About this file
The document is a Notice of Intent to Award issued by Northern Wasco County People's Utility District (NWCPUD) for a Single Phase Pole Mount Transformers procurement. The district recommends selecting GenPac as the successful bidder after a comprehensive review of submitted bids, with the intent to negotiate a contract for new transformers. The solicitation sought transformers meeting specific technical specifications, with bids evaluated on contract cost, lead time, and compliance with requirements. GenPac emerged as the top-ranked bidder with a contract cost of $185,186.00, an 18-week lead time, and a total operating cost of $238,795.00.
The bid evaluation matrix revealed multiple vendors submitted proposals, with only four companies (GenPac, GD Partners, PulseMAC, and Technology International) meeting all specifications. Several bidders were disqualified for using aluminum windings, proposing remanufactured transformers, or having technical deviations from NWCPUD's requirements. The document notes specific disqualifications for Border States, Irby, Magnetron, and Midwest due to non-compliance with technical specifications. The Notice of Intent to Award emphasizes that this document does not constitute a formal contract and is subject to final contract execution, with NWCPUD reserving the right to cancel the award or select the next highest-ranked bidder if negotiations with GenPac are unsuccessful.
