About this file

This is Attachment C, an Eligibility Certification and Supplemental Information Form for a NASA Research Announcement (NRA 80GRC026R0002). The form must be completed by the offeror and each supporting partner listed in the proposal's Teaming Arrangement that will support the partner's research and technology development efforts.

The form requires certification of organizational eligibility through five questions. Question 1 asks whether the firm is a for-profit organization and its type (S corporation, corporation, partnership, limited liability corporation/partnership, or sole proprietorship). Question 2 requires confirmation that the organization is organized under U.S. law (federal, state, or territory) with identification of the organizing jurisdiction and reference number, limited to 250 characters; organizations not organized under U.S. law are ineligible. Question 3 asks whether the organization is more than 50% owned and controlled by U.S. nationals, with detailed definitions of "controlling interest" and "controlling intermediary"; if ownership is less than 50% U.S., the form requires identification of controlling intermediaries and citizenship status of ownership interests (limited to 2,500 characters). Question 4 applies only if the answer to Question 3 is "No" and requires certification that the organization is a subsidiary of a foreign company with substantial U.S. market commitment through either long-term investments in U.S. research, development, and manufacturing (with required details on presence, facilities, and percentage of revenue attributable to U.S. operations, limited to 10,000 characters) or significant contributions to U.S. employment (with required data on total worldwide and U.S.-located employees, limited to 10,000 characters); failure to certify either criterion results in ineligibility. Question 5 allows for submission of additional relevant information regarding domestic eligibility (limited to 10,000 characters). The form concludes with a certification section requiring the signature of an authorized organizational representative, who must affirm the accuracy of responses and acknowledge potential criminal, civil, and administrative sanctions for false, fictitious, or fraudulent statements.
