactor. The focus is on stratification, turbulent mixing, evaporation, condensation, and combustion phenomena, as well as the operation of mitigation systems such as sprays, coolers, and PARs.
The project may include condensation, re-evaporation, advanced turbulence modeling, heat transfer, thermal radiation, combustion, and chemical reactions.
Experiments are being planned in a variety of small scale facilities in Europe with significant instrumentation in order to provide a data set for comparison with CFD and other types of reactor and containment codes. The NRC’s participation in the project involves completing predictions using the FLUENT or STAR-CCM+ CFD code for a few tests in several facilities.
C.4 Objective
The primary objective of this contract is to apply a CFD code to predict sets of test scenarios in separate facilities.
These predictions, along with specific sensitivity studies, shall be used to support the NRC participation in the HYCOSAM project, as well as to support the NRC’s efforts to understand basic phenomena of fluid stratification, turbulent mixing, evaporation, condensation, heat transfer, and combustion as it relates to nuclear power plant safety.
Model development and testing, scenario predictions, sensitivity studies, and model refinements shall be completed in order to determine which types of CFD options provide the most accurate solutions.
C.5 Type of Contract Contemplated
The contract type contemplated for this requirement is Indefinite Delivery Indefinite Quantity contract with Labor Hour and firm-fixed price task orders, as applicable.
C.6 Scope of Work
The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). All tasks under this SOW will be accomplished through issuance of task orders. Each task order will provide specific scope of work, levels of effort, deliverables, due dates and period of performance. The CFD codes required will be those currently used by the NRC staff. This includes the most recent versions of either the FLUENT or the STAR-CCM+ code. The NRC may issue task orders for work in some or all of below areas.
1. Build a CFD model of the test facility using geometry provided by the Contracting Officer’s Representative (COR). Boundary and initial conditions as well as the test facility geometry and testing results will be provided by the COR.
Examples of possible types of facilities or regions of interest under a resultant task order include:
• The facility is comprised of a flow channel (approximately 0.1m x 0.1m cross section with a 1 - 2 m length) fed by two flow streams of different density.
• A cylindrical facility that is 2 meters in diameter and 8 meters high with some internal structures that could include pipes, baffles, spray systems, heaters, and coolers
• A full scale or scaled down test facility or design that is intended to represent a small portion of a reactor coolant system or reactor containment section with internal structures to be specified.
2. Develop a specific model for each test scenario at a facility to account for possible different configurations of components or boundary conditions. Specific development of model features such as the heaters or coolers is expected to require a separate modeling and validation effort to ensure that the appropriate features are accounted for in an efficient modeling approach. Study fluid and heat transfer issues such as turbulent mixing or wall condensation, as applicable.
3. Complete predictions with the CFD code of the test variables for selected test scenarios. If directed by the COR, complete a grid convergence study and prepare an estimate of the grid convergence index (GCI).
4. Develop, validate, and document a base model and suitable user-defined code or functions, as necessary.
Include the following in the documentation: solver settings, solver options, modeling choices, and a detailed outline of the logic and physics included in any user defined coding. The user defined coding shall account for or modify significant phenomena related to these scenarios that may not be included explicitly in the CFD code. These phenomena may include, but are not limited to, behavior of containment sprays, containment cooling systems, heaters, the effects of wall condensation, evaporation, and non-isotropic turbulence in stratified layers. In addition, user defined coding may be needed to automate the collection of transient predictions for post processing results at key points in the solution domain. User defined coding developed for physical models and/or data analysis shall be modular and well documented so that it can be easily modified for future modeling efforts.
5. Perform comparisons to the Government-furnished test data provided by the COR, perform a comparison of predictions and uncertainty to the available predictions and uncertainty from other related CFD predictions that the COR may provide, and document deviations found from the test data or other predictions along with possible approaches for further studies and model development that may improve the accuracy of the results.
6. Assist the COR in determining which sensitivity studies should be conducted to understand the behavior of the models with the goal of ultimately improving the accuracy of the predictions compared to the test data.
Perform the sensitivity studies.
7. Develop a set of CFD modeling best practice guidelines for the tests and flow phenomena predicted based upon examples provided by the COR, and prepare a summary of lessons learned, modeling deficiencies, and suggestions for future work.
C.7 List of Deliverables
Deliverables, schedules, and or/milestones will be identified in each task order and may include, but are not limited, to:
- Technical Report(s) that document the CFD model, user-defined code, modeling changes, grid sensitivity study, uncertainty approach, application of best practice guidelines, comparisons of the predictions with the experimental data and other code predictions, lessons learned, modeling deficiencies, and areas for future model development.

F.2 2052.211-70 PREPARATION OF TECHNICAL REPORTS (JAN 1993)
All technical reports required by Section C and all Technical Progress Reports required by Section F are to be prepared in accordance with the Management Directive 3.7, “NUREG-Series Publications.” Management Directive 3.7 is not applicable to any Contractor Spending Plan (CSP) and any Financial Status Report that may be included in this contract.
F.3 2052.211-71 TECHNICAL PROGRESS REPORTS (JAN 1993)
The contractor shall provide a monthly Technical Progress Report to the Contracting Officer Representative and the contracting officer. The report is due the 20th day of each month and must identify the title of the project, the contract number, appropriate financial tracking code specified by the NRC Contracting Officer Representative, the contract period of performance, and the period covered by the report.
F.4 2052.211-72 FINANCIAL STATUS REPORT (OCT 1999)
The contractor shall provide a monthly Financial Status Report (FSR) to the Contracting Officer Representative and the contracting officer. The FSR shall include the acquisition of, or changes in the status of, contractor-held property acquired with government funds valued at the time of purchase at $50,000 or more. Whenever these types of property changes occur, the contractor shall send a copy of the report to the Chief, Property and Acquisition Oversight Branch, Office of Administration. The report is due the 20th day of each month and must identify the title of the project, the contract number, the appropriate financial tracking code (e.g., Job Code Number or JCN) specified by the NRC Contracting Officer Representative, the contract period of performance, and the period covered by the report. Each report must include the following for each discrete task:
(a) Total estimated contract amount.
(b) Total funds obligated to date.
(c) Total costs incurred this reporting period.
(d) Total costs incurred to date.
(e) Detail of all direct and indirect costs incurred during the reporting period for the entire contract or each task, if it is a task ordering contract.
(f) Balance of obligations remaining.
(g) Balance of funds required to complete contract/task order.
(h) Contractor Spending Plan (CSP) status: A revised CSP is required with the Financial Status Report whenever the contractor or the contracting officer has reason to believe that the total cost for performance of this contract will be either greater or substantially less than what had been previously estimated.
(1) Projected percentage of completion cumulative through the report period for the project/task order as reflected in the current CSP.
(2) Indicate significant changes in the original CSP projection in either dollars or percentage of completion.
Identify the change, the reasons for the change, whether there is any projected overrun, and when additional funds would be required. If there have been no changes to the original NRC-approved CSP projections, a written statement to that effect is sufficient in lieu of submitting a detailed response to item "h".
(i) Property status:
(1) List property acquired for the project during the month with an acquisition cost between $500 and $49,999.
Give the item number for the specific piece of equipment.
(2) Provide a separate list of property acquired for the project during the month with an acquisition cost of $50,000 or more. Provide the following information for each item of property: item description or nomenclature, manufacturer, model number, serial number, acquisition cost, and receipt date. If no property was acquired during the month, include a statement to that effect. The same information must be provided for any component or peripheral equipment which is part of a "system or system unit."
(3) For multi-year projects, in the September monthly financial status report provide a cumulative listing of property with an acquisition cost of $50,000 or more showing the information specified in paragraph (i)(2) of this clause.
(4) In the final financial status report provide a closeout property report containing the same elements as described above for the monthly financial status reports, for all property purchased with NRC funds regardless of value unless title has been vested in the contractor. If no property was acquired under the contract, provide a statement to that effect. The report should note any property requiring special handling for security, health, safety, or other reasons as part of the report.
(j) Travel status: List the starting and ending dates for each trip, the starting point and destination, and the traveler(s) for each trip.
(k) If the data in this report indicates a need for additional funding beyond that already obligated, this information may only be used as support to the official request for funding required in accordance with the Limitation of Cost (LOC) Clause (FAR 52.232-20) or the Limitation of Funds (LOF) Clause FAR 52.232-22.

SECTION H - SPECIAL CONTRACT REQUIREMENTS
H.1 2052.209-72 CONTRACTOR ORGANIZATIONAL CONFLICTS OF INTEREST (JAN 1993)
(a) Purpose. The primary purpose of this clause is to aid in ensuring that the contractor:
(1) Is not placed in a conflicting role because of current or planned interests (financial, contractual, organizational, or otherwise) which relate to the work under this contract; and
(2) Does not obtain an unfair competitive advantage over other parties by virtue of its performance of this contract.
(b) Scope. The restrictions described apply to performance or participation by the contractor, as defined in 48 CFR 2009.570-2 in the activities covered by this clause.
(c) Work for others.
(1) Notwithstanding any other provision of this contract, during the term of this contract, the contractor agrees to forego entering into consulting or other contractual arrangements with any firm or organization the result of which may give rise to a conflict of interest with respect to the work being performed under this contract. The contractor shall ensure that all employees under this contract abide by the provision of this clause. If the contractor has reason to believe, with respect to itself or any employee, that any proposed consultant or other contractual arrangement with any firm or organization may involve a potential conflict of interest, the contractor shall obtain the written approval of the contracting officer before the execution of such contractual arrangement.
(2) The contractor may not represent, assist, or otherwise support an NRC licensee or applicant undergoing an NRC audit, inspection, or review where the activities that are the subject of the audit, inspection, or review are the same as or substantially similar to the services within the scope of this contract (or task order as appropriate) except where the NRC licensee or applicant requires the contractor's support to explain or defend the contractor's prior work for the utility or other entity which NRC questions.
(3) When the contractor performs work for the NRC under this contract at any NRC licensee or applicant site, the contractor shall neither solicit nor perform work in the same or similar technical area for that licensee or applicant organization for a period commencing with the award of the task order or beginning of work on the site (if not a task order contract) and ending one year after completion of all work under the associated task order, or last time at the site (if not a task order contract).
(4) When the contractor performs work for the NRC under this contract at any NRC licensee or applicant site,
(i) The contractor may not solicit work at that site for that licensee or applicant during the period of performance of the task order or the contract, as appropriate.
(ii) The contractor may not perform work at that site for that licensee or applicant during the period of performance of the task order or the contract, as appropriate, and for one year thereafter.
(iii) Notwithstanding the foregoing, the contracting officer may authorize the contractor to solicit or perform this type of work (except work in the same or similar technical area) if the contracting officer determines that the situation will not pose a potential for technical bias or unfair competitive advantage.
(d) Disclosure after award.
(1) The contractor warrants that to the best of its knowledge and belief, and except as otherwise set forth in this contract, that it does not have any organizational conflicts of interest as defined in 48 CFR 2009.570-2.
(2) The contractor agrees that if, after award, it discovers organizational conflicts of interest with respect to this contract, it shall make an immediate and full disclosure in writing to the contracting officer. This statement must include a description of the action which the contractor has taken or proposes to take to avoid or mitigate such conflicts. The NRC may, however, terminate the contract if termination is in the best interest of the Government.
(3) It is recognized that the scope of work of a task-order-type contract necessarily encompasses a broad spectrum of activities. Consequently, if this is a task-order-type contract, the contractor agrees that it will disclose all proposed new work involving NRC licensees or applicants which comes within the scope of work of the underlying contract. Further, if this contract involves work at a licensee or applicant site, the contractor agrees to exercise diligence to discover and disclose any new work at that licensee or applicant site. This disclosure must be made before the submission of a bid or proposal to the utility or other regulated entity and must be received by the NRC at least 15 days before the proposed award date in any event, unless a written justification demonstrating urgency and due diligence to discover and disclose is provided by the contractor and approved by the contracting officer. The disclosure must include the statement of work, the dollar value of the proposed contract, and any other documents that are needed to fully describe the proposed work for the regulated utility or other regulated entity.
