About this file
This document is a Statement of Work (SOW) template for a NASA flight demonstration contract.
The template prescribes five required sections for offerors to complete. Section 1.0 requires an introduction and background describing the offeror's interest in the flight demonstration, justification for pursuing it, and its technological and commercial impact. Section 2.0 requires stated objectives for the flight demonstration plan, including any risk reduction activities. Section 3.0 requires a detailed description of work and contractor tasks organized around major tasks from Section 4 of the associated NRA (Notice of Research Announcement), with work segregated into separate Contract Line Item Numbers (CLINs) and Sub-Line Item Numbers (SLINs) that distinguish between the flight demonstration plan and risk reduction activities. Section 4.0 requires identification of all deliverables with delivery dates, including technical deliverables, presentation documentation, market analysis, prospective efforts, and meaningful measurable performance standards. Section 5.0 requires identification of intellectual property designations, specifically distinguishing between limited rights intellectual property and unlimited rights intellectual property that will be publicly available upon work completion. The template is designed for use with flight demonstration proposals under NASA funding opportunities.

1.0 Introduction/Background: This section should provide a brief overview of the proposed flight demonstration plan. The Offeror should describe their interest in the flight demonstration, why it should be pursued, and the technological/commercial impact.
2.0 Objectives: This section should provide a statement of
the flight demonstration plan objectives, including objectives of any proposed risk reduction activities.
3.0 Description of the Work/Contractor Tasks: This section defines and explains the work to be performed. The work effort should be segregated into major tasks described in the bullets and numbered items in Section 4 of the NRA, including a detailed description of what is to be achieved as opposed to the manner by which the work is to be performed. This section should be organized around the required structure to separate the flight demonstration plan and risk reduction activities into separate CLINS with clearly defined supporting SLINs.
4.0 Deliverables: This section should contain information on what the contractor is to provide NASA and when it is required. Identify all technical deliverables, presentation documentation, market analysis and prospective efforts that are required to achieve the work or plans described in the NRA. Consider/identify meaningful measurable performance standards.
