About this file
This is a NASA Research Announcement (NRA) solicitation letter for the development of a comprehensive plan for an open fan flight demonstration project. NASA Glenn Research Center is seeking proposals to define the requirements, scope, and feasibility of an open-fan flight demonstration that will inform NASA's technical work portfolio for next-generation aircraft and subsonic vehicle propulsion systems. The development plan must address technical, operational, and certification considerations, including aerodynamic integration, structural impacts, noise and emissions performance, and propulsion system reliability.
The solicitation is being conducted as a full and open competition under NAICS code 541715 with a small business size standard of 1,500 employees. The resulting contract will be a hybrid Firm-Fixed Price (FFP) and Cost-Plus-Fixed Fee (CPFF) instrument, with an anticipated award date of November 2026 and immediate contract effective date. Work will be performed offsite at the contractor's facilities. Proposals are due no later than 5:00 PM EDT on August 3, 2026, and must be submitted electronically through NASA's Enterprise File Sharing and Sync Box (EFSS Box). Cost Volume exhibits must be submitted in Microsoft Office Excel format with working cell formulas. An oral presentation is anticipated in late August following proposal receipt. Offerors must have a valid Commercial and Government Entity (CAGE) code matching their corporate address and must disclose any intent to use Artificial Intelligence during contract performance. Questions must be submitted in writing by 5:00 PM EDT on June 29, 2026, to Hunter Butkovic (Contract Specialist) and Brianna Lindsey (Contracting Officer).

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Glenn Research Center’s (GRC) Center-Level NRA entitled, “Development Plan for Open Fan Flight Demonstration.” The principal purpose of this requirement is to solicit a development plan to help inform the NASA Technical Work portfolio that will enable next generation aircraft and further subsonic vehicle propulsion systems. The Development Plan should define the requirements, scope, and feasibility of an open-fan flight demonstration. This plan will address technical, operational, and certification considerations, including aerodynamic integration, structural impacts, noise and emissions performance, and propulsion system reliability.
NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,500.
This competitive acquisition will result in a hybrid Firm-Fixed Price (FFP) Cost-Plus-Fixed Fee (CPFF) contract.
The anticipated contract award date is November 2026 with an immediate contract effective date. The contract will be performed offsite at the Contractor’s facilities.
